Joe Briggs, NACo West Region Representative, Commissioner, Cascade County, Montana GOVERNMENT AFFAIRS The Bipartisan Infrastructure Law (BIL): Open Funding Notices for County Governments -- Jessica Jennings * As of September 6, 2022, 14 funding notices from the BIL are open and county governments are eligible to apply for the roughly $7 billion in available competitive grant funds. * * Opportunities open now include: * Two broadband opportunities, one specifically for rural areas, funded ONLY in FY 2022 that counties can apply for directly through the U.S. Department of Commerce and the U.S. Department of Agriculture * U.S. Department of Transportation (USDOT) programs to address transportation and equity concerns, road safety, at-grade railroad crossings, rail infrastructure improvements and inaccessible transit stations * Programs administered through the National Oceanic and Atmospheric Administration to tackle marine debris and coastal habitat restoration * We will also look at a timeline of upcoming opportunities from the USDOT. Deferred Action for Childhood Arrivals (DACA) Program Update – Aaliyah Nedd * On August 24, the U.S. Department of Homeland Security issued a final rule to preserve and codify the Deferred Action for Childhood Arrivals (DACA) policy, which protects certain eligible noncitizens brought to the United States as children from deportation and allows them to legally work. * Hear an update on the final DACA rule and current pending legislation that would fortify the DACA program. Inflation Reduction Act Update – Sarah Gimont * On August 16, President Biden signed the Inflation Reduction Act (IRA) into law. Among other priorities, the law aims to reduce greenhouse gas emissions by 40 percent below 2005 levels by 2030. The IRA offers counties the opportunity to pursue clean energy initiatives and reduce emissions through new competitive grant programs, local resiliency investments and clean energy tax credits. * Hear an update on the IRA and its climate and energy funding opportunities for counties.
