ADVISORY BOARD MEETING
October 5, 2005
MINUTES
A. OPENING BUSINESS
Judi Mackey called the meeting to order at 12:00 p.m. in the First Floor Conference Room,
Jefferson County Courthouse, Port Townsend, Washington.
Members Present: Brian Miller, Mike Ryan, Phil Siemion, Judi Mackey
Members Absent: Rick Tollefson, Eileen Rogers, Joan Linderoth, Richard Stapf,
Judith Lucia
Recorder: Absent. Minutes were taken by Warren Steurer.
Staff Present: Warren Steurer, Matt Tyler
Guests: Commissioner Phil Johnson
Quorum: There was not a quorum.
Agenda: No new agenda items
BUSINESS
Minutes: Without a quorum of Advisory Board members there was no action taken to approve
or disapprove September's Minutes or October's Agenda. The Advisory Board meeting would
continue with updated information and general discussion.

B. ROAD VACATION
C. OLD BUSINESS
Larry Scott Trail
Trail construction of approximately '/z miles continues on the section known as Rumage
property. This construction should be completed by end of October. There was a reported
incident on the trail when a pedestrian was struck by a bicyclist. This incident occurred at
approximately 9 p.m. and the conditions were dark. Neither the walker or bicyclist was carrying
a light; a light may have helped in the prevention of this incident. Discussion followed
concerning posting a sign in the Kiosk describing trail courtesies.
HJ Carroll Park
Fall soccer programs are in full swing at the park with the JC Soccer Club playing on Saturdays,
JC Recreation Soccer on Sundays and Chimacum High School soccer reserving certain
weekdays for league play. Caretakers, Jerry and Phyllis Smith will be leaving the park and new
Caretakers are being interviewed.
Irondale Beach
Other than routine maintenance at the Beach, there is nothing to report.
Gibbs Lake: Trails, Challenge Course
A new Facilitator's Training Course is being offered. Training will be November 5 & 6 at the
Course and evening meetings on October 26 & November 9" and 16tn
Memorial Field
Memorial Field is very busy with Fall programs. Currently using the field for Little League
Football, High School Football and Soccer and JC Recreation Soccer. The special concert event,
Soul Fest, was very successful.
Quilcene Work Plan
Staff is currently working with Mike Cronin on a tree thinning project at the park. Permits are
being processed. Thinning should be accomplished in late fall or early winter. Re -surfacing on
the play court did not occur and will be postponed to the first dry/warm spell in 2006. Staff is
working with the Indian Island Military Base to salvage playground equipment. Molly has
evaluated the equipment that will be donated to the Parks Department and considers it in
excellent condition and sturdy enough to be located at Quilcene and possibly other parks within
the county system. The playground equipment is made by "Game Time" which is an excellent
manufacturer of playground equipment.
Judi Mackey brought up the need for a "rest area" in Quilcene. Currently the Chamber of
Commerce uses the Forest Service building on weekends to distribute information. Perhaps the
park could be used for a Rest Area in a partnership with the Department of Transportation.
Conservation Futures
No new information
ORV Update
Meetings of the Focus Group are scheduled for October. The Focus Group is conducting a
written survey to determine need and to gather information concerning ORV users. The Focus
Group will be working on a Scope of Work and Request for Proposal for interested consultants
who will work with Focus Group on the Feasibility Study.
Community Network
Nothing to report at this time.
Metropolitan District Sub -committee
County Commissioner Phil Johnson reported that the BOCC met with the City of Port Townsend
and did agree to finance a Feasibility Study.
2006 Budget
Warren reported that the draft 2006 budget has been balanced and public comment period
conducted. Although 2006 budget requests have not been cut, the BOCC will be working with
John Fischbach and Allen Sartin on potential budget cuts.
D. NEW BUSINESS
Recreation Report
Matt submitted the Recreation Report, indicating new programs, leagues and activities for this
fall and their associated fees. New programs Include: Girl's Volleyball, Adult Fitness, Women's
Drop -in Volleyball, Women's Drop -in Basketball, Yoga, Writer's Workshop, Grant Street
AfterSchool and Youth Basketball League.
The Advisory Board is extremely pleased with the park and recreation programming and
reporting. Judi Mackey commented that it was good to have program statistics for Quilcene and
Brinnon as a way of showing people in South County what they are getting from parks and
recreation.... which in some cases is more than they thought.
Parks and Recreation is working with MyRecDept.Com to develop a new web page for the
Division. The new web site will have much more versatility than the present site. Some of the
added features included: self registration for recreation programs and park facilities, credit card
payment system, communication and announcements through e-mail lists, program reporting and
record keeping.

There being no further business, the meeting was adjourned at 1:20 p.m.
The next PRAB meeting is Wednesday, November 2, 2005, 12:00 noon to 2:00 p.m. in the first
floor meeting room of the Jefferson County Courthouse.
