ADVISORY BOARD MEETING
JUNE 1, 2005
A. OPENING BUSINESS
Chair Rick Tollefson called the meeting to order at 12:05 p.m. in the Quilcene Community
Center, Quilcene, Washington.
Members Present: Rick Tollefson, (Chair), Joan Linderoth (Vice Chair), Judith Lucia, Judi
Mackey, Philip Siemion, Mike Ryan, Eileen Rogers
Members Absent: Brian Miller, Rich Stapf, Jr.
Staff Present: Warren Steurer, Matt Tyler, Molly Hilt, Phil Saxton, Kelsey Brewer
Guests: Rick Sepler, Chris Raikes (Quilcene Teen Center), Sally S. (Quilcene Teen
Board), Bob Henderson (Quilcene Board), Bob Prill, Kathleen Emmerson,
Leslie Burton
Quorum: There was a quorum.
Agenda: There were no additions or changes.
Minutes: After noting that, under Item F, Metropolitan Parks District Subcommittee,
Scott Walker, Glen Huntingford and Monica Mick -Hager should be listed
as representing the sub -committee members, it was Moved by Judi Mackey,
Seconded by Judith Lucia and carried unanimously to approve the Minutes
of the May 4, 2005 meeting.
B. OLD BUSINESS
Larry Scott Trail
Warren Steurer addressed the Board with information concerning the proposed swapping by the
County and Mr. Jeff Chapman of equal value property at Cape George Road and Nelson Landing
for the purpose of Larry Scott Trail continuity.
HJ Carroll Park
Mr. Steurer reported that the middle slab of the Rotary Pavilion is the last section to be poured;
PT Rotary noon club is installing bar-b-ques at each wing; and PT Sunrise Rotary expects to do
landscaping. It is anticipated that the Pavilion will be turned over to the County by mid -to -late
June or early July. Milt Morris, Rotary project coordinator will work with Parks and Recreation
on a grand opening celebration. Mr. Tollefson noted that this project has been nearly ten years in
the making. Currently, the Park has and is being used for spring soccer programs, a Tri-Area
Garden Club ceremony, the Dragon Tracks program and co-ed softball.
Irondale Beach
Nothing new to report.
Irondale Neighborhood Park
Staff has improved the infield and turf, and new direction signs to the park have been installed.
Currently it is being used for softball, Little League and women's 45-plus softball. It was noted
that usage appears to reduce vandalism.

Gibbs Lake: Trails, Challenge Course
Between June 1 and June 17, there will be nine groups participating in the Challenge Course.
They include The Blue Heron Middle School, Mountain View School, Chimacum Schools and
The Discovery School. Two new spaces were created during the last month.
Conservation Futures
Eileen Rogers reported that at last month's meeting Commissioner Johnson announced that we
did award two projects, both fully funded. There are seven board members, representing all
segments of the County, who go out and physically walk the sites; members will meet again in
June to perform administrative tasks.
ORV Update
Mr. Steurer reported on a public meeting held last week to discuss the IAC grant receipt and the
move back into a focus group to develop a scope of work. While Off Road Vehicles currently
use undesignated sites, it is the goal of staff and the focus group to locate a setting that works for
everyone. It is anticipated that a consultant to lead the study will be selected in September -
October, 2005. The next scheduled meeting will be at the Tri-Area Community Center, June 14,
2005 at 7:00 p.m.
Community Network
It was reported that the Healthy Youth Coalition meets tomorrow, June 2; additionally, funding
from the legislature is projected to be about 75 per cent of the previous commitment.
Metropolitan District Sub -committee
Ms. Rogers reported zero activity and zero information from the committee. Concerning the
CEO meetings, it was felt that the sense of urgency was not appropriate and more discussion and
working together was indicated.
Skateboard Parks
Mr. Steurer reported that a meeting is set for Saturday, June 18, 2005, from 9:00 a.m. to 1:00
p.m. He is working with the Eagle Scout candidate, Tristan Stoch, putting together two
committees to investigate the development and fundraising process for a skateboard facility at
H.J. Carroll Park. The City of Port Townsend has upgraded its proposal, and it is unknown if any
bid is accepted.
Community Park Grant Program 2005
Mr. Steurer handed out information on community park grant applications. Judi Mackey and
Eileen Rogers will form a sub -committee to review the park grant applications prior to the July 6
PRAB meeting.
Strategic Plan Public Presentation
The advisory board requested a public presentation, which will be held on June 8, 2005, 7:00
p.m., in the Spruce Room, WSU Extension.
Summer Programs/Catalog
Matt Tyler presented the final version of the Jefferson County Summer 2005 Recreation Guide.
He emphasized some of the programs in the south county.
C. NEW BUSINESS
Quilcene and South County Parks and Recreation Plan
Mr. Rick Sepler, Jefferson County, informed the Board of a workshop meeting held with the
South County Parks and Recreation Advisory Committee member for the purpose of identifying

resources available and a method to upgrade the Quilcene Park Plan. From that meeting, the
need for an Action Plan became clear, guiding Parks and Recreation in steps to be taken in the
next year. Mr. Sepler presented the draft Action Plan to the Board. The draft Plan identifies
priorities, matters of safety being foremost; matters of function were the next level of priority,
providing park and recreational services to the community. In addition, some funding sources
were identified.
Discussion ensued with the Board and members of the Quilcene community regarding some
specific areas of interest, such as: hiking trails, bicycle trails, employment of local youth to
supply and repair bikes, the camping area, play courts for tennis, basketball and skateboarding,
play equipment, facilities and access for the disabled.
After recommendation by Mr. Sepler, the Board took the following ACTION: Moved by Ms.
Mackey, Seconded by Ms. Linderoth and carried unanimously to accept the Draft Quilcene Park
and Recreation Work Program 2005-06, with consideration of comments made.
D. STAFF REPORTS
Staff commented that both H.J.Carroll Park and Memorial Field are being used and maintained
extensively. Additionally, the Oak Bay campground is experiencing overflow use from Fort
Flagler, indicating a possible county -wide outcome of increased camping.
E. ADDITIONAL BUSINESS AND CORRESPONDENCE
There was discussion by the Board and audience of the status of the undeveloped park on East
Quilcene Bay. It was remarked that this is an important waterfront access, eagle habitat and
great place to watch sunsets.
Kathleen Emerson raised again the issue of the Quilcene campground, expressing that revenues
from a more regulated (as in fee collection) and more operational (as in bathroom installation)
facility may be capable of funding other projects. Mr. Steurer indicated staff will prepare cost
estimates for upgrades.
Ms. Lucia expressed appreciation of presentations by staff.
F. SET NEXT MEETING DATE/ADJOURNMENT
There being no further business, the meeting was adjourned at 1:49 p.m.
The next PRAB meeting is Wednesday, July 6, 2005, 12:00 noon to 2:00 p.m. in the first floor
conference room of the Jefferson County Courthouse.

Attached is the information regarding the petition to vacate a county road right of way
which I will be presenting at your meeting scheduled for July 6, 2005.
The vacation request is for that portion of platted McKinley Street, being approximately
60 feet in width and 250 feet in length, lying between Tracts 45 and 76 in the plat of
Irondale Acre Tracts, recorded in Volume 2 of Plats at Page 145 and amendment thereto
recorded in Volume 6 of Plats at Page 154, records of Jefferson County, Washington. All
located in Section 12, Township 29 North, Range 1 West, W.M.
As far as I can tell, this vacation will not affect Parks and Rec or trails. No comments
have been received from agencies or adjacent property owners. Today is the deadline for
such responses.

VACATION PETITION
JOHN and MARY McGILLIE, PETITIONERS
REQUEST
The request is to vacate that portion of platted McKinley Street, being approximately 60
feet in width and 250 feet in length, lying between Tracts 45 and 76 in the plat of Irondale
Acre Tracts, recorded in Volume 2 of Plats at Page 145 and amendment thereto recorded
in Volume 6 of Plats at Page 154, records of Jefferson County, Washington. All located
in Section 12, Township 29 North, Range 1 West, W.M.
The principal petitioner states the following reason for requesting the road vacation:
"The area of McKinley Road we wish to vacate separates two of our lots. Our
I eason for vacating this area is to enhance the value of our property while providing
greater flexibility in locating houses, septic systems and any other out -buildings erected
by having a greater area to work within."
