The following information is needed to continue review of your project. (1)WETLAND REPORT: A Level I Wetland Assessment, prepared by Olympic Wetland Resources Inc. on January 5th, 2007, was submitted in conjunction with a septic system permit application (SEP2006-00461) in 2007. The professional biologist determined in the 2007 Assessment that "the old home site is likely within the stream buffer and possibly within the un-delineated wetland buffers" (p. 2 of 6). In addition, pursuant to JCC 18.22.905(3), special reports shall be valid for five years from the date the report was prepared. The 2007 Assessment is now over five years old. The Jefferson County Department of Community Development ("DCD") is therefore requesting a revised/updated Wetland Delineation Report that includes (1) location and types of wetlands and streams identified, (2) wetland and stream ratings and buffer widths, (3) potential off-site wetlands, and (4) graphic that depicts the location of wetlands, streams, and buffer widths. PLEASE NOTE: (a)A site plan revision shall be requested after a revised Wetland Delineation Report is submitted to Jefferson County DCD. The revised site plan shall show AND label the categorized wetland, wetland buffers, categorized stream, and stream buffers. (b)If the proposed new single family residence is located within 25% of the outer wetland or stream buffer, a 25% wetland and/or stream buffer reduction shall be required. The first step in the wetland/stream buffer reduction process is to consult a professional biologist to develop a Habitat Management Plan to demonstrate through mitigation that no net loss of ecological function shall occur. The professional biologist that develops the revised /updated Wetland Delineation Report is encouraged to also develop the Habitat Management Plan, if required. (2) GEOTECHNICAL REPORT: Upon review of Jefferson County GIS Maps, the proposed new single family residence is located in a geological hazardous area (Seismic Hazard Area). Jefferson County DCD is therefore requesting that the applicant consult a geotechnical professional to conduct a geological assessment of the entire proposed project area. The geotechnical professional shall prepare a geological letter, geological report, or geotechnical report based on their findings. Please review JCC 18.22.540(4) to determine what type of geological assessment form should be submitted to Jefferson County DCD. The report recommendations and/or conclusions will need to include statement(s) addressing the proposed new single family residence and proposed stormwater management plan in the geological hazardous area. PLEASE NOTE: (a) A Notice to Title will be requested after staff review of the submitted Geotechnical Report is completed. PLEASE NOTE: (a)The applicant may want to wait to revise the site plan until the revised/updated Wetland Delineation Report is submitted, to ensure that the flow paths would not be impacting a stream or wetland buffer. (b)For sites with septic systems, the discharge point of all dispersion systems must be downslope of the primary and reserve drainfield areas. Please direct flow paths away from on - site septic system areas. Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 11/1/2022. The changes are in response to Additional Information Request from Jefferson County DCD. The comments are addressed in narrative form below with revised documents attached. (1) Wetland Report a. Dixie Llewellin of Olympic Wetland Resources has prepared an addendum, dated August 16, 2022. No changes to the site plan have been made per the results found within the addendum. (2) Geotechnical Report a. Michael Staten with Envirotech Engineering has prepared a comprehensive geological letter and report, dated 09/07/2022, addressing the sensitivity of a Seismic Hazard critical area. b. A Notice to Title will be completed upon direction from DCD after their review. (3) Site Plan a. The Enlarged Site plan, Sheet A0.5, has been revised with a Revision 1 delta tag to illustrate the 50’-0” vegetated flow path from all (4) rain chain to splash block locations. No adjustments were made to flow path directions per the conclusions within the addendum by Olympic Wetland Resources. b. The discharge point of all dispersion systems is, at a minimum are approximately 411’-0” North at similar elevation to the primary and reserve septic drain fields.
