Budgets are limited across the board, and there are times when the desire to meet those needs is greater than the ability to do so. Costs continue to rise with hospital care, physician care, prescription drugs, and now, inflation. Making the decisions to provide those benefits is more difficult when considering how to get it done, especially when budgets are stretched further each year. JLARC has found that quite a few county government agencies have not reported this year. JLARC is requesting that counties report, and if they have time, clarify via email if the county will report as one county agency, or as multiple individual departments. This will help the reporting numbers and percentages be better reflected. Cities, counties, special purpose districts, and quasi-municipal organizations may apply. Infrastructure systems eligible for these very low-interest state loans - between 0.47 and 1.39% for a 20-year construction loan - includes streets and roads, bridges, domestic water, stormwater, sanitary sewer, and solid waste and recycling. Approximately $115 million is available for construction loans, and $2.9 million for pre-construction loans. This is the second loan application cycle of the 2021-23 state budget. Funds are awarded to projects that pass through the rating threshold based on a competitive ranking process.
