Dear POMONA WOODS LLC:
The Department of Community Development is in the process of reviewing your application. The following
information is needed to continue review of your project.
1.SITE VISIT: The DCD Staff Biologist and assigned project planner (Ms. Hunt) would like to conduct a site
visit on Wednesday, July 13th at 1:30 PM to review the wetland areas identified in the 2022 Critical Areas
Report and the proposed new road and road approach locations. Please let the assigned planner know as soon
as possible if the applicant and hired biologist will be available at the proposed date and time.
2.EXISTING ROAD APPROACH: According to the revised site plan (submitted on June 17th, 2022), the
applicant is proposing a new road approach and road location adjacent to Oak Bay Road. What is the applicant
planning to do with the existing gravel road approach area? Will the existing road approach be removed and re-
planted or used for another purpose? If removal is proposed, when will the existing road approach be removed?
3.STORMWATER: The applicant has identified new areas of proposed disturbance (associated with the
adjusted road approach and road) on the revised site plan. In addition, the road width shown on the revised site
plan is approximately 5 feet larger than the road width shown on the site plan approved on March 2, 2022.
Please update the Stormwater Calculation Worksheet accounting for all new areas of land disturbance and
impervious surface. If any ground disturbance has occurred outside of the areas shown on the March 2, 2022
approved site plan , please make sure the disturbance is accounted for in the total land disturbance calculation.
4.SITE PLAN: The applicant has identified on Figure 3 (p. 28 of 122) in the Critical Areas Report, prepared
by Wet.land LCC on June 17, 2022, new road and road approach areas. Does Figure 3 also show the total area
of disturbance for construction of the road? If not, please revise Figure 3 or the revised site plan accounting for
all proposed areas of disturbance associated with clearing and construction limits. Please also identify the
following areas on Figure 3 of the Critical Areas Report:
• Where will excavated soils be stockpiled?
• Where will heavy equipment be staged during the night?
• Total area of disturbance for septic installation
• Will the applicant be employing silt fencing or orange construction barrier fencing around nearby stream and
wetland buffers to ensure no net loss of ecological function?
The answers to these questions will help determine potential impacts to wetland or stream buffers.

Dear Amanda
In response to the questions in your July 28, 2022 letter the Pomona Woods team has prepared the
following responses in blue.
1. SITE VISIT: The DCD Staff Biologist and assigned project planner (Ms. Hunt) would like to conduct a

2. EXISTING ROAD APPROACH: According to the revised site plan (submitted on June 17th, 2022), the
applicant is proposing a new road approach and road location adjacent to Oak Bay Road. What is the
applicant planning to do with the existing gravel road approach area? Will the existing road
approach be removed and re- planted or used for another purpose? If removal is proposed, when
will the existing road approach be removed.
The existing gravel road approach will be partially removed, replaced and regraded to blend in with
the topography and side slopes of the new driveway. The driveway has been designed by a
professional engineer to conform to all of the requirements of the previously issued Access Permit
(#RAP2021-00068) and to avoid the wetland and wetland buffer. Access Permit conditions that
required the driveway entry to be partially relocated (shifted to the north) include Condition 1
requiring a 35-foot approach radius and a 10-foot separation between the driveway and the County’s culvert running under Oak Bay Road at mile post 2.997. The gravel area and any disturbed areas will
receive proper erosion control, at least 1 foot of topsoil from the new road cut and native vegetation
(see attached revised design indicating planting of native vegetation in the removed portion of the
driveway, not hydroseed). More detail can be found in the CAR v3. The existing road approach will be
partially removed and replaced during construction of the proposed driveway.
3. STORMWATER: The applicant has identified new areas of proposed disturbance (associated with the
adjusted road approach and road) on the revised site plan. In addition, the road width shown on the
revised site plan is approximately 5 feet larger than the road width shown on the site plan approved
on March 2, 2022. Please update the Stormwater Calculation Worksheet accounting for all new

areas of land disturbance and impervious surface. If any ground disturbance has occurred outside of
the areas shown on the March 2, 2022 approved site plan, please make sure the disturbance is
accounted for in the total land disturbance calculation.

prepared by Wet.land LCC on June 17, 2022, new road and road approach areas. Does Figure 3 also
show the total area of disturbance for construction of the road? If not, please revise Figure 3 or the
revised site plan accounting for all proposed areas of disturbance associated with clearing and
construction limits. Please also identify the following areas on Figure 3 of the Critical Areas Report:
Figure 3 illustrates the areas of disturbance for the first section of driveway from Oak Bay Road as
indicated by the limits of the proposed contours. No other area of disturbance is near the wetland or
its buffer. In order to account for all areas of disturbance for the entire driveway, the driveway design
would need to be completed to a 90% level. The limits of disturbance for the driveway construction is
dependent upon the horizontal and vertical driveway alignment, which establishes the limits of cut and fill. The total area of disturbance will be provided in connection with construction permit
applications.
• Where will excavated soils be stockpiled?
Excavated soils for the build will be stockpiled to the West or North of the build site and covered,
away from neighbors or critical areas.
• Where will heavy equipment be staged during the night?
Heavy Equipment will be staged near the parking area, well away from neighbor properties
• Total area of disturbance for septic installation?
6000 sf drainfield, 1300 sf tanks / treatment, and 1400 sf associated piping / sewage
transport. The tanks are in the immediate area of the building so may overlap with other calculations.
• Will the applicant be employing silt fencing or orange construction barrier fencing around
nearby stream and wetland buffers to ensure no net loss of ecological function?
Yes, the final driveway design drawings associated with construction permits will include an
erosion control plan which illustrates the limits of construction and wetland/erosion protection
measures. Orange silt fence will be indicated on the drawings to provide for both erosion control
and protection of natural resources outside of the construction limits, including the wetland
buffer and stream.
