Home My WebLink About090622M 4't7 rrxc,Co MINUTE S Regular Meeting — September 6, 2022, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA (Hybrid) CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and Commissioner Greg Brotherton were present. Chair Eisenhour called the meeting to order at the appointed time. The Commissioners commented a local plane crash, a peaceful demonstration, the first day of school for many districts and the Thing music festival. PUBLIC COMMENT PERIOD: Chair Eisenhour called for public comments, three comments were received. The Commissioners addressed comments and concerns raised during the public comment period. Chair Eisenhour and Commissioner Brotherton addressed a comment regarding a proposed contract with the City of Port Townsend regarding septage. The Commissioners discussed some Consent Agenda items during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Dean moved to remove Consent Agenda Item No. 13 re: Chickadee Forestry and approve the remaining items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. AGREEMENT re: Brinnon Community Center Siding and Paint Repair; In the Amount of $19,911; Jefferson County Centrals Services, Facilities Department;N&N Construction, LLC 2. AGREEMENT re: Quilcene Community Center Siding and Paint Repair; In the Amount of $26,750; Jefferson County Central Services, Facilities Department; N&N Construction, LLC 3. AGREEMENT re: Tri-Area Community Center Roof Replacement; In the Amount of $49,147.48; Jefferson County Central Services, Facilities Department; Hope Systems, LLC 4. MINUTES re: Regular Meeting of August 22, 2022, Special Meeting of August 22, 2022 (WSAC Virtual Assembly) and Special Meeting of August 26, 2022 18. Payment of Jefferson County Vouchers/Warrants Dated August 22, 2022 Totaling $499,509.33 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) PUBLIC COMMENT PERIOD - Continued: Chair Eisenhour called for public comments, no comments were received. The Commissioners agreed to table discussion regarding Chickadee Forestry until later in the meeting. PROCLAMATION re: Proclaiming September 11,2022 as National Day of Service and Remembrance: The Commissioners read aloud the proclamation. Sheriff Joe Nole and Quilcene Fire Chief Tim McKern were present to discuss the 9/11 tragedy and importance of the proclamation. Commissioner Dean moved to approve the Proclamation proclaiming a National Day of Service and Remembrance. Commissioner Brotherton seconded the motion which carried by a unanimous vote. ADDITIONAL BUSINESS: Employee Recognition: County Administrator Mark McCauley stated that two Jefferson County employees, Commissioner Kate Dean and Clerk of the Board Carolyn Gallaway, were not present during the annual employee picnic, and missed receiving their service recognition pins. He presented Commissioner Dean with her 5-year service pin, and Clerk Gallaway with her 10-year service pin. Chair Eisenhour presented County Administrator McCauley with his 5-year pin. The Board thanked everyone for their service to the County. 2 Commissioners Meeting Minutes of September 6, 2022 COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed a desire to attend a Washington State Association of Counties (WSAC) virtual meeting with the Attorney General at 1:00 p.m. The Commissioners and Clerk of the Board discussed logistics. The Clerk of the Board stated she will research further and report back at the end of the Closed Session. Commissioner Brotherton discussed recent meetings he attended. CLOSED SESSION: A Closed Session was scheduled from 10:00 a.m. to 10:30 a.m. Chair Eisenhour announced that the Closed Session will be held from 10:00 a.m. to 10:30 a.m. with the County Administrator, Human Resources Director, Undersheriff and Jail Superintendent to Discuss Collective Bargaining, Professional Negotiations, or Grievance or Mediation Proceedings, or to Review the Proposals Made in Negotiations or Proceedings While in Progress not subject to the Open Public Meetings Act under exemption RCW 42.30.140(4)(b). The Board concluded the Closed Session and resumed the regular meeting at 10:30 a.m. with Chair Eisenhour and Commissioner Brotherton present. Commissioner Dean rejoined the meeting shortly after. COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and County Administrator discussed recent meetings they attended, miscellaneous topics and reviewed upcoming meetings. DISCUSSION re: Chickadee Forestry (Consent Agenda Item No. 13): The Commissioners expressed desire to understand more on various forest land inventory within Jefferson County including State transfer forest trust lands. The Commissioners reviewed the Scope of Work attached to the proposed agreement, but no final decision was made. The meeting was recessed at 11:56 a.m. and reconvened at 1:04 p.m. with all three Commissioners present. ADDITIONAL BUSINESS: Washington State Association of Counties (WSAC) Virtual Assembly with Attorney General Bob Ferguson re: Opioid Settlement: The Commissioners participated in the WSAC virtual meeting at 1:00 p.m., along with various other Washington counties. Attorney General Bob Ferguson, Division Chief for the Complex Litigation Division of the Attorney General's Office Jeff Rupert and WSAC staff commented on next steps in the $215 Million opioid settlement and requested that each county fill out pertinent forms. The meeting was recessed at 1:47 p.m. and reconvened at 2:02 p.m. with all three Commissioners present. WORKSHOP re: County Distribution Percentages for Secure Rural Schools Funds: Treasurer Stacie Prada, Assessor Jeff Chapman and Public Works Director Monte Reinders were present for discussion. Periodically, the Washington State Treasurer gives counties the option to change the distribution percentages for Title I, II and III monies made available under the Secure Rural Schools (SRS) and Community Self Determination Act. The Commissioners discussed the funding options. If the Commissioners decide to preserve the status quo, there will be no fiscal impact. If the Commissioners decide to reduce the Title I distribution percentage, the local school districts will be consulted as they receive 50% of those funds. After discussion, Chair Eisenhour opened the floor to allow public comments. One person commented. 3 Commissioners Meeting Minutes of September 6, 2022 After further discussion, Commissioner Dean moved to authorize the Treasurer to submit the form stating the County's continued interest in a split of Title I: 85%, Title II: 13%, and Title III: 2%. Commissioner Brotherton seconded the motion which carried by a unanimous vote. ADDITIONAL BUSINESS: Letter of Support re: Mason County PUD: Commissioner Brotherton reviewed a draft letter of support for Mason PUD's proposed comprehensive vegetation management project to clear vegetation fuels within their easement land (Funding Opportunity Number USDA-FS-2022-CWDG-CWSF/Mason County PUD 1). Commissioner Brotherton moved to send the letter of support, after confirming no objection from Jefferson PUD. Chair Eisenhour seconded the motion which carried by a unanimous vote. Commissioner Dean noted that since this was an additional business item with action, Public Comment should have been taken. Chair Eisenhour opened the floor to allow for public comments. One comment was received in support of the proposed Mason PUD project. COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners discussed the upcoming Washington State Association of Counties (WSAC) Fall Conference November 13-15, 2022 and reviewed upcoming meetings. The meeting was recessed at 3:04 p.m. and reconvened at 3:33 p.m. with all three Commissioners present. DISCUSSION re: 2022 Washington State Association of Counties (WSAC) Annual Courthouse Briefing to Discuss County Update and Review County Issues: WSAC President and San Juan County Commissioner Jamie Stephens and WSAC Executive Director Eric Johnson were present to discuss the annual update and current county issues across Washington State and in Jefferson County. ADDITIONAL DISCUSSION ITEMS: Not discussed.
