OPENING BUSINESS Chair Rick Tollefson called the meeting to order at 12:01 p.m. in the First Floor Conference Room, Jefferson County Courthouse, Port Townsend, Washington. Members Present: Rick Tollefson, (Chair), Joan Linderoth (Vice Chair), Judith Lucia, Philip Siemion, Mike Ryan, Rich Stapf, Jr., Judi Mackey, Eileen Rogers. Members Absent: Brian Miller Staff Present: Warren Steurer, Matt Tyler Guests: Commissioner Phil Johnson Quorum: There was a quorum. Agenda: After a request to add Park Fees under NEW BUSINESS, the Agenda was approved as submitted. Minutes: Moved by Joan Linderoth, Seconded by Judith Lucia and carried unanimously to approve the Minutes of the August 3, 2005 meeting. Warren Steurer reminded the Chair, Rick Tollefson, that his term expires on October 24. Mr. Tollefson, not planning to resign from the Board, will complete the necessary procedures. Mr. Steurer also announced that staff member Nik Worden will be retiring from Jefferson County, effective September 30, 2005. There was some discussion between the Board and staff regarding any vision of the County and existing strategic plan to address parks and recreation services in Jefferson County. Nothing to report B. ROAD VACATION C. OLD BUSINESS Larry Scott Trail Staff will be building the trail through the Rumage property, about one-half mile in length and a major trailhead. HJ Carroll Park Summer soccer programs and camps are finishing. Fall youth soccer is planned. Use of the Pavilion has been steady. Regarding a skateboard facility, a meeting is scheduled in September. Currently, staff is working on a skateboard development committee and a finance committee, both working toward implementation of a skateboard facility at this Park. The City of Port Townsend has accepted a contract to build its new skateboard park. Five skateboard modules from the Port Townsend site have been removed by the county parks crew to relocate Quilcene Park at a later date. Irondale Beach Other than routine maintenance at the Beach, there is nothing to report. Gibbs Lake: Trails, Challenge Course Summer activity was good. The Challenge Course interest is again building, with recent participation by the Mountain View School staff and planned participation by the Chimacum Middle School. Memorial Field Staff is currently preparing for the high school football and soccer season. The next significant use will be the Wooden Boat festival parking fundraiser and the Craft Fair, the weekend of September 9-11 Quilcene Work Plan Staff is currently working with Mike Cronin on a thinning project targeting diseased trees and those presenting a safety hazard on or near the playground and recreation court area. It is expected that the re -surfacing of the tennis court, basketball court and skateboard area can begin in mid -September. Conservation Futures The Committee will meet this month, reviewing policies and submitting recommendations to the Board of County Commissioners. ORV Update Warren Steurer reported that he is the staff person working with a focus group, meeting approximately one time per month. While an opinion survey was taken at the Jefferson County Fair, no data is yet available. Community Network Nothing to report at this time. Metropolitan District Sub -committee County Commissioner Phil Johnson reported that the BOCC met with the City of Port Townsend and did agree to finance a Feasibility Study. Community Park Grant Presentations Mr. Tollefson requested an update on the Community Grants. Mr. Steurer indicated that at this time, the program has released $1,500 grants to: East Jefferson Little League, Quilcene Little League, Port Townsend Little League and Gathering Place; $2,000 to Wilderness Adventure Club. The $2,000 grant for Olympic Discovery Golf Club is being held pending identification of a parent association. 2006 Budget/Programs Mr. Steurer reported that, overall, the Parks and Recreation request is for $521,967, an increase over the 2005 Budget of $92,387, with expenditures broken down into a recreation division, a park maintenance division and a field maintenance division. Increases are primarily related to salaries and benefits with a request for one additional park maintenance employee and the capital expenditure - purchase of a tractor/mower. Matt Tyler addressed key funding and service issues, identifying cost of programs, participants and contact hours by the five service areas (Brinnon, Port Townsend, Quilcene, the East County, and the Tri-Area). Additionally, Mr. Tyler identified some goals for Fiscal Year 2006, including the offering of more programs with more efficient and effective customer service. Some particular objectives: more effective customer service to include an enhanced online, mail -in and telephone registration, with possible satellite customer service at H.J. Carroll Park; increased partnerships with the Wooden Boat Foundation, the Northwest Maritime Center and the Chimacum School District; and extension of programs in the central and south county. D. NEW BUSINESS Recreation Report Matt Tyler submitted the Recreation Report, indicating the very successful programs were guitar for youth, dog workshops, yoga and fitness, African dance, arts and crafts at the Farmer's Market, early childhood enrichment, special recreation, the SkyHawks camps, a Brinnon Bob -Cat soccer and Brinnon swim lessons, H.J. Adventure Camp, the Quilcene Adventure Camp, play group and basketball clinics, women's over 45 softball, open v-ball and gyms/games, family adventure outings, the "Adventuress" day - sail, and use of the Recreation Center. Warren Steurer submitted the Summer Parks and Fields Report which identified uses and revenues at Memorial Field, H.J. Carroll Park and the campgrounds. Park Fees Warren Steurer submitted the current fee schedules for use at Memorial Field, H.J. Carroll Park, picnic shelters and the Gibbs Lake Challenge Course. None. E. SET NEXT MEETING DATE/ADJOURNMENT There being no further business, the meeting was adjourned at 1:55 p.m. The next PRAB meeting is Wednesday, October 5, 2005, 12:00 noon to 2:00 p.m. in the first floor meeting room of the Jefferson County Courthouse. Chair Rick Tollefson and Vice -Chair Joan Linderoth both indicated they will be absent at the October meeting. Eileen Rogers will chair that meeting.
