ADVISORY BOARD MINUTES
FOR WEDNESDAY, APRIL 11, 2001
I. OPENING BUSINESS
Chair Randy Kline called the meeting to order at 12:05 p.m. in the basement conference room of the Jefferson
County Courthouse, Port Townsend, Washington.
Members Present: Randy Kline, Mike Ryan, Frank Trafton, Jr., Eileen Rogers, Brian Miller, Jud%,
French -Scott, Rick Tollefson
Members Absent: Char Laughlin
Staff Present: Warren Steurer of Public Works
Guests: Commissioners Dan Titterness and Richard Wojt
Quorum: There was a quorum.
Minutes: Eileen Rogers moved to approve the minutes of the March meeting. Mike Ryan
seconded the motion, which was approved by unanimous vote..
Agenda Changes: Rick Tollefson moved to approve the agenda as presented. _Judy French -Scott
seconded the motion, which was approved by unanimous vote.
II. OLD BUSINESS
A. Larry Scott Trail: Warren Steurer reported that The Leader had an article regarding the purchase of the
Rumage property.
B. H.J. Carroll Park: Projects to be funded by the $40,900 donated by Jack Carroll are the concession stand,
the McLarney basketball court, and any future development or clearing of the property across SR 19 from
the park. It is hoped that the kiosk panels will be received in time for the dedication of the Tom Yarr
Memorial Field in May. Water and power lines have been extended for the Wild Olympic Salmon (WOS)
shelter, with the water connection being the first priority. Linda Landcammer is working with WOS to
establish garden areas around the shelter. Partners in this project include area garden clubs, students from
a landscape learning lab, the Native Plant Society, and the Abundant Life Seed Foundation. Earth Day
projects focusing on H.J. Carroll Park will be advertised. Valerie Green has been working on the
maintenance building/caretaker area. Trails will need to be rerouted as a result of this development and
notices will be posted at the site as well as in the newspaper, requesting volunteers for a work party.
Frank Tratton, Jr. raised concerns about vehicle safety at the park entrance and pedestrians crossing SR 19.
Warren Steurer agreed to inquire whether the WA Department of Transportation could develop a plan to
address safety concerns at this site. He indicated that a trail corridor from Chimacum Road to SR19 could -
be considered a transportation amenity. There was also support for addressing this issue in the Parks
Comprehensive Plan.
C. YiUCA: Warren Steurer reported receiving a draft proposal as a result of the last meeting. It is still
uncertain whether the YMCA will assume responsibility for recreational programs.
Rick Tollefson reported that he understood from the draft plan that the intent is to have aphysical office for
the YMCA to run Rec. Programs and to create a county -wide, self-sustaining YMCA. It appears that the
City of Port Townsend is trying to privatize their recreation program. In his opinion, the biggest issue is
that there has not yet been a needs assessment or asset inventory. He believes that the Comprehensive Plan
process will provide a clearer picture of where and what services are needed. The question is whether we
are going to provide either a private or public Jefferson County recreation center with an aquatic facility for
which the public would agree to be taxed. Warren Steurer agreed that through the Comp. Plan process,
information could be generated that would aid decision -making.
D. Comprehensive Platt Update: Eileen Rogers talked about the two meetings she attended of the Non -
Motorized Transportation Task Force. She agrees that it will be important, given the limited financial
resources available, that citizens help identify the needs and desires so they can then be prioritized. She also
talked about the importance of utilizing existing facilities and pooling agency resources. She will attend a
task force meeting next week. Warren Steurer distributed a list of seven public forums to be held
throughout the County from April 16 through 26. PAB members were encouraged to attend meetings held
in their individual districts and to also encourage the attendance of friends and neighbors.
E. Quilcene After School Program (Yippee): Warren Steurer said this program continues using the annex at
the Quilcene Community Center. The director of the center is also applying for a grant to provide citizen
and youth computer training. There is a chance to acquire six computers. Commissioner Wojt encouraged
the director to contact the County about the possibility of accessing surplus computers. Tim Black and Bill
Kush are organizing a Quilcene and Port Townsend athletic activity that will result in a joint field event at
H.J. Carroll Park this summer.F. Off -Road Vehicle Plait (ORVs): Frank Trafton, Jr. reported that Jim

ey pia e opened up some grown -over trails, expanding the trail system. On Saturday,, April 14, 2001, a
church group with 14 kids will do some trail work at Gibbs. Regarding the proposed link between
Anderson and Gibbs Lakes, it appears formal agreements are needed and QTA needs to identify a lead
agency sponsor.
III. NEW BUSINESS
A. Park Advisory Board Business: The Parks and Recreation Advisory Board By-laws state that the regular
meeting of this group will be the first Wednesday of every month. Following a brief discussion, the PAB
proposed that Staff return to the Advisory Board with a "line -in, line out" version of the By-laws, noting
that the regular meeting will be held the second Wednesday of every month.
B. Ropes Challenge Course: Warren Steurer provided background on a $2,000 Community Parks Grant given
several years ago to develop a ropes challenge course at Gibbs Lake. Because of a lack of a designated
coordinator at 4-H, this money was retumed to the County. A 4-H coordinator has recently been designated
for this project and the Port Townsend Rotary Club is also interested in sponsoring this project. There will
be an organizational meeting tomorrow at 2:30 p.m. at WSU. All PAB members were invited.
Commissioner Wojt suggested OlyCap be contacted as a possible partner. .
C. Parks and Campgrounds: All five campgrounds are now open and hosts for three sites have yet to be
selected. New park signs, kiosk improvements, and dangerous tree removal are in process. Eco-blocks have
been installed at Lake Leland to improve the shoreline stability and accessibility. Seasonal employees have
been hired, which should also serve to encourage proper payment of camp fees. A $2.00 increase in camp
fees may soon be proposed. A new vault toilet will replace two existing toilets at Quilcene.
IV. STAFF REPORTS
Recreation: Warren Steurer reported that registration for Junior and Senior Hoops will soon begin. The after -
school program has been advertised at Chimacum School. The fields are being used for many youth activities. .
V. ADJOURNMENT
The meeting adjourned at 1:00 p.m. The next meeting is Wednesday, May 9, 2001.
