Chair Brotherton called the August 18, 2022 virtual meeting of the Jefferson County Board of Health to order at
2:32 p.m. A quorum was present.
Members Present: Chair Greg Brotherton, Members Kate Dean, Heidi Eisenhour,Amanda Funaro,Al Hawkins and
Libby Wennstrom. Member Kees Kolff: excused absence.
Staff Present: Staff Members Denise Banker, Dr.Allison Berry, Alisa Hasbrouck,Apple Martine and Veronica
Shaw.
ANNOUNCEMENTS FROM THE CHAIR
In order to accommodate the schedules of medical professional guests from Jefferson Healthcare,Chair Brotherton
announced that the discussion of New Item 3,the Resolution Declaring Reproductive Choice,would take place at
approximately 3:00 p.m., other items on the agenda being moved as necessary to facilitate this.
Chair Brotherton introduced two new members of the Board of Health,Amanda Funaro,appointed to the new
Community Stakeholder member position, and AJ Hawkins, appointed to the new Consumer of Public Health
member position.
APPROVAL OF AGENDA
Chair Brotherton requested a motion to approve the agenda for August 18, 2022.
MOTION: Member Eisenhour moved to approve the agenda.Member Dean seconded the motion which carried
by a unanimous vote.

APPROVAL OF MINUTES
Chair Brotherton requested approval of the minutes for the July 21, 2022 Regular Meeting.
MOTION: Member Eisenhour moved to approve the minutes. Member Dean seconded the motion which
carried by a unanimous vote.
PUBLIC COMMENT
Chair Brotherton called for public comment.
The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their
personal opinions:
• Commenter queried the proper response to encountering drug use in public.
• Commenter expressed delight at the addition of two new board members.
• Commenter queried, in light of the C.D.C. modifying its COVID policies,would Jefferson County modify
policies such as mandatory vaccination of children.
Board members and staff addressed comments and concerns raised during the Public Comment Period, particularly:
• It is not recommended that members of the public attempt to intervene where illegal drugs are being used in
public. However, it is recommended to check on those who appear to be in distress.
• There is no policy of mandatory vaccination for children. However,the vaccine is highly recommended.
Last year, COVID was the fifth highest cause of death for children under 5 years of age.

1. Introduction of new Board of Health Members

2. Jefferson Healthcare Update
Board Member Kolff prepared a written statement concerning issues currently impacting the hospital and clinics,read
by staff member Martine.
NEW BUSINESS
3. Resolution Declaring Reproductive Choice a Human Right
Dr. Berry provided a presentation on abortion.
The resolution was read.
MOTION: Member Dean moved to approve and adopt the resolution. Member Eisenhour seconded the motion
which carried by a unanimous vote.
Discussion ensued,with the additional participation of Jefferson Healthcare CEO Mike Glenn, Dunia Faulx—
Executive Director of Population Health,Advocacy and Analytics, and Drs. Molly Parker,Joseph Mattern and Asif
Luqman.
OLD BUSINESS AND INFORMATIONAL ITEMS
3. Jefferson County Public Health Program Reports
Staff member Martine spoke about employment opportunities at Public Health, and presented the quarterly Highlights
Reel, featuring new and current Public Health programs.

4. COVID/MPV Pandemic Update
Public Health Officer Dr. Berry provided an update on the COVID-19 virus, and additional information on MPV (aka,
Monkeypox), including their current effects on Jefferson County and,more widely, statewide and nationally.
NEW BUSINESS
1. Drinking Water Policy Update
Staff member Hasbrouck described the county attorney's guidance in regards to the drafts of the new policies
Discussion ensued.
Board members requested that completed policies be presented in a codified format.
2. National Breastfeeding Month Proclamation
Staff member Obermeyer presented the proclamation,which was read by the board.
MOTION: Member Wennstrom moved to approve the proclamation. Member Funaro seconded the motion
which carried by a unanimous vote.

AGENDA PLANNING CALENDAR
The Agenda Planning Meeting for the September Board meeting will be held on September 7,2022 at 1:00 p.m.
The next Board of Health meeting will be held online as a virtual meeting on Thursday, September 15, 2022 from
2:30 p.m.—4:30 p.m.
ADJOURNMENT
Chair Brotherton adjourned the August 18,2022 Jefferson County Board of Health meeting at 4:30 p.m. until
the next Regular Meeting or Special Meeting as properly noticed.
