I just wanted to to talk a little bit about the Y Ymca. situations. 09:02:49 It's been such a hot topic in my district and I know a lot of people care deeply about it. 09:02:54 Just one to express my support for the Ymca. 09:02:59 In following State law and the city, and supporting the Ymca. 09:03:02 Following the State law, and and expressed my support for the Trans. 09:03:06 Community. it's it's sad to see a local issue become so blown up in the far right wing media and stirring the pot across the country on this issue. 09:03:17 You know I raised my kids at that pool they learned to swim there, and I think it's great that they have a a diversity of staff there, and I couldn't care less what what gender as a person has that's 09:03:31 teaching my kids to swim, or even taking them into the bathroom. 09:03:35 On the changing room. So I just I think it's really a non issue. 09:03:40 And when I express my support for the Ymca. 09:03:43 And the city really upholding those rights that are guaranteed by our State, and really glad to live in a State that guarantees those rights absolutely. 09:03:52 Well said I was gonna say something, too, but you said it so much more eloquently. 09:03:56 Yeah, I'm: just wondering if we we wanna if we can do anything else to to help is really they have reached out to one of the leaders in the the trans community, and asked if there's any way we can support and they said 09:04:09 they'd get back to me if there is so I just I mean it's really disturbing to to know how much hate mail our colleagues at the city are getting from across the country it's 09:04:22 just, you know, really unfair, and my my heart is with everyone affected by this absolutely well. 09:04:35 And I also mentioned the fair. It was nice to have the fare up and running again. 09:04:38 This this last weekend, after a couple of years of very different fairgrounds. 09:04:45 So I I went out and and joined the fun on Saturday afternoon, and was glad to get my wrapping paper from the poor towns and paper mill and also to go to the book mobile. 09:04:58 I remember as a kid going to the book mobile when it came to my neighborhood, and it's just this this thing for me. 09:05:05 I love going in the book, Mobile the Fair. so, anyway, checked out some books and Greg and other people, and their boots have a lot of great conversations. 09:05:19 Anyway, it was just great to see the fair happen happening again. 09:05:23 Yeah, I I was there all weekend and loved it. 09:05:27 Love that it it existed again, you know, and it was back in full force, you know not as many chickens and ducks or no chickens and ducks. 09:05:35 This animal. But yeah, great to see the campground filled with, you know, forest enthusiasm from all over the State. 09:05:43 Yeah. just just loved it. 4 H. warm the cockles of my heart. 09:05:49 And one of the conversations I had at the fair they said how many people show up on Monday morning, and I realized that people who join us as attendees can't see the list of who's with us so this morning we have about 09:06:01 50 folks from the community. Monday, of course. 09:18:04 Then Tuesday it had a Economic Development Council of Finance Committee meeting and really trying to narrow in on number of important policies. 09:18:14 And so that that's ongoing work had a climate action committee meeting Monday afternoon, or excuse me Tuesday afternoon. 09:18:26 And we'll be Plan We are planning a outreach events to present the forestry work that a subcommittee of the Climate Action Committee did which was presented to us by city jane a few months ago. 09:18:40 so that will be good to the public and appreciate their 09:18:48 The willingness desire to ensure that it is the workshop is helpful to our process, as we navigate stuff with dnr, and not doesn't raise any 09:18:58 How goes our expectations around that process that they they understand the need to keep that pretty separate. And 09:19:04 So working on that, and that was it. I had a short week. 09:19:08 I went to Shannon County and did a lot of hiking and camping and sitting in cool rivers and really appreciate it. 09:19:15 But being in another county, it's so funny in this job You know everywhere you travel, that you look at the world differently. 09:19:21 You look at their infrastructure, and who you know, who maintains this? 09:19:25 And how do they fund that? So, especially another rural county, with a lot of recreation? 09:19:29 And beautiful natural area. it's always fun to to be a visitor and not have responsibility for all those things short week. 09:19:40 But Glad to be back in the saddle today. Hey? 09:21:13 How's the authority? and Then also on Wednesday. Met with the community conversation committee, and getting ready for the Icg meeting this week? 09:21:24 Just kind of talking about housing fun board and and also that I was going to basically take the county spot to talk about county efforts in in the housing arena and included that housing fun boards kind of in that in that 09:21:41 group. So i'll be working on a on a presentation today and tomorrow. see! 09:21:49 On Wednesday had a Jeff Comm special meeting to discuss a hiring and retention, incentives mou. 09:22:01 That the that staff had presented. We went through it, made a few changes and are are sending that back to the to the marketing unit to see if they will accept it. 09:22:12 But it basically accepted their basic tenants of the $6,000 hiring bonus for like full time and retention was that was a retention attention and hiring with the same But Yeah. retention. 09:22:29 Attention and centers. We just change the the time to send back to the boarding unit that they have to actually stay. 09:22:37 So did that orca was you know pretty clean air It hasn't been a horrible forest fire year in Washington yet. 09:22:46 There's lots that are going right now, but lots of people I talked to are are leaving Washington to go fight forest fires and Alaska and Arizona, and and everywhere else working on the the the Developer meeting 09:23:03 with 7 Haven. we'll have a little we talk mostly about chip which we'll be talking about later today. 09:23:07 Have the agenda planning meeting for the the Board of Health, and then I also, on Friday, met with one of our new Board of Health members, just to kind of give a a soft onboarding Both of our new Board of health members are going 09:23:22 to be attending the training in spokane for new board of health numbers, so they will probably be our our resource to get the most up-to-date information. 09:23:32 So i'm really excited about that really excited talking to aj and kind of just I mean not about any particular agendas or anything just learning about her making sure that that she felt welcome and and welcome, to contribute as 09:23:47 much or as little whenever she wanted. So I think it was a really positive conversation. on Thursday. 09:23:54 We had the the clean water district meeting, and always always very educational. 09:24:01 There good meeting, and now my and everything missed. Of course, the behavioral Health Consortium meeting. 09:24:09 Oh, on on Wednesday evening we also had the the regular meeting of of the Oak Cap Board. 09:24:16 Still you know, staffing issues going on. But we are ramping up the first guaranteed basic income programs. 09:24:26 Did I tell you about about that? All the folks have been stolen? 09:24:29 But there was stolen selected it's been made to say 09:24:34 There was a an anonymous donor that wanted to create a guarantee basic income program. 09:24:39 So. so we have, you know. I think $200,000 for a year of you know. it's kind of a sliding scale based on how big the family is, But so they're going through client lists and selecting those members 09:24:52 now, and the program is starting to ramp up. People are very excited about it. And and you know we've heard I've read a lot about some some really positive impacts, you know, almost like the child tax credit you know, just people 09:25:06 need this this money for for food security, and for for wind security. 09:25:11 So excited about that, and question about that great Well, will that program be be tracking kind of outcomes from it. Yeah, No, that's part of it. 09:25:24 And it is Jefferson and Cloudland County is an olycap program. 09:25:27 So both 2 county program, but yeah there there's their following up, and i'll i'll open back reports so it's a week, so we can share that information thank you 09:25:41 And then Friday most of Friday as I said I did a couple of things, but and missed one conversation because I was at the fair all day had to bring my hot spot down. 09:25:50 I don't think they've put that verizon tower that we have a contract for up yet, because there's no verizon service down there that actually Commissioners verizon terminated its 09:26:03 arrangement with Celco, the one that we were negotiating with and so the fairground cell tower effort. 09:26:13 Is now, dormant yeah it's it's a wasteland for verizon users out there. 09:26:18 So I brought my team a lot, but on day, too, it it was fine, but so Mr. 09:26:24 Call, and was at the fair all day Friday, Saturday, and Sunday, so I am a little a little peek at today myself. 09:26:31 But it was great great weekend and and love just seeing people, and I don't know in the greasy food. 09:26:38 Banana leaf was down there. No one's on the phone no unidentified person is on the phone, so I don't see any hands going up. so i'll just briefly tell you what happened in my world last week. 09:27:31 On Monday I went out to fort warden and did a walk around with the port towns and school of the Arts to hear about their plans for what's gonna happen out there. when the kind of new structure is put 09:27:46 in place, and they actually occupy more buildings. with potters, ceramics, and jewelry, studio and ceramics, and just really exciting to see kind of the arts. 09:27:59 Really embracing the some of the new facilities at Fort Warden, and I think it'll be a great arts incubator for the region, and drop drawn nationally. 09:28:11 I imagine. and then Tuesday I know what the constituent from Marstone Island, and then spend a big chunk of the day, and not just. 09:28:22 We coordinate our interviews. This is a role that was recently vacated, and it's a very important role in our community. 09:28:29 It's the person who kind of keeps his eyes on the ground and mobilizes volunteers to get out and remove annoxious weeds from all parts of Jefferson County. 09:28:40 And so we were excited to get that position refilled, and we had some great applicants, and did for interviews last week. 09:28:49 I had a meeting with Chief Black about various fire issues, but mostly talking about community wildfire planning and kind of the beginnings of mobilizing in partnership with each Jefferson fire and rescue around community 09:29:06 wildfire Planning Wednesday evening I had an Olympic discovery. 09:29:12 Trail peninsula trails. coalition board meeting that's their big penanceal wide board meeting, and then I think we're gonna hear from them. 09:29:20 I think It's later today. So get you guys an update, and next week I will be doing the ian's ride out on this Bruce. 09:29:30 This Bruce rail section with marty, gay and powered wheelchairs. 09:29:34 I said, Marty, you should come with me. So Marty and I are gonna do that together. 09:29:39 Super excited about that next Friday, cool. Yeah, I did it last year, and it was great awesome. 09:29:48 Trustland transfer worker. We wrapped up the pilot project. 09:29:52 The rankings last week, and our project devils Lake came in Number 2 on our list of, I think, 11 projects first was Eglon and Kitzap Forest, and then Devil's Lakes very narrowly being defeated 09:30:06 by Edwin. So we'll be very hopeful that we can get those projects funded. 09:30:11 I think the total we're still waiting for dnr to put out a total number for that list. 09:30:17 But I think it'll be in the 20,000,020 to 30 million. 09:30:23 I don't know a smaller a smaller trust Then transfer asked than has been funded in the past. 09:30:32 We had the per cop dug lunch on Thursday, which is fine. 09:30:38 Mark, and I did agenda prep. Friday I started my Encumbered Lands working group meetings had a kickoff meeting on Friday with commissioners from Scamania with kayakum Pacific 09:30:53 counties and anyway. Very interesting conversation and we'll have a number of additional meetings over the next month to try and get to a place of a solution with the encumbered lands issue. 09:31:10 But it's it's a big hairy issue and you know there's the whole lands encumbered by spotted out restrictions, lands, and covered my marble moulette restrictions, Jefferson 09:31:21 county is more on the marble Murat side. A number of those counties are on the spotted outside. 09:31:26 And where did those 2 meet? Where do those 2 conversations meet? 09:31:30 And that was a big part of our initial discussion. 09:31:37 Friday evening. I This is the fun thing. I attended the the farm dinner at the end at Port Lava, which was great. 09:31:45 It was spring rain farms night to be featured and it was just fun to go ahead. 09:31:50 I haven't been out to dinner in a long time like really out to dinner, so I have courses and lots of spring rain farm ingredients, and was the flip side of my Sundays, which have been working in the ballard 09:32:03 farmers market with spring rain. So field up on Friday, empty the tank on Sunday. 09:32:10 In the middle of that is sampling some time at the fair, and it was it was really heartwarming to see the fair in action, and I was fun that the avian flu had emptied out the the 09:32:24 poultry barn. I always love looking at all the chickens. 09:32:27 But Anyway, that was the it was a It was worth it tonight to not have the chickens. 09:32:33 The hog is made up for him. Dennick and staff, from the courthouse, had a meeting 09:34:14 with Philip pennsylvania to Talk about the torque claim that we've got the 3 million dollar one met with Bridget Greg on the wc extension Budget and and then met with 09:34:29 Brent Butler. In the afternoon following that Thursday I attended the CEO breakfast with Cindy Brooks, with Edc and Heidi. 09:34:39 This was the same sort of thing with the arts dead. 09:34:43 Fort Warden and North Wind Arts. We had a presentation, and then a tour. 09:34:48 We walked from building the building. I think 14 or 17 buildings total, so quite division. 09:34:57 They. they anticipate a 600% increase in volume students and and otherwise. 09:35:04 And a fair number of them coming from outside the the region. 09:35:09 And so i'm, very encouraged by that and then I sat in on the casual brown meeting, and Mr. 09:35:19 Huntsucker was in on that, and we were talking about the the least document and and that that's coming together. 09:35:25 And then I had lunch with David Timmons at the old whiskey Mill to get an update on pda activities. 09:35:32 Things are moving along there. I think they're doing some deck consolidation, cause he they were having a little bit of difficulty, I think meeting one dead obligation. 09:35:44 And so the bank was very flexible and they I think they've combined a number of those with the same interest rate, and and so on. 09:35:52 That that provides them a little more breathing room met with Heidi. 09:35:58 Then to go over agenda prep. for today. and Then Friday was wide open, and I was able to do some work that I've had stacked up for a while. 09:36:07 So good week. awesome. Dr. 09:46:20 Barry. Hi there, Thank you so much for having me i'm gonna try calling in. 09:46:25 In addition to being on video and hopes. that we don't have any more blip-outs. 09:46:28 This week. So a little bit of good news on the Covid 19 front. 09:46:33 We are continuing to see cases down trend at the national level. 09:46:36 So down 17% nationwide in the last 2 weeks. 09:46:41 Hospitalizations are starting to down trend as well, so that 3% down at the national level deaths, unfortunately, are continuing to rise. 09:46:50 They are a lagging indicator but it is concerning to see that number continue to go up. 09:46:55 We're losing just under 500 Americans a day due to in Washington State cases and hospitalizations are following a similar trend to what we're seeing nationwide. 09:47:07 So we are seeing those down training and actually our hospitalizations are going down a little bit faster than what we're seeing at the nation's. 09:47:15 We thankfully, are seeing our deaths remain stable at the Washington State levels. 09:47:20 We're not seeing significant rights in Jefferson county Kate rates are down trending. 09:47:28 So we are down to we are have diagnosed 5,435 cases of Covid 19. 09:47:33 That puts us at a case rate of 457 per 100,000 and a percent positivity of 14%. 09:47:42 Both of those are down which is hopeful and suggest that our case ascertainment rate is getting a little bit higher. I still probably put it closer to 40%, and we can talk about we got a good Kptc question about how We figure 09:47:52 that out, so we can talk a little bit about where those numbers come from. 09:48:00 We have 3 individuals currently hospitalized for Covid 19, which is up a bit. 09:48:03 One of those is still the person who was hospitalized for severe disease. 09:48:07 A couple of weeks ago. and that does take quite some time when people are that severe. 09:48:13 The other 2 are folks who were already very ill from other things. 09:48:16 But a recent infection with covid 19 kind of pushed them over the edge To need hospitalization. 09:48:21 However, we anticipate they'll make a full recovery We have no new depths to report, which puts us Column County is not reporting numbers today. 09:48:33 The person who does our numbers is taking a well well earned vacation, but she will be back tomorrow, so we'll be updating calm county's numbers on the website tomorrow. 09:48:43 But as a Friday we were suing a similar downturn in case, and no additional 09:48:51 So couple a couple of details on Covid 19. you might have seen the Cdc. 09:48:56 Came out with new new guidelines around covid 19 management. 09:49:00 They've gotten a a wide variety of responses nationwide, but I actually do think that they are reasonable. 09:49:07 They primarily move away from the emphasis on contact tracing of. 09:49:14 If you've been exposed isolating and quarantining and I think that is appropriate because of the sheer amount of covid 19 that's circulating in our community and nationwide contact tracing 09:49:25 just doesn't do as much for you as it used to What does work well? is the other tools that we know work for Covid 19. 09:49:35 Yeah, testing. So if you getting tested right away, and we do still require that people isolate if they are positive. 09:49:42 For Covid 19, and wearing a high quality mask when you're in indoor settings and high quality ventilation. 09:49:51 As we focus on those 3 tools that we know work really well, we can still control transmission of Kovat 19 and prevent disease. and, of course, as far as preventing severe disease goes, the most important thing is being up to date on your 09:50:04 vaccine. So if we all use those tools, I think we can still do quite well. 09:50:10 Really the Cdc guidance was deemphasizing. 09:50:13 Contact tracing which I think is appropriate. Update on Mtv. 09:50:18 Thank you, Commissioner Brotherton, for acknowledging the change in nomenclature. 09:50:22 So we This was previously called Monkey Pox. 09:50:25 As we discussed. Monkey Pox is a very problematic name for a wide variety of reasons. So the name has changed to Mpv. 09:50:34 We have diagnosed 265 cases of Pv. 09:50:37 In Washington. at this point over 11,000 nationwide so so far the Washington State outbreak is smaller than some of the other outbreaks we're seeing in other parts of we are grateful to King county public 09:50:50 health, who really has jumped on that quite quickly and We're hopeful that we'll reduce the size of the outbreak in Washington. we're also thankful to the Washington State Department, of Public health, which scaled 09:51:00 up with called orthopox virus testing sooner than just about anywhere else. 09:51:04 We've been doing broader testing for mpv in Washington State. 09:51:10 We still have a long way to go, though genius is the primary vaccine for Mtv. 09:51:17 And we don't yet have an allocation available in Jefferson County. 09:51:20 We haven't been allotted any We thankfully have not diagnosed any Mpv cases in Jefferson County, and we have not had any high risk. 09:51:29 Contacts that are Jefferson County residents documented. 09:51:31 Yet We have seen high risk contracts in Kalam County, however, and so, partly because of that, and partly because of our population differences. 09:51:39 Column County has been allocated some genius vaccine not that much. 09:51:43 We've been allocated 20 doses which with the new updated way of of giving the vaccine could actually translate to closer to a 100 doses of the vaccine, and so we will start 09:51:56 administering genius in County, starting this week later this week. 09:52:03 Currently, the vast majority of cases are in gay and bisexual men and other men, and transgender individuals who have sex with. 09:52:11 We are seeing that primarily mpv spreads through close skin to skin contact, and particularly bear skin to skin contact, which is part of why we're seeing that predominantly. we're seeing this transmitted through sex it's not 09:52:23 exclusively. We have seen there were a couple of very large dance parties in Europe that spread Mtv skin to skin, and we have seen transmission within households. 09:52:33 So per children of people who have Npv and that's due to hugging and holding your own children, which is entirely When we start vaccinating in Kalam County, we are going to be vaccinating 09:52:46 people within this group, so priority, vaccination for gay and bisexual men and other men and transgender individuals who have sex with men. 09:52:54 She'll have Another risk factor and so that's primarily if you've had multiple or anonymous sex partners in the last 3 months. 09:53:01 If you've addended up that house or a circuit party or or group sex event. that puts you at high risk for empty. 09:53:09 So we'll be vaccinating that group as Well, if you've had an spi in the last year. 09:53:14 Or if you've experienced homelessness or incarceration in the last 3 months, or if you belong to historically marginalized racial minority, and you are gay, bisexual or another man or transgender, person who has sex 09:53:25 with men. All of those things could qualify You for a vaccine here at Columb County Resident, and sorry for my Jefferson County residents that i'm going into so much detail. 09:53:34 But I know that there are Clown county residents who listen to this show. 09:53:37 So if you meet those criteria, give us a call at Clown County Public health, which is 3, 6, 0, 4, 1, 7, 2, 2, 7 4 for Jefferson County residents. 09:53:48 As soon as we get vaccine we will be following that same prioritization scheme, and we can access vaccine for those who are known to have had an exposure to Mpd so as a partner of yours 09:54:00 was recently diagnosed with Mpb. Give us a college. 09:54:02 Everything. Public health will get you some vaccine if you for instance, went to a circuit party, and you found out that people there had Mpv. 09:54:11 Give us the call. We'll get you some vaccine we can. We can transmit vaccine throughout, or to transfer vaccine throughout the State. 09:54:19 So that we can vaccinate high risk individuals get a distribution. And so with that, i'm happy to take any questions from our commissioners. 09:54:31 Any questions. you guys Now maybe thought I had one but I can't remember i'm happy that there was some good questions i'm happy to move start with that yeah i'm i'm looking forward to the astcertainment 09:54:45 question, because i'm i'm shocked how many people I know are still getting diagnosed with covid, and that our rate continues to drop. 09:54:53 So i'm curious to hear about that and I think last week, we stated the intention of wanting to dig more into the idea of us meeting in person again, and would like to continue that conversation. 09:55:06 Maybe after the Kpd Z. questions to see where we're at, and that sure. 09:55:15 So digging into the numbers around case as entertainment rate to start out. 09:55:20 So keep that entertainment rate. unlike some of the other numbers. 09:55:22 That we report is a somewhat more complicated number to come to It's many of the other numbers that we talk you through really basically are algebra. 09:55:31 It's things like percent positivity, things like that case entertainment rate is a bit more complex. 09:55:36 So it's based on modeling out of the institute for health metrics and evaluation out of the University of Washington. 09:55:43 But that modeling involves a couple different things. so one is looking at the case fatality rate. 09:55:50 So we don't expect the case fatality rate for for Covid to have changed significantly for unvaccinated individuals. 09:55:58 And so, when we see an increase in death for example, at the national level without an increase in cases that suggests that we're missing is a larger number of cases. 09:56:09 So it involves case fatality rate. It also involves the percent productivity which is one of the numbers that we were. 09:56:16 It also involves the percent of our tests that are being reported as home tests, and it includes, the the bias that we are likely to see more severe cases. 09:56:28 So when we know the case fatality rate, we know the percent of cases severe, based on a vaccination percentage of a region, And we know percent positivity and the percent of tests being reported home tests we can 09:56:40 combine all those numbers into a computer modeling system and figure out our case of, so that all the same, I can't give you a specific equation that will get you there. 09:56:52 But you can see how we, how we adjust that number. 09:56:55 Looking forward. And so when I look at it at a Jefferson town perspective, a lot of what i'm looking at is our percent positivity. and if we're seeing a higher or lower percentage of our tax so that gives us 09:57:09 an idea of how many of those cases would if we saw a significant spike in hospitalizations or deaths, and we weren't seeing a spike in our cases that would suggest either we have a more severe variant where we're 09:57:24 missing more cases and thankfully. we're not seeing that so That's how we get to that number We go free. 09:57:32 Other questions around case numbers. So one question was about our our sewer monitoring. 09:57:39 So we have been monitoring montering wastewater in Port Townsend for Kovat. 09:57:46 19. it's exclusively import towns and because it does need a sewer system. so the majority of our residents are on separate. but we can look at port towns and residents, and How covid 19 rates are affected. 09:57:59 there. we can't get a your day to day number of case Rates sewer systems. 09:58:06 But we can get trajectory we've been getting data. back from the sewer system since early July, and since that time we've actually seen a very significant reduction in positive cases. So we've seen a 75% reduction 09:58:20 in the sheer amount of covid 19 that we're seeing in our sewers. 09:58:24 Now that's only about a month of data and we do like to see a little bit more when it comes to it, because other things can affect that data. 09:58:31 For instance, if there was a large festival in port, towns, and lots of people came in and then used the sewer system that but we are seeing really a consistent trend down since July, when we see festival, numbers we usually 09:58:44 see a rapid space. We don't see that in our numbers so that all gives me increased confidence that we actually are seeing a reduction in case and not just in our so thank you Kptz listeners for digging into the details there I 09:59:01 appreciate. one other kpt. Z. listener pointed out an error in last week's conversation, and so I want to thank them for that. 09:59:09 And chair. When I spoke about Eve you shelled. 09:59:13 I called it on an infusion, but it's actually an injection. 09:59:16 The difference there is an infusion requires an Iv. 09:59:19 And injection is just a shot. Now the Abbott shot is a little bit different than your standard vaccine. 09:59:24 It's higher volume, so it's a glutial shot, ie. 09:59:27 You would get the shot in your buttocks and it's 2 shots. 09:59:32 So it's a little bit more intense than a standard vaccine. 09:59:33 But not an Id. and that also makes it available in more places in more clinics where people wouldn't normally get. 09:59:42 Id thank you for catching that. this person also asked whether or not there is any discussion of expanding every shelled access for pregnant individuals. 09:59:51 Because because of their immuno compromise status in pregnancy. 09:59:57 Pregnancy is an immune modulatory event, so it affects your immune systems of the to respond to all kinds of illnesses. 10:00:05 It also tends to affect people who have underlying auto immunity as well, because a lot of changes happen in your body when you're pregnant right now, every child is not approved for pregnant individuals who don't 10:00:16 have another immunosuppressing but I think it's a really reasonable question, unlikely. 10:00:22 We'll see more investigations. Another space where There is some investigation going on right now is additional boosters in price. 10:00:33 We know that getting boosted in your third trimester actually protection to your baby against covid 19 right now. 10:00:41 We haven't approved a third trimester booster for pregnant individuals, but it's I think it's a very reasonable move. 10:00:48 We do that with protest so you get it tedac your third trimester, and that's exclusively to protect and so I think it's a really reasonable thing we could do but it's not yet 10:00:59 approved hopefully. we'll see approval on that couple of other questions on the topic of wastewater. 10:01:08 Someone taught brought up a very good question, which is that 10:01:13 Right now we are seeing polio in New York. The way that that was diagnosed was that the there was an individual who actually suffered paralysis from Yeah. 10:01:21 And before that time we considered polio eradicated in the United States. 10:01:28 And now we are seeing positive polio in ways water samples from upstate New York. 10:01:32 And actually New York City and the New York city suburbs suggesting that there are actually hundreds of cases. of Yeah, 10:01:42 Many people don't know especially if you didn't live through it. 10:01:45 But we all remember we remember the news stories about kids and iron lungs from polio. 10:01:51 And I think many of us have gotten the misimpression that everyone who got polio was paralyzed. 10:01:56 But that's it was actually a lot more like covid 19 in that the vast majority of people who got polio felt like they had a cold. 10:02:05 But some people about Polio were paralyzed, very, very similar to the situation we saw with Covid 19, except for back then they had iron lungs. 10:02:14 Instead of analytics. So we are very concerned about seeing pool overturn in New York. 10:02:21 And one thing we learned from kovat 19 viruses don't stay in one state, their areas. 10:02:29 Currently we Aren't doing wastewater sampling for polio here. that would likely have to be coordinated at the Cdc. 10:02:35 Level, but i'm very hopeful that the Cdc will use our existing wastewater sampling infrastructure to do sampling in multiple parts of the United States. 10:02:44 So we can get an indication very early when polio shows up somewhere. 10:02:50 But before we even know for sure that we have it here, I would strongly recommend that everyone make sure you're up to date on your polio vaccinationio is a standard part of the childhood immunization series. 10:03:01 So if you got your standard immunizations you are vaccinated against polio, it's a high, highly effective vaccine. 10:03:07 And so we're really only seeing symptomatic polio and people who are on vaccinated. 10:03:13 But many parents who were utilizing a different vaccination schedule kind of a slower vaccination schedule or picking and choosing vaccines. One of the ones they often picked not to get was actually polio 10:03:24 because because we didn't have circulating and so that has changed. 10:03:29 There will be polio the rest of the country so now. it's a really good time to get your kids back. 10:03:44 Last question that I see is that one last question about second boosters. 10:03:51 So, and we've discussed on this program we strongly recommend a second booster or fluoridoses of the vaccine for anyone. 10:03:59 65 over, or anyone who is a mute of suppressed. 10:04:03 It is approved for any one of 50 we're still not seeing a significant change in severe disease for people 50 enough who don't otherwise have an immunosuppressing cause 10:04:18 But it's a very reasonable thing to do to go ahead and get that booster. 10:04:21 We're just not strongly recommending it for that 50 to 5 crowd, because we don't yet have the data that it's needed. 10:04:27 But it's not a bad idea to get it's very reasonable to get this person had spoken to a friend who works at Jefferson healthcare, who said that it would get them an additional 120 days against covid 10:04:38 19. Unfortunately, we're really seeing that it actually only gets you about 4 weeks of additional protection against Covid. 10:04:45 19. So if you have a, you know, big trip plan a big family gathering some kind of high risk exposure plan in the next 4 weeks. 10:04:56 I think getting a booster makes sense in that kind. 10:04:59 We do anticipate that we're likely to see the Omnacron specific come up in mid-october. 10:05:08 And so we The one thing I would recommend against is getting an additional booster. 10:05:12 If you're in that 50 to 60 after say mid September, we do like at least a month between boosters. And so we don't want you to end up having to delay your own accounts. so between Now. 10:05:25 and mid-september reasonable to get an additional booster not strongly recommended. 10:05:29 If you're under 60. but for everyone else we recommend 3 doses, and then 4 doses. 10:05:33 If so, with that I'm happy to take any additional questions that might have come up as we talked through that, or pass it to. 10:05:46 Yes, Christianity. Yeah. I know you said. 10:16:18 Turn it over to Mark and Philip but but this is his wall, so i'm gonna defer to Philip Alright, Can everyone see my screen? 10:16:27 Yup. Okay, so let me put it in presentation mode. 10:16:34 There we go. So we're here to talk today about the the 3 opioid distributors settlement and the allocation agreement that we are have been working on with the State of Washington related to its case against these 10:16:52 distributors and I was putting this presentation together. and really you know that we haven't really talked about what's going on globally in the opioid case. 10:17:03 Or why we're even in it, and so I wanna do a little bit of background on that, so that everybody can follow along with where things are? 10:17:11 Because this is really just a very small piece of the opioid litigation. 10:17:17 It's it's a lot of money overall and a lot of money gonna be to distributed to local governments if all the conditions are met. 215 million dollars will go to local governments under this deal But it's 10:17:32 only a small piece, so let's talk for a minute about why we got in this case to begin with in 2,016, according to the Cdc. 10:17:50 85 opioid prescriptions for every 100 residents in Jefferson County were written from 2,012 to 2,016 at least 15 Jefferson county residents died 10:18:05 from opioid overdoses, and that's a rate that was higher than the rate generally in the State. 10:18:12 They get a survey of screen school age. children. and 9% of not a twelfth graders in Jefferson County reported misusing someone else's prescription. 10:18:26 So to to deal with this crisis. it had direct impact on county resources, public health, juvenile jail. 10:18:35 The sheriff's office courts and the prosecuting attorney's office. 10:18:41 The pharmaceutical industry drove the crisis. 10:18:46 They did a bunch of advertising and other, and employed other strategies to minimize the dangers of opioids, and between 1999 and 2,010 sales of opioids 10:19:04 quadrupled in the country the percentage of people who took painkillers stronger than Morphine jump from 17% to 37% in the same period, and 289 million 10:19:19 prescriptions for opioids were written in 2016 alone. 10:19:25 That's one. for nearly every person in the country whoa the opioid manufacturers use these kind of techniques false groups saying, you know if you're getting you know 10:19:46 that's really was an addiction even though you was feeling like addiction. 10:19:50 They used falsehoods like pseudo addiction to to convince, adoption patients to use opioids, and as a result, local governments, including our county needs funds for creating and maintaining services to 10:20:11 help individuals affected by opioid and heroin addiction. 10:20:15 And, by the way, hair heroin addiction often follows opioid addiction. 10:20:22 In the same people. also do we deal with increased costs of responding to the to opioid overduces that includes emergency responders and drug clinic costs. 10:20:34 And then the cost of imprisoning people who are addicted to open opioids. 10:20:39 This is a very big cost, and has been for our jail and then there's some cost for worker productivity. So I've got the the box there up again about our impacts on our county over on the on the far 10:20:53 side. Okay, So let's talk about the opioid litigation, because it's multi-faceted. 10:21:00 And there's a lot of cases going on across the country who are the defense? 10:21:07 First you have the manufacturers and here's a list of the man manufacturers. 10:21:15 And then you have the distributors, and the largest of the distributors are the ones that this settlement is about. 10:21:23 And they account for about 85 to 90% of revenues from drug distribution in the country, and that. And then you put a number to it in 2,000, and 15. 10:21:36 That was 378 point, 4 billion dollars. 10:21:38 All of these distributors have paying paid fines and other penalties for failing to prevent a diversion of opioids. 10:21:49 We hired the Keller Roberts firm in 2,008 to represent us, and the opioid litigation. 10:21:55 When we hired them they'd already filed cases for at least the the the counties, and other entities listed in the box. 10:22:05 We hired them on a contingent fee basis which had which means we weren't gonna pay them until there was recovery. 10:22:14 There was a sliding scale formula for contingent fees. 10:22:19 In that case it was capped and and then it. they get a greater that's been modified for this settlement, and talk about that in amendments. 10:22:28 But they have done a tremendous amount of good work on behalf of their clients, including the county. 10:22:37 For these years, and have not been paid one cent yet. 10:22:40 This is the first time they will. They will get paid including you know heavy participation in the and the Multi district litigation that we'll talk about in a minute. 10:22:54 Okay, So generally, there's 2 types of cases that have been filed against defendants. 10:23:00 Those that are filed have been filed by states usually that's been in stake, or are there been a number of Ho! 10:23:07 How 5 profile cases, including the one that was Father in Washington that's now pending in King County Superior Court. 10:23:16 So so you can kind of track the difference in the cases I got. 10:23:20 The low goes up for where things are and then there's cases filed in Federal court. 10:23:26 By cities, counties, tribal authorities, and individuals all over the country. 10:23:32 Ours case was filed, and the United States just record for the Western District of Washington. 10:23:39 There's a process in Federal courts for grouping cases together called the Multi District district litigation process, and that process there were so many of these cases that that the Federal courts designated Judge 10:24:01 de Dan Pollster, of the Us. District Court from the northern district of Ohio. 10:24:06 To handle all of these cases in a multi district litigation case. 10:24:11 And there's at least 2,500 cases being handled by Judge Bolster. 10:24:18 And then you have the the bankruptcy that are that are going on. These These manufacturerices were driven by all the litigation and and the notion that if they had to keep paying for all the litigation 10:24:32 maybe there wouldn't be any money left to pay People At least that was the argument, and bankruptcies are very powerful for relieving people of of debts bankruptcy. 10:24:46 Judges have a tremendous amount of power to to fashion results. 10:24:52 And so you have these 2 manufacturers Purdue and and Malin right? 10:24:57 Who plans and reorganization. The Purdue Pharma plan of reorganization was first filed in 2,009. 10:25:09 And it put all of produce assets and 4 point, 2, 5 billion funded by the Sackler family who owned Purdue Pharma into into that settlement. 10:25:21 There are a lot of objections to it mainly that the Bankruptcy Court didn't have the power to force States to settle, and then in March of this year there was a a a settlement where the 10:25:42 sacrifice agreed to increase its contribution for to at least 5.5 billion up to 6 billion 20 States have objected to the new settlement because it includes a 2 point a a 20 I I'm. 10:25:58 Sorry. a 277 million dollar payment exclusively to states that negotiated the deal. 10:26:04 So stay tuned for that and then 10:26:10 There was a a resolution with balance right in 2022, and all the States the District of Columbia, Puerto, Rico, and the Federal Government reached a 233 a 1 million dollar 10:26:22 national settlement with us subsidiary. It used to be called quest for pharmaceuticals. 10:26:31 And this is an Irish company. the the main company. so it's it's been approved by the bankruptcy court it, but because it's an irish company. 10:26:41 There are some requirements under Irish law that have to be satisfied. 10:26:47 So it's currently penning approval in the irish courts. we've actually been involved in filing non-objections to the plan and the irish courts and the bankruptcy courts and we opted out of 10:27:02 the Purdue the produce settlement in the in the pre-k. 10:27:08 So those are going eventually. they will they're likely to be a source of funds for opioid abatement. 10:27:18 Okay, So a little bit about the the mdl It was filed in September 20 September 20 fifth, 2,017 that's Judge Poster of the United States report 10:27:34 for the northern district of Ohio and here's a little bit about the process, and how he's been handling the case first. 10:27:43 He told everybody out of the box that he wants to have a global settlement to resolve all the cases, and so he's got everybody working toward that on the plaintiff side, including including other He appointed a plaintiff's, executive committee, to 10:27:59 work on settlements. Keller Roberck. Our lawyers are on that committee. 10:28:06 And he set about using a technique for for that's used often for types of issues where you've got a lot of cases that involve the same issues called what the bellwether trials and i've got an explanation for what 10:28:21 That means in gray there. but basically you try to pick cases to try so that they resolve issues that are outstanding for a large group of cases. 10:28:35 And in that way use the results of either the trials or the settlements to try to reach a global settlement. 10:28:43 Because typically, in these cases, you have parties on on opposite sides that don't agree on some issues. 10:28:50 So you try to get the issues resolved in that in the Mdl. 10:28:54 All of the discovery on all of these cases is done in the Mdl. 10:28:59 Itself. so Judge Poster controls discovery in all the cases. 10:29:05 To get to to figure out what should be the bell bell weather trials. 10:29:09 One of the things that Judge Pollster has required is a an information. 10:29:17 A set of information that all the the the plaintiffs are required to fill out. 10:29:23 Basically the basics of what their claims about we've done that. And we're about to mend it again in this litigation. 10:29:31 But he's try to minimize the amount of discovery except in bellwether cases. 10:29:35 So So our involvement in the cases 10:29:41 Is that actually fairly limited? Not so for Keller Roberts, who, along with all the other law firms that are working on on this work together on all the cases and shared resources that are in the 10:29:59 mdl and then, when discovery is complete, Judge Pollster sends the cases back to their home districts for trial. 10:30:07 That has happened with 4 or 5 cases, so far and then he's picked 3 ohio cases for bellwether trials, and and I think one has been maybe 2 have been completed, and I think the same one is 10:30:25 pending results of a decision. so that's kind of what's going on in the Mdl. 10:30:34 Could I ask a question on that? it? just it. 10:30:37 It kind of is counterintuitive to me that Judge Polster is sending cases back to their home districts before he tries the bellwether cases. 10:30:45 I mean I thought the idea is you describe it explain where I'm. 10:30:49 I'm misconstrued yeah so let me clarify. 10:30:54 But all the cases that are in the Mdl. 10:30:55 When discoveries complete, Judge Pollster will send them to their home districts about 3 Ohio cases. 10:31:04 He is the home district, so that's Why, he's keeping those cases so there could be different determinations from all these different trials. 10:31:14 Just really, Bell. weathers the discovery kind of yes, and it's also management of the cases for purposes of settlement. 10:31:22 So you try to manage them all as as one. Try to figure out ways to get that. 10:31:26 Get the you know, settlement and discovery issues resolve and that's that's how we got the original 3 distributors and J and J. 10:31:37 Settlement was through that process with the it's executive committee and the 3 manufacturers and Jj. 10:31:45 Working on Settlements was through that process. it's how we came to agreement on what our share it is was all through the Mdl. 10:31:53 Process and negotiations. great, so it's a very powerful way of trying to, trying to minimize the amount of effort. 10:32:02 That's required to resolve a very large number of cases and the benefits of that are that you know folks aren't spending money on lawyers. 10:32:11 They're trying to figure out how to spend more money on resolution. 10:32:16 That's very important for manufacturers but of course, they all have insurance companies out there behind them, too, that are heavily involved in this, trying to get to a place where these cases can settle and relieve can 10:32:29 be had for opioid abatement. Any other questions on the process? 10:32:37 Okay, So where do these cases visitors? They They intersect like like our case that we're talking about today. 10:32:48 When you have a settlement that's That'll involve the participation of parties to the Mdl. 10:32:57 And that that is, that is obtained by another like usually that's a state. 10:33:03 And so this is a way for us to to obtain an allocation of monies that are obtained by the state and litigation. 10:33:15 And what we end up giving up for that is our rights. to to claims against these these distributors. 10:33:20 So there's a trade-off for doing it this way, and the the States try to get as much money as they possibly can. 10:33:31 And and then the manufacturers or distributors will require participation of the local governments at a certain level in order for those numbers to be maintained. 10:33:44 So when we start talking about our individual deal there'll be a little bit of a discussion about that, and that's pretty important questions about that. 10:33:54 So far. So let's talk about the settlement that the original settlement was reached on July 20 first of last year. 10:34:05 And so you see where the national prescription, opa litigation. Mdl. 10:34:11 Plan is executive committee that I talked about a minute ago several State attorneys, General and the 4 major defendants, including the 3 distributors, were talking about the day and Jay reach the settlement and our Ag 10:34:28 Buffer Ferguson on behalf of Sage Washington, decided not to participate. 10:34:33 Figuring that he could. He was getting ready for trial and these other folks weren't, and he would get more if you want to try it. 10:34:44 There's the the 8 piece story on It and he was originally asking for 38 billion. 10:34:51 We got a little bit less than that, I would say, and 10:34:56 He has a a press release. that explains what he was doing in a minute. 10:34:59 I'll show you and then, so here's this press release the total payment to Washington is 518 million the the distributed amount, though for for various reasons, including paying the States lawyers, and other things, is 10:35:19 about 430 million up to 430 plus 1 million. 10:35:23 So. what he decided was that Judge Bob, Ferguson decided, Is that, you know? 10:35:35 He got 40 he got much more 46 million more than you would have gotten before trial. 10:35:44 But he didn't want to risk losing the total amount and this was a good point to basically stop. 10:35:51 So what do we gain from litigating? 10:35:53 Was 46 million dollars. Okay, so it's important that this settlement does not settle claims against any manufacturer. 10:36:06 So, even though the national settlement also included J. and J. 10:36:08 The one we were that this does not include J. and J. 10:36:12 And it doesn't include claims against any other distributors currently that includes Walmart Walgreens and ride aid. 10:36:22 I put a little clip there from Law *, which is potentially a a a legal blog that keeps track of cases from November 20 third and showing where Cbs Walmart Walgreens were 10:36:43 all found liable in cases involving Ohio high counties as distributors. 10:36:51 Okay, So when we we had been negotiating with well, that's the the local governments in Washington have been negotiating with the Ag to try to come to some form of mo for participation in 10:37:10 okay is that were settled by the State of Washington, and we started working on that. 10:37:18 I think about 2 years ago, and he the ag wasn't very interested in that. 10:37:25 And and in part he wasn't interested because he didn't want to send a signal to the folks he was litigating with that he wasn't serious about trying the cases. 10:37:39 He thought that would be a sign of weakness when the 3 distributors settlement was an announced, and usually they're announced as agreements in principle. 10:37:52 And then it takes some time to document everything. you got serious. 10:38:00 Bob Ferguson got serious about working on allocation and the one washed canal you. 10:38:06 So we got some indications of what would be necessary in the Mou, and our lawyers started negotiating and the agreement, and eventually it was presented to the board accounting commissioners and the board. 10:38:24 Approved it in April of this year. and 10:38:32 So these are the key thing key things from the Mo one. 10:38:37 It was for approved purposes only and those are in exhibit a of the Mou. 10:38:42 It's it's all opioid abatement essentially is what it's all for. 10:38:50 And then it will. The allocation was based upon the negotiation class methodology from the Mdl. 10:38:57 That we also agreed to participate in in in the Mdl. 10:39:05 And then the that methodology has our share there. a little over well, about point 4, 5% and and every participant in the Mdl. 10:39:22 Has a share allocated to it. the 10:39:27 The animal you essentially arrange for distribution of kla I'm. 10:39:34 Jefferson and Kissap Counties funds through saltage, behavioral health organization. 10:39:40 We had a discussion about that before the the The boarding county commissioners approved the settlement. 10:39:47 And it maxed out with contingent fee due to the lawyers at 15%. 10:39:56 It's all. Yes, yeah. I just want to make one small correction. 10:40:01 I saw it in the attachment. to the project but we're. Now this, after integrated manage care, we are the salish behavioral health administrative service organization. 10:40:09 Okay, ph dash Aso: So we should probably change that. 10:40:14 Okay. Well, I appreciate that. Who would know better than you on this call? 10:40:21 I think you're the chair right are you still the chair. 10:40:23 Okay, appreciate that and it's also subject to the common benefit tax and the mail. 10:40:33 In other words, we're we have to pay our share of the cost of the Mdl. 10:40:38 Litigation that's essentially what that that's is meant to me. 10:40:43 Okay, now we're at the allocation agreement and and General Ferguson had promised that 50% would go to local governments and yay. 10:41:04 He lived up to his promise. here are the key terms of the of the allocation agreement. 10:41:12 The maximum possible amount is 430,249,000 249,000 706. 10:41:25 That's $9 and 2 cents okay it's a mouthful for me to see as you can say see 10:41:34 And then, essentially, we get treated as if we were to the global settlement. 10:41:42 The national settlement with 3 distributors that settlement had an 18 year payout because we are joining about a year late. 10:41:50 Ours is a 17 year payout only our first year as a double payout. 10:41:56 So, Cap, that catches us up with everybody else who were in the deal. 10:42:01 It's slightly cheaper. The abatement programs that were in Exhibit a of the Mou. 10:42:11 To those that are in exhibit 4 of the allocation agreement. There's just minor changes, and we and it authorizes local governments to opt out of the mou for other settlements. 10:42:24 If they want to for me. I see no reason to do that. 10:42:30 It. That mou helped us to get where we are today with with General Ferguson. 10:42:39 So I think we're gonna want it for future deals Okay, 3 conditions. 10:42:45 This brings us back to what I was talking about earlier when when in manufacturers or distributors have settlements with a State government, they don't want to be litigating the same issues with 10:43:01 subdivisions. so the settlements usually have a provision like this, like in A. 10:43:08 You have to reach a certain level. How participation to you know, to get that a level of money and typical. 10:43:19 What happens if this doesn't happen then the money gets renegotiated 10:43:23 We have to have 100% participation by the litigating local governments that's us in order for this to work, and 90% of the non litigating what they call primary subdivisions those are the 10:43:41 ones. I think that have over 10,000 in in population so for the counties. 10:43:47 That's what that meeting with lostack is for today and It's really directed to the non litigating primary subdivision counties to try to bring them along to get the money they all have some 10:44:01 regional healthcare provider, by which they will receive benefits just like us. 10:44:10 So there's an advantage to everyone participating because everyone will get benefits from this. 10:44:19 There's a requirement, that that the consent judgment and stipulation of dismissal have to be proved approved by the court. 10:44:29 And then there has to be satisfaction in the state subdivision agreement in exhibit o of the global settlement. 10:44:39 I don't see either of those 2 later conditions being an issue questions. So far you're gonna get more into the total break the math of the settlement right? 10:44:50 I mean, I just kind of in your math in my head, and happy to wait to talk about that until you get that is coming. Heidi Proclamation. 13:34:21 Whereas Washington State law protects the rights of transgender people to be free from discrimination, and to enjoy all privileges and protections granted to all people, including full enjoyment of public accommodations, employment and 13:34:35 participation in all aspects of civil life; and whereas Jefferson County Board of Commissioners supports our colleagues at the city of Port Townsend and the Ymca. 13:34:47 Of Jefferson County in upholding State law, and denounces the harmful rhetoric and misrepresentations of our community that have been directed towards these valued institutions, and the diversity of people they 13:34:57 employ and serve. and whereas the Williams Institute at the Uca. 13:35:04 School of law found study, found that transgender people 16 and over are 4 times more likely to be crime. 13:35:09 Victims than cisgender people; and whereas half of all transgender people are sexually abused or assaulted during their lifetimes, according to the Us. 13:35:19 Department of Justice, and whereas Pbs News Hour reported that 2,021 was the deadliest year for transgender people with a record number of transgender murder victims, and whereas the FBI reported that hate crimes against 13:35:34 transgender and gender non-conforming people increased 587% between 2,013 and 2,019. 13:35:43 And whereas may transgender people, raise children, have grandchildren, and are the center of loving families. 13:35:50 And whereas Jefferson County celebrates and honors the presence of transgender people and the myriad editions they make to the fabric of our communities. 13:35:58 Now, therefore, the Jefferson County Board of Commissioners does hereby proclaim the Jefferson County. 13:36:04 Values our transgender residents and visitors, and urges all people to be respectful, welcoming, and kind to all people, regardless of gender identity. 13:36:12 We further proclaimed the discrimination and prejudice in any form, particularly against transgender. 13:36:17 People are unwelcome, and have no place in Jefferson County. 13:36:22 We'll claim this fifteenth day of august 2022 thanks. 13:36:28 Greg and Kate and beau. Would you like to make some comments sure? 13:36:33 Just to say that this has been, and incredibly stressful. 13:36:40 And concerning a couple of weeks for both the trans community as well as the community of the Y. 13:36:49 The families that go to the Y who have lost childcare because of the situation as well as the threats against our city staff. 13:36:57 And that it's pretty beautiful to be in a community that so firmly stands on the side of trans rights, and stands on the side of translies. 13:37:10 It's really it's not moving to me and I know it's moving to many folks in the trans community that are city and our county now are proclaiming so clearly that this is unacceptable behavior and that 13:37:26 Trans folks are really valuable members of our community. I particularly work with a lot of young people, and this has been really, really hard on our kids and us, and young adults who want this space to feel welcoming and right now, feel really 13:37:42 unsafe. I got back just in time writing on the Larry Scott Trill next to my home. 13:43:26 Thanks for joining us. So John, are you gonna tie this up or sure? 13:43:34 Good at afternoon Commissioners It's been a while since we spoke about the Olympic discovery trail. 13:43:41 And i'll try to breathe so that this can be a conversation after we give the baseline status 13:43:48 The total length of the planned O. Dt. and Jefferson County is 27 miles from the city of Port Towns into the Clown County line adjacent to Diamond Point. road The total length that the trail is 13:44:02 planned to be about a 135 miles within Jefferson County. 13:44:07 2 thirds of the Olympic discovery trail has been completed, of which 9 miles are on shared existing low volume, low speed roads. 9 miles are on existing multi-use non motorized 13:44:23 trail, and 9 miles are on multi-use trails that are yet to be built of those trails yet to be built. 13:44:31 The most notable is 3 miles of new trail from the south end of the Larry Scott trail to the north boundary of Anderson Lake State Park. 13:44:41 The status of that segment is we have funding for the design. 13:44:47 The design is progressing Well, we have reviewed a preliminary design and made significant revisions in order to attempt to keep the trail as successful as possible with a target of 5% maximum slope. 13:45:02 We're projecting over 50,000 Cubic Yards of excavation the schedule for receiving the 30% level of plans. specifications, and estimate is September 2022 next month We 13:45:17 have secured the majority of the right away, but with our current design it appears we may need an additional piece or 2. 13:45:25 We have the majority of the funding for construction from our Co. Grant. 13:45:33 F. Hwa. Surface Transportation Block Grant funds and capital funds from local. 13:45:42 The construction schedule up the trail to Anderson. 13:45:46 Lake State Park is through autumn of 2024, so perhaps October 2024 will be writing that section for the mile of the New Odt through Anderson Lake State Park State Parks is managing their 13:46:02 own project. State Parks has secured funding for the design. 13:46:07 State parks has applied for funding through ourco for construction, and the schedule for the parks trail construction is 2024 to 2025. At this stage. 13:46:19 The next segment is a new segment from Anderson Lake Road to Ecomow Road. 13:46:27 In partnership with the city of port towns and and their water transmission pipe. 13:46:33 Upgrade project funding is being explored for right away. 13:46:37 Acquisition and new pipe construction, the trail would be co-located with the water pipe route for the new segment of the Ott. 13:46:48 From Ego Mount Road to Fair Mount Hill Road. the county continues to work with the Washington State Department of Transportation for the use of State route. 13:46:57 20 right of way for the new segment of the Odt. 13:47:02 From Fairmount Road to the existing Odt segment behind Mj. 13:47:06 Trucking along highway 101 at the south end of Fairmont Road, adjacent to State route. 13:47:14 20 Peninsula trails, Coalition and volunteers are working to design, permit and construct a trail head in partnership with Jefferson Land Trust, Washington Department of Fish and Wildlife North Olympic Salmon 13:47:29 Coalition and Washington State Department of Transportation. the county continues to work on right away, and lastly, for the new Odt segment from Brooders Road on the west side of Discovery Bay to the County Easement on Old 13:47:46 Pacific State Highway, Number 9 Road bed to the Old Gardener Road to the north, counting previously acquired an easement from Washington, State Department of Transportation Peninsula Trails Coalition obtained a 13:48:02 preliminary design and cost estimate using washed up highway 101 right away. 13:48:06 The cost estimate was approximately 8 and a half 1 million dollars for that trail segment, and that's it in a nutshell. 13:48:17 Take a deep breath 13:48:22 Any questions that's that was a great and precise update and very informative. 13:48:31 Thank you, John. I Guess first of all about the the highway. 20 right away is that like the only place that's that's workable is I mean, is there enough right away to make a state path from from 13:48:46 Eagle Mount down to to Fairmont. It would be on the side one side of the road. 13:48:52 Correct that the existing say route 20 is an upgrade from an old what was called the Woodman Fairmount road, and there's still evidence of that old roadway and through that ecom out to Oh, maybe 13:49:12 midway down to Fairmount Hill the state route. 13:49:16 20 took the roadbed of the Woodman Fairmont Road. 13:49:20 So, and there was a lot of effort excuse. me. there was a lot of effort looking for alternatives through there, and they're much more costly and much more lengthy. 13:49:32 But there are options the most direct route, though, is adjacent to State route. 13:49:37 20. No, it's. it's exciting is that I'm trying to picture that's stretch is that along where gunstone is, or 13:49:56 I was elsewhere. Caroline, could you bring Jeff Selby over? 13:50:01 Sure. Okay. 13:51:32 Alright, the overall picture i'm showing here is purple is existing trail and blue is trail that is under planning or under construction, and the point that we're discussing right now is basically 13:51:51 ecom out road to well evil mount road is where this pink and blue intersect this little segment right in there. 13:52:02 It's less than a mile long and that's where the old Woodman Fairmont road is 13:52:12 Commissioner Greg was asking about the crossing of State route. 13:52:16 20 up here at the north end getting over to Jefferson. 13:52:20 Transit authority. they have a nice existing park and ride, and a restroom facility and a bike repair station, and a place to get out of the rain, while you wait for other forms of multimodal transportation 13:52:35 options. I think I may have a picture of that, too. 13:52:42 Yeah, that's their nice facility. that would be a surface crossing protected with rapid rectangular flashing beacons similar to a school crossing similar to what just one in adjacent to 13:53:00 Jefferson County Library, on on Nest Corner Road State route, 1 16. 13:53:09 So that is part of the current design. And where would that be, Jeff? 13:53:14 Sorry that crossing right at the intersection that would be probably north of the intersection on State route. 13:53:21 20. There used to be a bus pull off there and a little shelter. 13:53:26 There's good illumination there's an overhead light there, and we'd probably be right adjacent to that light fixture 13:53:37 And then it crosses after we pass this, this shelter and Jefferson transit It goes a little farther than crosses back over Discovery Road. 13:53:45 I mean 4 Corners road, right? it goes to the south side. north. 13:53:50 On this map is to the left here's stay route 20 through there. 13:53:59 Discovery road is here, the crossing would be around that Point there's an existing trail system through Jefferson transit. 13:54:06 They would upgrade that, or we would upgrade. 13:54:09 That that has not been decided yet. we'd have a crossing to the south on 4 Corners road, and then we'd enter our newly acquired right away to get through this private Landowner's property Jefferson 13:54:23 Pud, another private landowner's property and start climbing up but a 50 foot elevation Hill, and then get into a property that we purchased about 35 acres from Pope resources heading south taken a 90 13:54:42 degree corner to the east, and then it terminating at the boundary of the State Park. 13:54:48 That location until we get that section bill in the park right and that's that's currently happening right on schedule where we want it to be. 13:55:04 So they should be ready to receive people about the time that we're ready to drop people off. 13:55:13 That's great I really appreciate Oh, i'm sorry go ahead, Kate. 13:55:18 Just in general question. I so I recently wrote human going back to the slide that showed the county line and the the whole ovt. 13:55:30 You want that zoomed in version, or do you want the bigger? Yeah, that one? 13:55:35 So I recently wrote from the county line to it's the city of Swim and 13:55:40 I was, I was surprised how many different little funky sections there were that it? it felt much more piecemeal, you know, like there was a a section that is like almost entirely I don't prove I mean it's it's like a little 13:55:54 single mug track through some trees for short quarter mile. 13:55:59 Maybe but it seems like they have done much more, so much more kind of piecemeal, like little bits at a time. 13:56:06 You know, gotten right away funding whatever to do little pieces. and I feel like we have as a strategy focused on larger chunks, waited till we have all the funding. 13:56:17 And just just curious is that intentional like pros and cons of that is that you know I can see there's some scale of like doing construction all at once on a larger chunk makes sense. 13:56:29 And yet I Can also say there's some benefit in once you have a you know, even if you have 2 pieces with a funky section in between. Is it? 13:56:38 Then he is here to get that funky section secured because it's going to connect to existing pieces so kind of an existential question. Right? 13:56:45 Thank you, Commissioner Dean. so in my brief period with the county. 13:56:51 It's going on 7 years now i'm following in the the the wake of a lot of effort to get the momentum up for this trail. 13:57:00 The effort started in the 1980 S. when the railroad was in place, and it would have been a really nice rail to trail conversion. 13:57:09 But funding and community support wasn't fully or I shouldn't say it wasn't up to the level that it is currently so that that middle 7 and a half mile stretch from city and Port towns in down to the end 13:57:23 of the Larry Scott trail that was dealing with 49 different properties, 49 properties to go 7 and a half miles. 13:57:30 So if you look at the right away, acquisition portion of this trail development, that's the limiting factor. 13:57:36 If we can buy big chunks. We we got almost 2 miles of right away from Pope over 10,000 linear feet of of trail in one transaction That was amazing. 13:57:50 So that's that just advanced and accelerated the project. 13:57:55 And it. You know, we had to deal with just 4 different willing seller landowners to get this 3 mile a trail. 13:58:03 As as opposed to 49 different landowners in Column county 13:58:12 Similar similar process right away is the is the hard part. 13:58:17 So if you go through some of the trail that has a hard 90 degree corner. Well, maybe that's because the land owner only wanted to give a nice rectangular 90 degree that's only 10 feet wide so you're 13:58:29 stuck with what you've got you you're not able to make that nice sweeping 30 mile an hour. 13:58:38 Rated corner. So there are. there are places that you might need to get off your bike and walk 13:58:48 There are places that are difficult to traverse, but those we can come back and improve as time and funding become available. 13:59:00 In Jefferson County. the larry scott is Ada accessible. 13:59:04 It's got a hard surface. It has very few grades that are steeper than 5% in where they are steeper than 5%. 13:59:13 They have pullouts for resting, and a person could zigzag up the trail if they really are having a hard time getting up. 13:59:20 So it is. it is unaccessible for all trail and we wanna continue with that, so that we attract as many trail users. 13:59:31 They currently aren't trail users in the future, and I saw that Jeff. Jeff did you have something you wanted to add, Bowman, I saw your hand up for a minute , 13:59:50 And sometimes those opportunities are of small scale and sometimes there's somewhat larger. 13:59:55 It's always required some sort of a broader vision of understanding. 13:59:59 Well, if we go for this piece here, can we count on being able to connect it to the next piece that's already there, and and and so there's a court sort of a given take in that strategic dynamic. 14:00:13 And and I was just gonna mention commissioner dean in that one particular piece that's still a single track just a little bit west of Diamond Point Road. 14:00:23 That is a project an area owned by the James House Island tribe, and they've had to do a lot of preliminary work relating to webinars, both on that stretch and elsewhere that 14:00:37 they're doing broader mitigation work. with but they will be upgrading that to full odt standard this year. 14:00:47 This it'll be done before the end of the year. and and then they, within their jurisdiction, will have only one short piece, which they currently rely on the low volume old Swim bay road, But it 14:01:03 will be switching to some available abandoned railroad corridor and get it off of that room. 14:01:13 So that that's part of the piecemealing over there it's still coming together, but on a very short timeline. 14:01:20 Thank you, John Fleming. Are there other things that you wanted to present on today, or how do we? 14:01:28 Wanna no, I I just wanted to have a discussion. I know that there was a lot of interest in the trail. 14:01:38 And if you have any questions i'd i'd like to feel those I mean, I feel like the things that that are Jefferson County related that we've been talking about and board meetings are you know conversations with 14:01:51 the port and Mile Post 0 of one Scott trail and 14:01:58 The hall. Bates viewpoint out by discovery Bay so I don't know if Jeff Bowman or Selby, or Don. 14:02:08 And also we've been talking about connection to the great American trail. 14:02:12 So there's a number of local jefferson county related items. 14:02:19 We've been talking about. as a board of the print insolent trails, coalition board, and then there's a bigger regional trail issues we've been talking about. 14:02:26 So I don't know what greg and kate I don't know what you're interested in hearing about here today. 14:02:35 All that and more. Well, i'm if I could just say something I'm really interested in thinking about it. 14:02:44 We don't have to solve this now. and it's I mean it's funny that make sure that we have some of our city partners on for our next agenda item, but because I think it involves the city too, but I 14:02:52 think we should. we should be talking, and this is a conversation that needs to happen with Monty around also. 14:03:00 But about especially with the funding for the sewer largely being complete. 14:03:08 Now we're close should we be shifting our attention and maybe it's my attention. 14:03:16 But to to the seeking you know kind of large scale funding while there's a lot of Federal dollars around for this project, and I think we would need to get pretty organized and thinking what that asked is it is compelling that 14:03:30 has an infrastructure component with the city's portion. 14:03:35 So you know I know this is a heidi assignment. but i'm i'm happy to continue my Federal funding. 14:03:42 Push but I I think just something i'll just put it out there, since all the all the right people other than Monty and the are in the room to hear it, that you know, if we wanted to get more organized around a specific 14:03:54 project ask I think it's the next few years is gonna be a good time to be seeking funding. 14:04:03 Can I Nest a question indicates comment I'm just curious about the the section from Anderson State Park soon down to Eagle Mount. 14:04:14 Seems like it's it's over the water pipe route right, and I'm just wondering if some of these infrastructure dollars might do double duty in and enable us to work on our multimole trail while 14:04:24 we update infrastructure to the with that pipeline? 14:04:32 Yes, fine I may. Maybe I could try to spend a few moments and and sort of travel through several of those related areas. 14:04:50 I guess i'll start by just working geographically along the length of the trail. 14:04:59 We have for several years been urging attention for what we refer to as mile Post 0 it's. it's encouraging to know that port planning has progressed, and we've been actively engaged through our 14:05:21 Jefferson County Board contingent and all of that. 14:05:27 And it appears that the general concept that is coming together is one that will integrate the the parking capacity of the park and ride. 14:05:43 Jefferson Transit Center and appropriate crossings over to the port and the water side of highway. 14:05:54 We know that the community is engaged. initially on deciding what they're gonna do with a bunch of trees, and we are staying out of that. 14:06:04 But we've tried to make it clear on a pretty consistent basis that we feel that my post 0 area needs to provide the capability for supporting events of as many as a 1,000 cyclists or runners in the long run This trail 14:06:27 is gonna bring events of that sort. It already is elsewhere. 14:06:32 Along the length of the Trail and for towns and has the good fortune of being that easy, and and what therefore, is generally regarded as the start of the Olympic discovery trail. 14:06:50 And we don't need to get into the details of that here 14:06:54 But it appears as though there, is an awareness of that need. 14:07:02 That opportunity, and it appears that there is general willingness amongst the affected jurisdictions to try and accomplish that. 14:07:12 It it seems as though we're early in those conversations still. 14:07:19 But in the meantime we will do what we can to enhance what that existing mile post 0 area looks like, and and most recently that is included working with Eric. 14:07:33 Kuzma, and trying to improve signage there. 14:07:38 I I will say first I it's not first Obviously, but I I don't want to forget to say how encouraging how wonderful it is to have gotten the level of support from county Commissioners over the past 5 to 10 years and 14:07:58 the Commitment, of of public works and related staff to getting things done. It's it's a real pleasure to be working with John and Eric, and and when called for with Monty I'm getting things done, on the 14:08:14 ground. we're certainly aware of the challenges that staffing and funding represent this map really illustrates like great progress is being accomplished. and I think, John pretty well covered everything that you might want to know at this level. 14:08:34 For getting down to Anderson Lake State Park and and I will simply add that we've been happy to have a role working with representative sarringer working with the city of Port Angeles on unspent ott 14:08:49 funds over there to get funding both to the county to cover the needs to get down to Henderson, Lake State Park, and with Washington State parks to get the work done within Anderson Lake State Park we don't know need to go into the 14:09:08 details. but, as John says, if they're successful with getting funding for the construction which they're seeking in the upcoming round of Alright. 14:09:19 So Grant making they'll have all the funding in place to design and construct on a pretty compatible timeline that takes us down to that section from Anderson Lake Road to Eagle Mount Road, and here. 14:09:35 Too. We have the the the tremendous good fortune of seeing an evolution in the staffing and leadership at the city. 14:09:46 It's been a pleasure to start to work with John morrow, and Steve King and look seriously at that waterline option the city can tell you more about some of the things that they're doing to pursue the 14:10:00 waterline. There now is a general understanding that it makes sense to locate co-locate the trail with the waterline. 14:10:10 Within that portion wherever co-location makes sense. 14:10:16 Where exactly and how exactly that gets figured out will influence what the county's role would be in the other pieces of the trail between Anderson Lake Road and Eagle Mount Roads. 14:10:31 That wouldn't fully co-locate we had a wonderful field session with Representative Faringer and Steve and others. 14:10:43 A couple of months ago, scoping all of this out a little further, and I I think the city can tell you about some maybe hopeful signs of funding for portions of that. 14:10:55 So your instincts about taking advantage of available Federal funding over the next few years is very resonant with what they're doing. 14:11:07 John gave you a great update about getting from ego out road down to the roughly the highway. 14:11:20 21 o one intersection, the only thing that we would add, There is that we are working on what we refer to as the holiday's viewpoint. 14:11:28 It will be a shelter and parking area it honors the fellow who did a tremendous amount of work in doing route, scouting and developing the plans that all of this Odt Eagle not work 14:11:44 from 4 Corners down to Discovery Bay is now being pursued. 14:11:50 We had hoped at 1 point to have groundbreaking later this month, on what would have been all the 80 first birthday. 14:11:58 The pieces. Aren't quite coming together that quickly but we are making good progress. 14:12:04 Public notice facilitated through County DCD. 14:12:10 Is now posted. consultation is underway in the official process, with the various agencies in the Jamestown drive. 14:12:19 We are very excited about the design of we have, which will be resonant with native American log designs will be hoping to engage the tribe further. in some of the specifics of the project at the moment we 14:12:38 are focused on getting the signature approval from Wdf. 14:12:45 W. and on route to J. Yes, Eric and I have been working on site at Mile Post 0 to kind of clean up the signage there and I have also submitted to him the graphic for a 14:15:12 large mile post 0 odt entry. sign that will identify you. 14:15:25 Started the ott from people coming in from Haynes and Zoom I've also passed along the 14:15:39 The contacts that the county used of the the washdot who were and contacted in order to put up our large highway signs showing access to the trail elsewhere. 14:15:58 In Jefferson and Clown county those signs I've been suggesting that we could put up similar signs approaching Haines away from both directions. 14:16:17 And of course that's a state highway so I had passed along to Steve King. 14:16:24 The contacts that the county used in order to get those signs placed. 14:16:33 So The only thing that is really holding us up down by the port would be the ports design and approval of design, and at that point, if need be, the entry access sign at my host 0 would just be picked up 14:16:55 and moved I I was also a little bit surprised. 14:17:05 This is directed towards John Fleming, when you indicated that the the trail from Eagle Mont on down to discovery, they would be alongside highway 20 if I misunderstood that please correct me 14:17:26 when Hall beats and I were doing some of the scouting for routes. 14:17:32 True that lower section Hall did a tremendous amount of research in old county files, and identified the original highway there, which runs down below the current highway. 14:17:52 20 and discovered that that right away was abandoned many years ago. 14:18:02 But it was never vacated. and so, according to his research the county still owns that right away. 14:18:10 And it seems like that would be a perfect route to Kate. 14:18:17 Advantage of that opportunity. And then commenting on the whole page viewpoint, 14:18:29 Jeff covered that. very well. Then the piece of the trail that was developed. 14:24:58 Their south property line. Well, some of that will probably be abandoned, and, as as I understand it, the trail would then pull back over closer to highway. 14:25:17 101, and run along where the old trading post used to be. 14:25:26 But then we've got to create exposed salmon, and and Snow Creek to cross, and I don't you know, at this point if there are any plans or or any estimates of cost of those 14:25:44 bridges, because those will be major bridge major costs I guess i'd like to hear a comment on that as well. 14:25:57 Anything from you guys, the public works. this is Eric. 14:26:04 And we, when we developed the trail segment down at discovery rate previously what we call segment A. 14:26:09 We did some preliminary estimating on segment B, which is the the segment that Jeff Selby is referring to. 14:26:16 We estimated those bridge costs at the time obviously that's several years old or more at this point, but I think that there is enough unknowns down there. 14:26:26 That we need to just let that segment. B. No, no pun attended. 14:26:31 Let it be for the moment, until some of those falls come down out of the air, so that we can best determine what the most appropriate route is. 14:26:39 But likely we'll have some bridges and as we know that's not inexpensive, nor is the time associated with the environmental permitting. 14:26:47 But we have, luckily plenty of other segments to work on. 14:26:50 In the meantime. 14:26:54 Yeah, my sense throughout my about a year and a half now hanging out with the Peninsula trails coalition team is that there's no shortage of opportunity for activity. 14:27:06 And there's an serious overallocation of need in terms of projects that public works is working on. 14:27:13 And you know it's just constant state of triage so I don't know if you know coming up with a bigger vision or a bigger funding package. 14:27:23 Maybe something we do collaboratively with the city and Then we need to time that to work with everyone's dance cards. 14:27:32 You know everything that everyone's working on like kate mentioned earlier. 14:27:38 There are big projects going on in Jefferson County right now. 14:27:43 Jeffty Bowman, do you still have your hand up Yes, ma'am? 14:27:48 2 quick agenda on what we've been talking about. and then, if you'd like i'll give a summary of things between discovery Bay and the canal bridge part of what 14:28:02 we're doing with the hall based viewpoint and the 2 parcels involved in that footprint which are currently owned by Jefferson Land Trust, and are anticipated to be transferred to long-term 14:28:16 ownership of Wdf. W. as a part of that entire Short Line restoration program, is that we have initiated the discussions that should result in easement on the entirety of those 2 parcels 14:28:35 and possibly some other parcels in the current ownership status that will allow for the future. 14:28:43 Great to be routed somewhere within those parcels. 14:28:49 We were strongly advised by W. Dfw. 14:28:52 In fact, that, it was much better to achieve incumbent is such as a viewpoint, shelter and parking area, such as the ability to build a future trail along some yet to be determined alignment before 14:29:15 the property transferred into the ownership of Wdf. W. 14:29:20 So we are anticipating that and doing in consultation with public works. 14:29:25 We are doing whatever we can to establish the most flexible and hospitable environment for future work. 14:29:36 That's on a yet to be determined paces and Yeah, I I guess i'll leave it at that and and move over to talking about who can outbridge to discovery. 14:29:53 Bay. maybe just too quick email things to say, and and then maybe something of a conversation. 14:30:03 We have looked at the various ways in which one could get in some reasonable way, either by vice or by a hiking, walking, pedestrian non motorized trail from Hood Canal to the odt somewhere and 14:30:23 Roughly speaking, we have identified for potential nodes where trail could connect to Olympic Discovery trail. 14:30:36 One would be at Anderson Lake Road, So some sort of a route that gets from the Canal bridge across the Quimper Peninsula and ties into the Odt, where the Odt is crossing it Anderson Lake 14:30:53 road as a second location. Well, and actually the the further north, one would be way up north at the 1920 merge third, one south would be at the Eagle Mount. 14:31:06 Intersection again finding some cross-country alignment. 14:31:12 Initially it could be using the roads in the long term it might be a different alignment, but eventually connecting to the Odt. 14:31:22 At where he crosses Eagle Mount, and the third would roughly be following. 14:31:28 Highway corridors or in proximity cross country, and join the Odt. 14:31:36 Right at discovery. Bay. those are all very much in the conceptual stage. 14:31:43 But there have been conceptual conversations for the past 2 or 3 years, both within the context of the Us. 14:31:53 Bike route system and cycling interests with the work up to Land trust. 14:32:03 Looking at the economic opportunities that recreation present and some of the workshops and shirts of sorts that were held in that regard, and and the trails coalition, though it's not a part of the 14:32:16 Olympic Discovery Trail has, decided that it is willing to take on an additional role to try and offer its capabilities to that additional work, to find a good connection from her canal to the Odt and in that 14:32:37 line. The second thing to introduce is and Don alluded to this somewhat earlier when the real estate trails coalition came out for their site. 14:32:50 Visit in June. I believe it was of this year. 14:32:56 They've long been impressed at what we've Been getting done out here at the west end of the great American rail trail, and once they saw it on the ground, a couple of Their key Dc. 14:33:07 Staff people said, This is, this is a product. This is an area that would lend itself to a raise project. 14:33:15 A raise funding opportunity raise R. A. is is the new version of what used to be the tiger grants and the build Grants transportation non motorized transportation orientation, and and they urged 14:33:35 us to look at that further and informal discussions over the ensuing months, including a kind of a strategic conversation with them. 14:33:46 In early July has led to a working effort. i'll call it on the part of the 3 trail Oriented nonprofit advocacy organizations in the 3 counties. the pencil 14:34:07 Trails collision on behalf of Klom and Jefferson County. 14:34:11 The North Kit Sap Trails Association on behalf of Kitstep County and the Bainbridge Island Parks and Trails foundation specifically on the part of Cambridge, Island and to make a Long 14:34:27 conversation short at this stage, we are in the early stages of the 3 organizations coming to an agreement that we would be coming to all of the jurisdictions in effect with an offer we would offer to fund for 14:34:48 what we estimate would be about a $150,000 to hire a consultant, to do the work, to produce a raise. 14:34:59 Grant that would be submitted to the Federal process over Grant Review in approximately a year the general theme purpose of the grant would be to complete all of the undone pieces. 14:35:16 The great American rail trail from winslow to the push and we've been led to believe that it's a a project that should compete well, bringing together the multiple jurisdictions that it does having the 14:35:35 multiple tribal participants that it would have representing the completion of what would be on the order of almost 200 miles the Western. 14:35:50 Most 200 miles of the great American rail trail, providing a connection all the way trail connection all the way from the urban area on the east side of the Sound across to the ocean. 14:36:04 It has, seemingly a lot of very attractive conceptual elements to it. 14:36:13 What it would end up. Looking like is really hard to say at this time. 14:36:18 We have broached the subject a little bit with the city of port towns, and in those field conversations about the waterline, because there is some indication that, shall we say associated or secondary capital projects that link to a trail 14:36:37 centered proposal can increase the competitiveness of the proposal. 14:36:44 But this is something that could be on the order of 50 million dollars or more. 14:36:50 2 achieve that work it. Theoretically, we we envisioned that The 3 nonprofits would, with the agreement with the concurrence of the Jersey be responsible for managing the consultant to get 14:37:09 the project done. we imagined that the jurisdictions would be asked to help in the provision of technical information and other data that the consultant would need to develop the report. and and we would go from there we 14:37:28 have thoughts about. if the grant were successful, how the management of those funds would operate 14:37:40 And and we can have those conversations in due course. but we will be asking the jurisdictions to in effect sign off because at the time that the grant application goes in, it will need to have that 14:37:57 jurisdictional support. The application might well have to go in under the signature of a governmental entity. 14:38:05 We think that quite possibly the Prtpo would be the appropriate entity to be the official submitter of the grand 14:38:21 We envisioned that the Grant could fund Pr Tpo staff to manage the grant. 14:38:28 If that were the way that the parties of interest wanted to handle it. 14:38:32 Various ways to skin that cat as we get to it down the road. 14:38:36 But today your request for a workshop discussion was just perfectly timed to bring this larger concept to you. 14:38:47 Obviously it draws on your own notions about taking advantage of funding opportunities of looking bigger. 14:38:53 Picture. And one thing that we're also enthusiastic about is that most all of the groundwork that would be done to submit this proposal, even if it turned out the proposal where it's successful would be 14:39:08 important work to set the stage for pursuing those projects in other factions, and i'll leave it at that super big exciting funding opportunity, though. 14:39:22 Let's sit kate on it. 50 million dollars kate go I said, Don, I saw your hand go up, and we'll probably try and wrap this agenda. Add item up around by around 2 45 just because 14:39:37 We have another workshop scheduled for this afternoon, so gone. 14:39:42 I just thought you might appreciate a little bit of headlines about what has happened and is in the works in Kitzap County. 14:39:54 And what I would say is that you may know that we have a mile of sound Olympics trail constructed on damage, and recently competed a very small but strategic section that connects to our 14:40:10 whole school complex but also the city of Amber Island with 14:40:17 A lot of assistance from the Denver, Java and Parks and Trails Foundation, 14:40:25 Has just hired a consultant team to do the feasibility for the complete route between 14:40:32 Winslow to yeah, I get pass bridge beyond the Egot Pass Bridge. 14:40:40 The city of paul's bowl is in construction of a roundabout that includes about a 1,000 feet of sound Olympics trail, including going through a tunnel under the round of pound and they have plans for 14:40:52 how the trail gets up to the bottom of Port Campbell. 14:40:58 And so, and in Port Campbell we've already done a feasibility study for the where the Sto goes in the 3,500 Acre Park, and it's more than 6 miles most of which is on 14:41:11 existing bugging road. So so in effect, 6 miles plus of the sound Olympics trail exists. 14:41:20 No in in Port Temple then the Kitzak County is in the middle of a study for the route between Kingston. 14:41:35 Oh, that So branch from the stal between Kingston and the bottom of Port Campbell! 14:41:41 So all of this is in the works now so that's a bookend, I think, to all of what Jefferson and Cloud and counties are working on 14:41:56 So any follow up questions from Commissioners on all of that exciting information we just heard. 14:42:07 Well, it seems to me like you know, we need to to assess the capacity it's public works. 14:42:14 And you know I i'm largely. out of the loop on chat conversations right now we've assigned one kishner, and I miss it dearly. 14:42:22 But if if there is a kind of strategic conversation that needs to happen, I yeah, we could do it here, or happy to to just carry water and shake trees in Washington, Dc: when I was there at business 14:42:37 I do. I just wanna call out, too, that I I mean I'm excited by the raise brand idea, i'm excited by Pr Tpo potentially being the applicant, so that public works doesn't have to do when they have a number of 14:42:49 other massive projects going on. I do think You know, we have talked before about the land and Water Conservation Fund, which comes through Rco and compete at the State level for that because this does help. 14:43:04 Access Federal lands also put essentially So I think we wanna keep that in mind, or at least at least keep in mind the access to Federal labs. 14:43:13 In in looking at Race Grant also. So have ideas interested in in pursuing this. 14:43:19 If there is capacity on public works and 14:43:28 Any other thoughts. I appreciate the update from everyone in the all the work that that everyone here has has put into this project, and it's it's great to have such community support. 14:44:25 It's really a bulwark for this work and it it wouldn't happen without about the work of of you know, Al baby and others. 14:44:33 So, Thanks, guys, and there's been a lot of small segments of trail accomplished, you know, like the one between the library and the elementary school, and hadlock, and you know, I think i've heard in conversations with 14:44:46 Eric in the past. conversations about hooking up segments of these trails, or these little trails that we've already got. 14:44:53 So I think the public works is still has a has a back of the napkin plan, and it's still working on how to connect the segments of trail. 14:45:04 We have in the triia and i'm sure when they're ready to share their plan, or need help they'll reach out to us. 14:45:10 I saw Eric nodding his head. I know a county of clothing, so maybe both for for him. 14:52:59 They are just really tagging this opportunity for the side. 14:53:05 I think sort of strategic models that we have in the space so i'll just go through the first. 14:53:14 Oh, 6 of the slab i'll dish it off to Steve. A lot of it's due diligence with the similar map, and so we can go through that relatively quickly. 14:53:20 We have probably 1 min of slide, and then Emma can clean up at the end with the the last 2 or 3 slides before we move to discussion. 14:53:29 So really the objective here is is maybe threefold. 14:53:33 One is to just give you a status update because i've been really grateful to have conversations with Mark, and in the some commissioners about this, as it's evolved, and they've been helpful in guiding 14:53:44 the direction the path. we've taken this second thing is to really affirm a partnership on how we want to move from here. 14:53:51 Forward, and I know that we all are startling with both. 14:53:55 How to what the impacts of and the intention to make progress and workforce and affordable housing supply and and really further infrastructure for for neighborhood connected. 14:54:07 You know it's like the conversation you just had around trails and public amenities to continue to make this a great region to live in. 14:54:14 And then the last thing which you know i'll put up front, and then we'll end with is really want to make a pitch if we can for some state revenue share funding realizing it's you know it's 14:54:23 it's not it's not clear cut but like to make the case that this project actually deliver on joint county city inspirations with really common a lot of commonality here for what it would serve both of us institutionally 14:54:37 and those in our region, and just to be very clear it's to make this shovel ready for development, so that we can go and get a 100 to 150 units moving. 14:54:48 Okay, So a little bit of background i'll cruise this really fast, because I know you've read it. 14:54:51 But for the sake of public members listening here, this really began early the beginning of last year, where we started speaking with some of those State representatives. 14:55:04 You. you were just mentioning on our legislative priority list, and we've worked subsequently to receive some funding with some help from our representatives for infrastructure for affordable housing to the 2 different 2 brands worth 14:55:17 3.1 million dollars. Thank you to. There are delegation for that and our relationships. 14:55:24 We enjoy a large activity earlier in Mid mid last year we entered into a purchase and sale contract, or the the property which is at the end of Evans Vista Street, and so it's taken the you know the name 14:55:35 Evans just as a property and as a neighborhood in September. 14:55:40 We actually came to the Council some infrastructure Development committee to give an overview of the property, and really began our diligence approach through your greater detail. 14:55:49 We performed some outreach, including a meeting with housing solutions network, I think all 10 or so providers and agencies also. 14:55:57 Mark was kind enough to sit in that meeting as well. 14:56:00 To really think through the big picture of this before a big week progress. 14:56:03 And then next slide is you know, really getting into the zoning infrastructure requirements for the property next month we authorize the you know the City Council authorize a cultural resources survey for the property good news bad news 14:56:17 not to dwell there, but didn't find any likely cultural resources. 14:56:22 But historically, for those history books it was likely a quarantine house back in the late 1,008 hundreds, and so that presented some challenges with acquiring the property and making sure that we De-risk that for ourselves and for the 14:56:33 community. in December that year. The Grant agreement was completed for the purchase, which was from almost exclusively from that State of Department of Commerce Grant 14:56:45 And then we get the survey findings from that cultural resources. 14:56:48 Survey and then purchase the property. in in March. 14:56:53 We applied for congressional directed spending much like you've done, and we're in the same boat, actually, which is which is a good boat to be in, because it's floating. 14:57:01 It looks like It's going the right direction and that we are likely to receive Federal funding for this project alongside Headlock sewer. 14:57:10 We've been just maybe not quite as tenacious in the long term, as you have been over decades. 14:57:15 But we we really particularly. Steve and team, really went really hard to to try to get that funding and hi this team. 14:57:25 And and I guess I just told the second part of story. 14:57:27 Hey? send it in a presidential signature we'll have a Monday. 14:57:31 So there's a lot more there. but I just want to cruise through that quickly and happy to take questions after. 14:57:37 But you know, just wanted to paint the picture of a general vision here. 14:57:41 And just highlighted some words and sort of reading the whole thing and trying to explain what this could mean, because it might mean something different for everybody involved. 14:57:47 But really we need diverse quality affordable and stable housing for our community. You know it's it sort of underpins, equity, and inclusive, and and help for our community. 14:57:58 It has to be done within the the i'd say community expectations for 14:58:04 Our identity in our history. And it really has to be neighborhood based. 14:58:08 It has to really be about building a neighborhood that's nested and connected to amenities and opportunities. 14:58:15 You know where people can live, work in play, and really a community asset. 14:58:18 And then finally, I think this might be my last slide. the you know, the goals of this specific project are at least fivefold. 14:58:27 One is long, lasting, affordable housing for the 50 to 80%. 14:58:31 Ami range you know, which you know government subsidy can help with quite considerably. 14:58:37 We're also trying to stretch into a place which has been just, you know, objectively difficult for us. 14:58:42 You other agencies like Pha, and really targeting that 8,220%, Am I? 14:58:50 And you know, really looking at, could we get 50 to 100 units in that space for what we're calling workforce housing? 14:58:55 I mean, I guess others call it there but we're defining that 80 to 120, as as middle or or workforce housing? 14:59:03 The third thing is really developing a different set of types of housing in the same place. 14:59:07 So studios 1, 2 bedrooms, diversity of income levels. 14:59:10 So as to have a mix of housing affordability in in one location. 14:59:16 And of course, the first thing activities. you know, child, care, family services, retail commercial, just ways to make it work in the confines of that overlay and the reunion subway plan which I think stephen emma will speak 14:59:29 a little, too. And then the last thing is really to activate that space being activated as a neighborhood. really you know, it's right next to the header, Scott trail. 14:59:36 The previous conversation. and and an active commercial and business environment that's growing and developing. 14:59:42 So, you know, if we can, if we can tick all those things off and be successful. 14:59:47 This will have been a complete success for us and it's gonna take time, and we'll get into that later. 14:59:52 But we're trying to you know make sure that this is development ready. 14:59:55 So we can actually achieve that success, So I think i'll i'll pass it over to Steve to go through some of the property due diligence. 15:00:04 Thanks, thanks, John. When we started this we looked around the city and tried to find properties. 15:00:11 That would be sizeable enough to facilitate up to 100 units, and it's really tough and port counts. 15:00:17 And because of our pre plotted nature and fractured ownership patterns, there's just not very many large parcels left in the city. 15:00:25 We actually looked at some properties that the City Council back in the late 2,000 surplus for affordable housing, but all of them were small, and when we met with representative there injured, You know we really understood that we needed to find something 15:00:38 where we could the number of units next slide, John. and so and this this property 14 point, 4 acres right? 15:00:50 The end of Atmosphere Street, basically between Mill Road, behind the forest flock. 15:00:55 As you come into town really lens itself well to more units and its location, and i'll just go through some of the highlights here. 15:01:03 Go ahead, and next slide there's about out of 14.4 acres. 15:01:09 There's about 8 acres it's usable for healthy, and the rest of it's pretty steep. 15:01:15 Bill Side is a great soft town down towards Mill Road in the middle 15:01:19 So the flat section shown in red up there by the dss building. and then there's a gentle slope that goes on down for its coefficients down towards the intersection. 15:01:33 That variation blue. next slide John beautiful thing about this property is it's already gone through a comprehensive planning process through the ring. 15:01:38 Here's and so in that set area plan it identifies goal for workforce housing and a variety of housing types. and it's all done in conjunction with economic development. 15:01:51 So the chicken and aqua is it Housing first? is the economic development. 15:01:56 First the plan really strides to achieve both. And so this is a 15:02:03 This project really supports, you know, to see some of those economic goals next slide, and in the plan it actually designates this area as a workload district in the blue. 15:02:14 And that kind of makes sense being a little bit set back. 15:02:17 And so again fits well off the client in that the work district it identified potential housing types. 15:02:27 It basically specified. We need housing, from one to 3 stories and hike, and a variety of types as well as the architectural style. 15:02:37 And it just kinda laid them the the groundwork for future development work. Fine work. Okay. 15:02:44 Next slide, so the zoning is Amc. which is very broad to the designation. 15:02:52 All that area in purple is just designated. Mc: We just basically like manufacturing commercial next slide, and residential units are permitted in multi-family townhouse form, or single family attached 15:03:07 single family detached is prevented and reason why is that we're really trying to seek density next slide. 15:03:16 John mentioned we. we did our cultural resources work. initially. 15:03:20 We did a number of test bits out there, and more recently, since we discovered the potential of Test House resources, we actually, excavated the top 6 to 12 inches of the ground, which got us down to the heart pan we were 15:03:36 looking for the potential for great shafts, and we did not find any. 15:03:41 So working with department of archeology and historic preservation. 15:03:48 We went through that process, and cleared our clear the way for the project. 15:03:53 The other. benefit of this property is, we have the recently developed brand new regional stormwater facility down on Mill Road, and this property directly benefits and allows a place for storm water to be discharged. 15:04:05 Next Slide Street infrastructures are just installed with the public streets, so that in reduces the offsite improvement costs. 15:04:16 Basically, we don't have any upside. improvements except for towards the end of our slides. 15:04:24 Okay, next slide here's a picture of the regional rate stormwater facility and the access road. 15:04:32 So pipe is buried under that access road which also, strategically, Bill have a grade that would work for not only vehicle access or more at access, but also trail access as a connection to the Larry Scott 15:04:44 trail, and there's already lost here on both sides of the property. 15:04:51 So again nicely situated right for fire protection next slide, and there is a little bit of sewer capacity here in that there's a 2 inch force main. 15:05:01 That was as installed here I think, when that force mean was installed. It was anticipated that there would not be it would be more like a an office type environment like Dss and so that's a 15:05:15 little bit limiting although you could get a 100 units on that. 15:05:20 Force me the calendar with the force main is, you need to build a sewer list station in order to pump the sewage up over the hill. 15:05:27 So next slide that's what building infrastructure in the right location. 15:05:35 One time is really important. and so back in 2012 or 2,009, I believe it was started, and then again in 2,012. 15:05:44 There was a study to understand. If you were going to build a sewer lift station on this end of town, where would you build it so that if things changed in the future, either Uta urban growth area changes or maybe 15:05:58 Glencoe area. wanted to connect the you would build it in a place basically down by the mill. 15:06:06 And so here we have an opportunity to serve evans this that and build a lift station in a in a good location. And that's part of the reason why we've requested additional funding level funding for this project Okay. 15:06:24 cool. Thank you, Steve. So that brings us to talking a little bit about the stakeholder outrage that's already been conducted for the sub area plan, and continuing with our build out of this project so 15:06:40 Jefferson County housing solutions, network regional housing providers were solicited for support. 15:06:48 But we're not done yet. so now that we have purchased a property. 15:06:51 We expect that more do diligence will be needed. 15:06:56 That is, on things like site layouts. what kind of capacity our housing partners will have to build all of these units, and what our vision is. 15:07:05 So public engagement is also likely going to be a part of that process. 15:07:08 So basically, who's bringing what and what does it look like next slide, please? 15:07:14 And there's some things that we don't know since the submarines plan, several years, including a pandemic, have passed, and it's time to actually you know take the next steps and figuring out who was going to 15:07:28 build the units. What interest is there what mix of buildings are anticipated in terms of live work units, or attached single family or multi-family? 15:07:41 What the housing mix is going to be in terms of affordability points in the performance of the workforce housing, and what the phasing is going to be given the scale of the project, and also the capacity of our 15:07:55 partners and very importantly, what will the aesthetic be? 15:08:01 Our sub area plan sets a certain tone for what we would expect. 15:08:07 But this is our chance to really Figure out what the key desires are going to be. 15:08:14 So we can make it a successful project next slide. Thank you. 15:08:17 So the status of funding just to recap what John had mentioned earlier. 15:08:22 So there's been substantial investment from state of Washington. 15:08:28 So 1.3 7 million dollars that we've received for the purchase of the property, 1.7 million dollars for utility infrastructure that's for affordable housing 15:08:40 And then the Federal Government your mark which is anticipated a little bit later this year of 200 and a half 1 million dollars for that sewer infrastructure, and there's possibly additional funding opportunities from the 15:08:53 Epa for sewer as well. And so this project is time for investment. 15:08:58 We are requesting $500,000 in our our State revenue shares and what next? slide? 15:09:05 What we think that that is going to cover is going to be site studies, whitelines, donation, tree conservation, compliance, study the project visioning of public outreach, which in my opinion, is probably the most fun where we 15:09:23 look at the development patterns and schematic to address our needs. 15:09:28 Our financial analysis. Looking at the various alternatives. 30% preliminary engineering. 15:09:35 Our entitlements, project management can, and contingency adds up to $500,000. 15:09:41 So. my final slide. I just would like to say for years that this has been a multi jurisdictional partnership, as the city and the county employees work side by side to secure the infrastructure that will one 15:09:57 day serve this I only important housing development, and as we worked we also said goodbye to valued colleagues supporting our work. 15:10:05 Some who really needed the housing that were on the ground permitting and participating and advocating for this development. 15:10:12 And as institutions, we each struggle with housing a attainability directly as an impacts. 15:10:18 Our ability to deliver services to our community. So this funding, if it could be available, it comes at a strategic time to further this community investment. 15:10:30 So thank you very much, and please let us know if we can answer any questions 15:10:41 I would just say thanks for the update i've heard a little bit about this project. 15:10:48 I'm assuming that kate would be our commissioner who'd be working most closely with this project. 15:10:56 Correct well, it's in your district that's Why, I said that . 15:11:04 Supportive of it. Certainly one one question I have i'm curious 15:11:11 Do you feel like you have a sense of how to attract developers. 15:11:18 Housing providers. once the infrastructure is in to support that, like what? 15:11:23 What's your level of certainty that we would be able to attract the type of development that is needed. 15:11:29 Maybe i'll take a first cut at that and then defer the experts, and just say, 15:11:33 That's a I don't like saying this but I will say it's a great question, because because it's something we've been we've been thinking about ever since the inception here, and it's really probably the hardest 15:11:42 part, and I guess i'll only add that the more development ready. The property is the greater likelihood a constellation of agencies, or somebody will want to take it up and I think we lower the barrier to entry 15:11:56 there's probably a much more technical analysis that steve or Emma might be able to offer as well. 15:12:02 I would just add on that The Siberia plan was really great in terms of perspective, of tailoring, something for marketability in the city, for towns. 15:12:14 And so you know sort of the your bones of having 2 to 3 stories of loop work units, and you know the allowable uses is probably more. 15:12:24 You know easier for some developers to get financing. 15:12:29 But you know we would be looking substantially for housing partners that are already here in the community. 15:12:36 They're doing this type of development to follow up on that would it be a Oh, i'm sorry Steve go ahead. 15:12:45 I was just gonna say, I think the the planning process that we embarked upon now is what also sets the stage. 15:12:51 The hope is you come out of that plane process with the interest the department's ready to take on. 15:12:58 Yeah, I guess my follow up question was just it it's gonna be a a tapestry of developers is what I the impression I got from you guys right? 15:13:05 I mean. let's see and how you're talking about the workforce, and the you know more grant fundable the Ami as well. 15:13:14 I think I I love the way that it's integrated together. and I do feel like we have some of those partners in place already that can hit those different different income levels with grace. 15:13:26 So I i'm really excited to see this develop you know It's the first time I've really been more than that as a gleam in the eye, and I i'm really excited to see this though I do I mean I always thought about it as the 15:13:39 Evans vista project right and now until you guys come up with a name. 15:13:42 It's gonna be the state pest house so you gotta come up with the name pretty quick. 15:13:48 Maybe there's a council or a commission action there to say suggest a name, but if their point i'll i'll just go back to just to share the screen. 15:13:58 So this is a slide. you saw earlier it's like 12 it's in your packet. but to your point, Commissioner Brotherton, just the idea of a constellation and that configuration. 15:14:08 That is you know on excuse me that's not the that's your sharing your your desktop screen. 15:14:13 Oh, gosh, Okay, the lovely photo of madeleine that's funny. 15:14:18 Okay, Well, that's what's on the screen but Anyway, you can go to your I'll stop now. but you you 15:14:23 You get the point I guess there's a there's a visual there, and I think that's pretty important for the community, not only just to to see the fact that there's a phasing use utilizing the strengths 15:14:33 of individual agencies. We already have great relationships with but you know It's not all developable. but 14 point. 15:14:39 4 acres is it's a pretty good amount of real estate to play with. 15:14:43 So there's a lot that's possible here given that you know, given the opportunities both with the site size, but also the requirements for density there. 15:14:52 If I could follow up a little bit. I appreciate your optimism, Greg. 15:14:57 But I think we have. I mean it has not been easy to attract mixed income development here at all. 15:15:07 And I guess i'm just curious if if the city has kind of researched tools that you know. 15:15:14 I I agree that I think it's the job of government to build infrastructure that will make it more attractive to more developers. 15:15:22 But are there tools whereby we can ensure that that housing built is for mixed income, and actually i'm fine with some market rate housing. 15:15:33 But you know we know that at the way the general market works is that the highest better always wins, and that affordable housing meat subsidy. 15:15:42 And you know these are the realities. So are there tools or the mechanisms that can be put in place, so that we do ensure the type of mixed income neighborhoods. that we know that we need yeah, I mean my my first 15:15:52 cut at that, and I think Emma probably has a more precise answer. 15:15:56 I think just The very fact that the city owns the land is at least one of those first tools. 15:16:02 Because we we can make some. We we control the site, you know, so so we can really determine what gets built. 15:16:09 Now, will it pencil? and will somebody pick up the challenge? 15:16:12 You know that your points an excellent one because you know we don't. 15:16:14 We don't know it's the the most accurate answer but I think there are other tools we've been working through, even through the city Council process with another property currently in play, where we can we can have some degree of 15:16:26 control in the outcome, whether it be density or affordable housing of some kind. 15:16:31 But, Evan, do you want to buttress my answer with something more precise? 15:16:35 Good to say that, you know, since we are the owners we're also the permit permitors and so the planned unit development or binding site planning, that we can, you know include in some of those 15:16:48 entitlements with the affordability, slash, attainability. 15:16:55 Price points are and what the you know, delivery is going to be in terms of timeline. 15:17:02 I guess my other comment is that you know it's so great that you've done this up area planning so that that, really, you know, sets a tone for what that area should look like and just that you know as we 15:17:15 have inched closer to the idea of annexation. 15:17:19 This being right on the city county line. you know there's more yet more opportunity for working together a city and county and thinking about that that region. 15:17:32 And yeah, I think it's it's a great next step but it I don't know it just it's like a a puzzle where you can finally see the shape to me so I I I mean I defend my 15:17:41 optimism. I I think I think maybe maybe the more grant funded pieces happen first. 15:17:49 But I I really appreciate your approach of kind of building the whole puzzle first with the the community, because I I think that we need to embrace this kind of project and and buttress, it and I mean it's 15:18:01 super exciting and the lift station going in to be able to add that infrastructure. 15:18:07 I take. Take steve's point that is something that is is really gonna open up some, some further conversations, and and you know, not easy conversations, but with some a lot of potential upside. 15:18:17 So yeah, Commissioner, I think also to shut out your leadership too, because I think in a way like 7 Haven is proof of concept. 15:18:26 You know it's. pretty astounding to get something that excellent in our community at that scale, and that density, and I feel like in our minds. 15:18:34 Maybe i'm a little bit too over here. but you know this is a proof of concept for the kind and the typology that we need in this region of. 15:18:42 We are going to clamor out of an affordability, crisis and if if you know to Commissioner Dean's Point, it's really it's gonna be hard to do this, especially at the higher or middle housing level. 15:18:52 But if we can't then to emma's point you know we as institutions fail to attract and retain the talent we need to keep city government going. 15:19:01 You gotta give it a shot. And so 15:21:37 You know this 500,000 for this worthy proposal from the city? 15:21:41 You know I, personally, I I would support the board making a firm commitment today on it. 15:21:48 Yeah, I don't know if we need a a motion but I would certainly move it to the confirmed funding up up there. 15:21:56 Get the the revenue sharing.
