ADVISORY BOARD MEETING
August 3, 2005
MINUTES
A. OPENING BUSINESS
Chair Rick Tollefson called the meeting to order at 12:05 p.m. in the First Floor Conference
Room, Jefferson County Courthouse, Port Townsend, Washington.
Members Present: Rick Tollefson, (Chair), Joan Linderoth (Vice Chair), Judith Lucia, , Philip
Siemion, Mike Ryan, Judi Mackey, Eileen Rogers.
Members Absent: Brian Miller, Rich Stapf, Jr.
Staff Present: Warren Steurer, Nik Worden
Guests: Commissioner Phil Johnson
Quorum: There was a.quorum.
Agenda: After a request from Mrs. Mackey for an update on the existing Quilcene Park, the
Agenda was approved as submitted.
Minutes: Moved by Joan Linderoth, Seconded by Philip Siemion and carried unanimously to
approve the Minutes of the July 6, 2005 meeting.
Nothing to report at this time.
B. ROAD VACATION
C. OLD BUSINESS
Larry Scott Trail
Nik Worden informed the Board that the paving project is complete. The second project is to
create a one-half mile trail through a 40-acre parcel on Cape George Road. After receipt of bids,
staff is recommending to the Board of County Commissioners that the project be awarded; work
may begin in September, with completion in approximately three weeks. Strategy for the coming
year is to obtain all right-of-way to Four Corners, necessitating a purchase of approximately one -
and -one-half miles of right-of-way. Mr. Worden is currently preparing a grant proposal to
Peninsula Regional Transportation Planning Organization which disburses Federal transportation
monies for enhancements; the Larry Scott Trail qualifies.
HJ Carroll Park
Skateboard Facility - Eagle Scout candidate Tristan Stoch, who addressed the Board in March
regarding this issue, organized a recent brainstorming session, going in financial and technical
directions in the planning of a skateboard facility at HJ Carroll Park and using multiple sources
such as grants, donations and county funding. There was discussion related to design and
funding sources. There is steady public use at the park and the new Rotary Pavilion is attracting
many reservations.
Irondale Beach
Staff has been performing routine maintenance. It is evident that the area is experiencing
community use.
Gibbs Lake: Trails, Challenge Course
Mr. Steurer reported extensive summer use with staff performing routine maintenance. Summer
participation in the Challenge Course is slow; however an autumn training class for facilitators is
planned.
Recreation Report
In the absence of Matt Tyler, Mr. Steurer reported that summer programs are ending and the fall
brochure for recreation will likely be in the form of an insert in the local newspaper. At this
time, participants are registering for Youth Soccer around the County. During the current month,
there have been soccer camps, a Quilcene day camp, Brinnon swimming lessons and recreational
swim, basketball camp and tournament, family hikes and adult co-ed softball.
Memorial Field
Staff prepared the field for Rotary sponsored Circus Chimera, the Music Extravaganza, the
Bellevue High School football team and the Native American canoe event. In the near future,
there will be use by the Kiwanis Club Car Show, parking for the Wooden Boat Festival, the arts
and crafts fair, and an outdoor movie.
ORV Update
The Off Road Vehicle focus group met recently and is preparing a survey for distribution at the
Jefferson County Fair.
Quilcene
Staff is working with DNR forester, Mike Cronin, on a timber thinning contract at the Quilcene
Park, marking trees that are diseased or needing removal for the health of the forest or for safety
near the playground area, play courts and community center. Additionally, court
resurfacing/painting is about to occur, skateboard modules from Port Townsend are expected,
and playground equipment replacement is anticipated by next spring.
Conservation Futures
Nothing to report at this time.
Community Network
Nothing to report at this time.
Metropolitan District Sub -committee
Reference was made to news notice of an upcoming workshop meeting between the Board of
County Commissioners and the City of Port Townsend to discuss recreation. Mrs. Rogers
expressed concern about representation by the South County. The Board discussed and expressed
concern about any process that might occur without input from Parks and Recreation and all
affected and interested County agencies. Commissioner Johnson heard the concerns and
indicated there will be opportunity for public input.
D. NEW BUSINESS
2006 Budget/Programs: Review
Mr. Steurer presented the Board with preliminary 2006 budget information, reflecting an
anticipated increase in expenses of approximately 17.4 per cent, an increase in revenues of
approximately 12.8 per cent, and request for one additional staff person and a capital outlay for a
tractor/mower.
Commissioner Johnson indicated that, with no guarantee, it is the BOCC intention to keep 2006
appropriations for recreation at least at the level of 2005.

There being no further business, the meeting was adjourned at 1:47 p.m.
The next PRAB meeting is Wednesday, September 7, 2005, 12:00 noon to 2:00 p.m. in the first
floor meeting room of the Jefferson County Courthouse.
