I hope you're enjoying our first little taste of fall. I appreciate this opportunity to communicate with you. I would be happy to meet in person, but it will have to be after our Forest
event on the 17th. I'm slammed until then.
I just wanted to share some research on the "older trees continue to store more carbon" debate. Here are two papers, and one article (for possibly easier information digestion):

Also, if you notice the rings in this photo of a cut Douglas Fir, the tree continues to add one ring per year, throughout its entire life. The growth height of the tree slows down, but
the mass increases. I'm sure this is why the timber industry loves them so much as well!
Two quotes from one of the authors, Dr. David Mildrexler regarding additional benefits of large trees:
"Large trees represent a small portion of the trees in the forest, but they play an exceptionally important role in the entire forest community -- the many unique functions they provide
would take hundreds of years to replace."
and
"If you think of adding a ring of new growth to the circumference of a large tree and its branches every year, that ring adds up to a lot more carbon than the ring of a small tree. This
is why specifically letting large trees grow larger is so important for climate change because it maintains the carbon stores in the trees and accumulates more carbon out of the atmosphere
at a very low cost."
And an excerpt from the "Large Trees Dominate Carbon Storage" pdf, page 2:
"In addition to comprising a substantial portion of forest carbon storage and accumulation, large-diameter trees fulfill a variety of unique ecological roles such as increasing drought-
tolerance, reducing flooding from intense precipitation events, altering fire behavior, redistributing soil water, and acting as focal centers of mycorrhizal communication and resource
sharing networks (Bull et al., 1997; Brooks et al., 2002; Brown et al., 2004; Luyssaert et al., 2008; Beiler et al., 2015; Lindenmayer and Laurance, 2017)"
And regarding clearcutting by DNR... I haven't see the 70% harvest yet, but I (sincerely) would like to. I think we can safely say that DNR mainly performs clearcuts. Ross Goodwin said
as much in the recent meeting. Leaving 8 (small) trees per acre is, IMO, still a clearcut. Half of them will be down with in a year.

I don’t believe the school levy is paid when it fails. The Quilcene School has been having volunteer parties to create a more robust CTE spot since their Bond failed and the state
does not make that up.
The amount in the spreadsheet Heidi shared was net revenue, I believe. DNR usually takes 25% for management before we calculate the distribution.
Also, you keep asserting that older trees sequester more carbon, and I believe this is not true. Older trees store more carbon, but of course much of that carbon remains stored in building
materials, but trees that are growing faster sequester more carbon.
Clearcutting is another term that means different things depending on who is doing the cutting. DNR usually leaves 30% of the trees even in their most aggressive management treatments.
Have you walked the recently clearcut areas around Beaver Valley? They have the same complexity of understory with huckleberry, ferns, Oregon grape and such, with three species of
tree distributed throughout.
As to the revenue, we are looking for other options, and hope that the carbon market develops. Perhaps a voter elected sales tax can offset this revenue without starving our junior
taxing districts. Currently, my hopes for finding additionality in longer rotation cycles doesn’t work. But DNR does often work these longer cycles, and I want to push them to.

Thanks for sending this delineation of the money projected for the county from the Beaver Vally Sorts timber revenue. I have a few questions...
1) Is the School Levy column to be paid even if a levy doesn't pass? I heard that if the local levy doesn't pass, the full amount (in this case $224,688), gets put into the State General
Fund. Is what happened somewhat recently in Quilcene... April of last year, I think?
2) Is the amount on the spreadsheet the net harvest profit or the gross harvest profit? I saw a webinar from DNR that says that they pay the counties the net. Here's a screenshot and
source for that webinar:

I'm guessing it's the actual amount that is being allotted to Jefferson County, but I just wanted to be sure.

3) This looks like a big chunk of change! And I get it that our schools and junior taxing districts are hungry. But it's really just those numbers divided by about 65-85, because it'll
be another 65-85 years before those forests produce their "product" again. And they may never do that, since global warming may effect tree growth, and they're clear-cutting (and probably
spraying herbicides, which kills everything), and there will be an increased chance of wildfire damage and less carbon sequestration in smaller trees, etc., etc..
But back to the point I'm trying to make...
Other forests which are already established as "tree farms" can produce timber for far less cost of environmental harm than clearcutting a Legacy Forest. I did some calculations below
for the yearly benefit of the BVS forest stand for each category in your spreadsheet. And importantly, these calculations still do not include the overhead cost of losing an older natively-regenerat
ed forest and all of its inhabitants, nor the loss of carbon sequestration (larger trees sequester more), nor the cost of carbon emissions or the nonpoint source pollution due to logging,
road building, etc., and finally, the loss of a recreation area.
So to be realistic, the numbers should look more like this (rounded to dollar), for each category, per year:
County: $206,878 ÷ 75 (average years) = $2758
Cons. Futures: $6,203 ÷ 75 = $83
Port: $88,564 ÷ 75 = $1181
PUD: $13,834 ÷ 75 = $184
CO Roads: $168,141 ÷ 75 = $2242
State Levy: $464,317 ÷ 75 = $6191 (This will probably go to schools in the urban growth areas, as Supt. Reykdal is pointing out with his Legislative Bill.)
Local Schools: 224,688 ÷ 75 = $2996
Fire: $210,881 ÷ 75 = $2812
EMS: $75,365 ÷ 75 = $1005
Hospital: $12,076 ÷ 75 = $161
Library: $65,052 ÷ 75 = $867
So for each year, we would have to come up with just $14,289. I removed the General Fund, since it won't benefit us, but kept in the School Levy, even if we end up losing it.
Can't we preserve our older forests and make up the yearly revenue in some other way?

I agree with so much of what you are sharing here – and also want to clarify that timber harvests fund far more than the public works department. I am attaching the early calculations
for where funding would go from the Beaver Valley Sorts and Penny Wise DNR timber sales. I would love concrete ideas about re-working the revenue stream. I have heard whispers about
a legislative proposal on this recently and plan to reach out to the legislator who is working on this. But, as you know, we need all irons in the fire on this one!

This email is in response to the meeting on Aug. 8, 2022, with experienced Jefferson county forest management professionals discussing whether our county should take on the management
of the 15,000 acres (or a portion thereof) of forests, but which are managed by DNR.*
As you know, there are folks here who believe that we should preserve the forests because they sequester carbon, stabilize our weather, provide fresh water, cool streams for the reproduction
of salmon (and support every other interdependent species), provide habitat for billions of creatures and organisms, prevent landslides, foster the underground mycelium network, and
so on. But those things don’t easily have a dollar sign in front of them. In the meeting, the biggest line item on the preservation side was recreation. We can make some money there.
I know humans are important... but we’re not the only show.
And what I mean by that, is that we can't put our extravagant desires and mainly the profit of some individual corporations above what our world needs to survive. Deforestation is a
key driver of anthropogenic climate change.
The missing piece of this conversation was that the forests basically sustain us. They are the foundation of life here in the PNW. And forests are even more valuable now, as we can see,
due to the fact that they are carbon sinks and act as the keel of our local ecology. The older forests are especially valuable, as they are the best at carbon sequestration, they harbor
many essential species that tree plantations cannot, and the older trees have a greater chance of surviving wildfire. Some humans and some businesses will survive climate change more
easily that others, because they have the financial resources to do so. But many people will not. Many small businesses will not. Many species will not. And small communities like ours
will be under a huge burden to help these people and businesses and species. Look at the effects of sea acidification that are already affecting our area. The prognosis is that this
will become much worse in the near future.
We’ve created a taxation system that includes a (relatively small) portion of our funding for our public works coming from the harvesting of timber from these local forests. I believe
that the real issue here is reworking that revenue stream so that we can eliminate the pressure to harvest timber. Destroying the one thing that sustains us and the entire ecosystem
in which we live for a short-term monetary gain is not wise. We need to come up with the money from a different source. Other communities who don’t have forests do it, and so can we.
We created this taxation system, we can change it. We didn’t create the forest ecosystem, and we should not be destroying it.

* Notably, DNR’s management style for harvesting trees is ONLY clearcutting and herbicide application. They don’t want to do anything else, because it isn’t as profitable. And perhaps
another pressure in that direction may be that the companies with which they have formed relationships prefer this method of silviculture. I believe there are other options for harvesting
sustainably, when harvesting needs to be done.
