Subject: Set a public hearing for the 2022 Parks, Recreation, Open Space,
and Trails plan
Statement of Issue: The Parks and Recreation Advisory Board (JCPRAB) and staff
have prepared an update to the 2015 Parks, Recreation, Open Space and Trails Plan
(PROS Plan). The 2022 PROS plan was formally recommended by the JCPRAB on August
4, 2022. Adoption of the 2022 PROS plan by resolution of the BoCC requires a public
hearing.
Analysis/Strategic Goals/Pro's Et Con's: The 2022 update of the 2015 PROS plan
provides long range planning required by the GMA; qualifies Jefferson County to apply
for Recreation and Conservation Office (RCO) grants, and is adopted by reference in
the Jefferson County Comprehensive Plan. A widely publicized public hearing
regarding the 2022 PROS plan will enable final public comment and input prior to
adoption.
Fiscal Impact/Cost Benefit Analysis: The valuable volunteer efforts of the JCPRAB
made this plan possible including: updating the capital improvement plan, conducting
parks tours, community involvement with individuals and organizational partners, and
program evaluation. Expense of the public hearing includes staff time and advertising
costs.
Recommendation: Set a PROS plan public hearing on September 26, 2022 at 10:30am

NOTICE OF PUBLIC HEARING
Proposed Parks, Recreation, Open Space, and Trails Comprehensive Plan
NOTICE IS HEREBY GIVEN that a public hearing will be held by the Jefferson County Board of
Commissioners on Monday, September 26, 2022 in the Commissioners' Chambers, County
Courthouse, 1820 Jefferson Street, Port Townsend, WA. Notice of said hearing is to be published in
the official newspaper of Jefferson County.
This hearing is to inform citizens of the 2022 Parks, Recreation, Open Space and Trails plan, and
receive comments regarding the plan prior to its adoption by the Jefferson County Board of
Commissioners.
Updated plan and other information is available for viewing at www.countyree.com or contacting
Jefferson County Parks and Recreation at 360-385-9160.
