Please explain why the County never challenged PLA when they violated the Port Ludlow MPR-RA Zoning Code by abandoning the Trail Nine Course [6.92% of the 1,200 acre MPR].
Please explain why Jefferson County and PLA failed to comply with Section 3.906 Major Revisions as required by the terms of Port Ludlow Development Agreement between Jefferson County
and PLA. [10/4/99].
Please explain why I was deprived of my right to appear before the hearing examiner to challenge the impact of the abandonment on the value of my property? “Major Revisions shall be
processed as a hearing examiner decision (Type B), with a required public hearing prior to the decision. Public notice of the application, and appeal· opportunities shall be provided
to all persons on the Port Ludlow MPR Roster”
Quoted from the recorded Development Agreement: “Proposed revisions to the Resort Plan shall be submitted to the Department of Community Development and the DCD Director will determine
whether the proposal constitutes a major of minor revision. Upon making determination, the proposed revision shall follow the appropriate process for plan revisions as outlined in
Sections 3.906 or 3.907”

I have to tell you I am disappointed with your response. I have been 13 years trying to get the County to address this issue.
On July 25th I and Steve Hammond met with you to outline the issue. You told us you needed about 30 days to investigate.
This week we contacted you to follow up and you can't even recall the topic. The topic is the failure of Port Ludlow Associates and the County to follow the agreed procedures for a significant
change to the master planned resort agreement when PLA shut down the Trail Nine Golf Course
A week should be enough time for you to get "up to speed" so when after the first of September can we meet again?
