S. Planning Commission Updates
a. Commissioner Nilssen reports citizen comments on Port Ludlow development and
requests an update. Planner Peterson will request an update from Planner Johnson, who
is the planner for the Port Ludlow Master Planned Resort.
6. DCD Staff and Director Updates (5 minutes)
a. EnerGov Update —Josh Peters. DCD and Environmental Public Health (EPH) staff have
been trained on the new permitting software, EnerGov. We are now working through a
substantial testing protocol before we are able to "go live." The plan is to transition from
Tidemark to EnerGov, working through whatever issues remain, and then initiate the
customer portal that will enable online applications and other public -facing features. We
are moving as quickly as possible to get EnerGov up and running; however, that last step
involving the customer portal is not expected until sometime this fall.
b. DCD Staffing —Josh Peters. Sarah Bearman is no longer employed at DCD. Helena will
continue in her role as clerk to the Planning Commission until we are able to hire a
Planning Tech and/or assign someone else to those duties. Thank you for your patience.

7. General Information Item to Read and Receive
a. Shoreline Master Program Update — General Information Item to Read and Receive. DCD
had two virtual meetings with Ecology staff and our SMP consultant toward the beginning
on July to review topic areas and questions concerning the draft SMP update that we
submitted to Ecology months ago. Ecology had asked for a check -in before providing the
county with written comments. Once we receive those comments, we'll restart the
legislative process for updating the SMP. The next iteration of the proposal —assuming
some changes based on Ecology's comments —would go through a public process that
includes the Planning Commission and the Board of County Commissioners.
b. Housing Conversations with our Community event on August 18 —General Information

8. Legal Lot of Record Regulation Development Update — Bryan Benjamin

c. Discussion:
Commissioner Nilssen asks if the proposed regulations would impact the tax base. Planner
Benjamin will research the possibility.
Chair Hull asks for more detail about in -person outreach. DCD staff has held over 40 in
person conversations at farmers markets, and distributed 36 paper surveys.
Commissioner Koan asks if notice has been sent to property owners in the impacted
subdivisions. The postcards about the changing regulations are currently printing to be
mailed in the next week. Planner Benjamin has contacted all thirteen Home Owners
Associations in the impacted subdivisions, and the county's real estate association. The
survey will also remain open until the close of public comments to encourage
participation.
Commissioner Koan requests a Line -In, Line -Out copy of the proposed regulations before
the next meeting's hearing. The proposed regulations are a new chapter, so there is
previous version for a LiLo comparison.
Commissioner Sircely suggests that the lack of comment despite extensive outreach could
indicate that residents do not take issue with the proposed regulations.
Commissioner Koan asks for a definition of testamentary divisions, which are the process
of land division through a last will and testament.
Commissioner Nilssen would have wanted a copy of the postcard for property owners in
the impacted subdivisions to be included in this meeting's agenda. The copy he saw
through the Board of County Commissioners looked good.

Commissioner Koan asks for reference about the dollar value of resource lands in taxes.
Planner Peterson will investigate.
Commissioner Sircely said that tribal participation in the process was encouraging.
Commissioner Coker asked what is the projected life of these resources. Planner Peterson
reported that it is hard to estimate because their length of availability is based on
demand. However, the quantity of these resources is measured.
10. Planning Commission Retreat — Joel Peterson
The Commissioners agreed to a retreat on Saturday, September 17, from 9AM to 4PM
