ADVISORY BOARD MEETING
November 2, 2005
MINUTES
OPENING BUSINESS
Chair Rick Tollefson called the meeting to order at 12:00 p.m. in the First Floor Conference
Room, Jefferson County Courthouse, Port Townsend, Washington.
Members Present: Rick Tollefson, (Chair), Joan Linderoth (Vice Chair), Philip Siemion, Rich
Stapf, Jr., Judi Mackey, Eileen Rogers.
Members Absent: Brian Miller, Mike Ryan, Judith Lucia
Staff Present: Warren Steurer, Matt Tyler
Guests: None
Quorum: There was a quorum.
Agenda: The Agenda was approved as submitted.
Minutes: The Chair called for approval of the October 5, 2005 Minutes; approval was
unanimous.

ROAD VACATION
REGULAR/OLD BUSINESS
Larry Scott Trail
Warren Steurer distributed a "Highlights of Current Activities and Facts" concerning the Trail,
prepared by Bruce Laurie, Public Works Engineering Services Manager, who is now handling
many administrative tasks for the trail. Staff continues to work with Peninsula Trails Coalition,
searching for grant opportunities and potential routes. Applications have been submitted for a
Federal Highways Administration Enhancement Grant (for acquisition of easements from South
Discovery Road at Discovery Bay Country Club to Four Corners, Segment 4) and for a
Washington State Department of Transportation Bicycle and Pedestrian Safety Grant (for
construction of the portion from SR-20 and Thomas Avenue intersection to Cape George
Trailhead, Segment 3). Concerning acquisition, the right-of-way to bridge SR-20 with Cape
George Road has been purchased from Discovery Timber; staff is negotiating acquiring
easements near Nelsons Landing Road and at the end of Edwards Road (Segment 3); and
preparations continue to fund and acquire easements from South Discovery to Four Corners
(Segment 4). Currently, Public Works is finishing the construction of the trail corridor through
the Rumage Property. Other than trail corridor, there is no Master Plan for the Rumage property.
HJ Carroll Park
There are new caretakers at the facility. There has been much recreation and school soccer use
on the fields. Planning for the skateboard area is currently on hold. The Port Townsend
skateboard park is now under construction. Port Townsend's site will be a "vertical" park,
which makes a "streetscape" skateboard area at H.J. Carroll more achievable. Discussion is still
open regarding possible locations for a Disc Golf Course; staff and volunteers have explored
locations across from H.J. Carroll Park and Gibbs Lake. There may, however, be the possibility
of a practice Disc Golf operation at H.J.Carroll. The Olympic Disc Golf Club was awarded a
$2,000 Community Park Grant that will be used for equipment purchase. Currently, Chimacum
BMX has interest in submitting a proposal to this Board to create an ABA -sanctioned BMX
racetrack at H.J. Carroll Park.
Irondale Beach
Maintenance continues.
Memorial Field
Use by local football & soccer teams is finishing this week. Staff will begin winter "closedown"
and maintenance procedures.
NEW BUSINESS
Recreation Report
Matt Tyler reported that the new website, countyrec.com, has exceeded expectations, with
excellent customer service, including an online registration/database component, and with credit
card capability expected in the near future. Staff is meeting with local school superintendents
regarding sharing of facilities; the adult education program is slowly taking off, and the
Wednesday afternoon Grant Street School program appears to be a success. Concerning the
climbing wall project, holds have been purchased, the pads are installed and the wall is
frequently used. A longer youth basketball season is expected: December thru April. In
Quilcene, it is hoped to replace (Kelsi) and maintain a program staff presence in the south
County. Matt is also investigating a recreation customer service site in Chimacum. In Brinnon,
open gym basketball will meet two days a week, in addition to the winter basketball camp. Matt
has also been in touch with the Statesman Corporation regarding Brinnon recreation.

Quilcene Work Plan
The Board discussed briefly the offering of adult classes in South County, considering its
growing retirement community. Warren Steurer indicated that the permit process for the tree
thinning project, (with the Department of Natural Resources) is progressing. Additionally,
surplus playground equipment (excellent condition) is being donated to county parks from an
Indian island relocation of residential housing and park amenities; much of this playground
equipment will be installed at the Quilcene Park. There was brief discussion about the
possibility of having a staff person at the Quilcene Community Center.
Conservation Futures
Eileen Rogers indicated that, after the November 15 meeting, a full report will be forthcoming.
ORV Update
Warren reported that the ORV group meets the second Tuesday of every month, currently
working on a Scope of Work and Request for Proposals for the Feasibility Study.
Community Network
Rick Tollefson indicated that he is planning to resign from the Community Network Board,
given time constraints. The Network Board, which meets quarterly, and represents the large
community, reviews Health and Human Service issues, helping to identify serious community
issues (i.e. domestic violence, child abuse and neglect, substance abuse). There should be a
representative from the PRAB on the Network Board.

Kiwanis Camp Annual Report
Steve Taylor, Past President, and Charise Diamond, Camp Director, of the Northwest Kiwanis
Camp, presented the 2005 Annual Report to the Jefferson County Commissioners. After
indicating an increase in camper numbers, income similar to previous years, and a continuation
of maintenance and improvements to grounds and trails, discussion centered on future goals,
specifically funding and constructing buildings: cabins, toilet/laundry facility and multi -purpose
facility. It was suggested by members of the PRAB that partnership between Kiwanis Camp and
Parks and Recreation for facility use could be advantageous to both entities. Chairman Tollefson
requested that the Kiwanis Camp representative return in six months for further discussion.

The next PRAB meeting is Wednesday, December 7, 2005, 12:00 noon to 2:00 p.m. in the first
floor meeting room of the Jefferson County Courthouse.
