SPECIAL ADVISORY BOARD MEETING
Jefferson County Library, Shold Conference Room

OPENING BUSINESS
Call to Order: Judith Lucia, called the meeting to order at 12:05 in the Shold Room
of the Jefferson County Library
Members Present: Joan Linderoth, Judith Lucia, Davis Steelquist, Trevor Huntingford,
Jane Storm and Steve Crosland arrived at 2:15pm
Members Absent: Liz Coker, Brian Miller, Philip Siemion
Agenda: The Best Tractor was added to the agenda. The agenda wos approved
os written, oll in favor.
Minutes: Paper copies of the May minutes were distributed. Judith Lucia noted
that on page 3, 2nd line, loose should be replaced with lose. Jane
Storm made a motion to approve the minutes as modified and Davis
Steelquist seconded it. The minutes were approved unanimously.
REGULAR/OLD BUSINESS
Study Circles Update
Matt Tyler leads a discussion about Study Circles. Matt is concerned about the amount of
time and energy required by the formal, full scale Study Circles process as defined by
Everyday Democracy. Matt has the idea of revamping the study circle process to make it
more efficient and realistic given the time constraints. Matt will bring the suggested
modifications to the process to the next meeting. The modifications will include joining
the Study Circles process with the process to update and rewrite the 2002 Parks,
Recreation, and Open Space Comprehensive Plan that is required by the Washington State
GMA.
Davis Steelquist: joins the Study Circle Committee. A member from each district should
be present in the Study Circle Committee.
Friends of Jefferson County Parks and Recreation Sub -Committee Report
Jane Storm offered many thanks to Trevor for providing the truck and personally driving
the Rhody Run float in the Rhododendron Festival Parade.
Jane Storm: Regarding the skate park, Fred Hill has been contacted many times but has
not replied. Fred Hill probably does not want to do the concrete donation at this time.
She has talked to Ryan Monks who was going to do a car wash but he had not done it yet.
Mike Fitzgerald said he would do everything except prepare the ground for $4600
(excluding concrete, rebar, and site prep.). Mike Fitzgerald wants to do the work in July.
Trevor Huntingford: Excavation equipment operators could be found if the rentals could
be paid for. The rental costs are pretty reasonable if the operators donate their time.
Jane Storm: Adopting the Rhody Run was putting the cart before the horse. In fall of 2007
the Rhody Run Board wanted to shut the run down and Jane felt it was a good idea to
form the Friends of Parks and Recreation to adopt the run. A vote was held and it was
unanimous for the Friends of Parks and Recreation to adopt the Rhody Run and the tax
exempt corportation: the P.T. Marathon Association.
Jane Storm: Everything was fine until the April meeting when concerns were expressed
about the change -over by the Rhody Run Board. Jane also became concerned about the
number of volunteers available for Friends of Parks and Recreation to do the Rhody Run.
It was then that Jane realized it was not feasible to simultaneously form the Friends of
Parks and Recreation and adopt the Rhody Run. Jeni Little became the Race Director and
did a terrific job with it. Jane suggested to Jeni that the timing was wrong for the
adoption. Jeni agreed. Jane suggests that we form our own tax-exempt non-profit
corporation instead.
Davis Steelquist: Intentionally stepped back because he thought too many Parks and
Recreation Board Members would be inappropriate.
Jane Storm: Let's organize a meeting of people interested in joining Friends of Parks and
Recreation. Jane will get that organized and call a meeting the week of June 16th, 2008.
Jane will find the place and call and email everyone.
Davis Steelquist: Suggests that people who are interested could get involved at anytime.
Davis will join the meeting.
Judith Lucia: Could we push for the first project to be the Skate Park?
Trevor Huntingford: Wants to do the Study Circles
Davis Steelquist: Is working on ideas for Parks Benches for the Friends
Steve Crosland: Next year I will run the Rhody! It has been written!
Jane: Suggestion that we do another board retreat. September is a good time.
NEW BUSINESS
Parks, Recreation and Open Space Comp Plan 2008
Davis Steelquist: The list of Park Amenities is discussed. This should stimulate the
conversation for planning. The new comp plan should be a living document. One example
of a clear need is restrooms at the Bob Bates Field. At the present time there are Sani-
Cans there. Committee will rework the process.
Jane Storm: Ideas for Friends to design affordable park benches and cast them out of
concrete. Jane will talk to her friends that do concrete casting.
Discount Policy for Seniors, People with Disabilities and Disabled Veterans
Matt Tyler: Shares the proposal and explains that it includes three passes for reduced
camping fees at the Jefferson County Campgrounds: seniors and people with disabilities
would get 50% off while disabled veterans would get free camping. This is the policy in
place for Washington State Parks, and it is a widespread concept. The policy would be
supported by the community and would probably not result in a reduction of revenue
because we would have more campers. In addition the campers we would attract would
be more responsible: more likely to clean up after themselves and be good citizens, etc.
Davis Steelquist: Suggests a charge of $1 for the pass.
) Jane Storm: Charge for the pass.
Matt Tyler: That provides a disincentive for people to actually obtain the pass, and since
we use the honor system, we could actually have people not get their passes. This
program will not generate a huge number of participants.
Joan Linderoth: Moves to adopt the proposal as written
Jane Storm: Seconds the proposal.
The motion carries unanimously.
Best Tractor
Davis Steelquist: Told about the 1922 Best tractor. It is special because it is one of just a
few that were built before the company became the Caterpillar company. He said the
tractor was not `preserved' before it was parked. It should be specially painted and
sealed and the fluids should be removed. It should be placed under cover. Some parts had
been stolen and the valve covers had been broken in. The tractor should be donated to
the Quilcene Museum if they can preserve it and get it under cover. Davis will find out if
the Quilcene Museum is interested in adopting the tractor.
MANAGERS REPORT
Recreation Report
Matt Tyler: A full summer of programming is underway. There are camps all summer long,
provided both by sub -contractors and internally. There is going to be a Quilcene Ranger
Run during the Quilcene Fair. Carrie Lennox is working out really well and has a
fundraising project (car washes) to raise money to fix up the Recreation Center. They are
painting and creating a special room for early childhood enrichment activities. WA -MU is
matching the funds raised by the car washes which are going really well.
Fields and Parks Report
Matt Tyler: Service Project is Saturday June 215t, 2008. 10am to 2pm HJ Carroll Park.
Jane and Matt will create invitations and Jane will send them out.
Matt Tyler: Parks are up and running at `full tilt'. The rain has been a blessing because it
has saved on irrigation water, but that will not last, and we have had to mow and weed a
lot more. The volunteer projects we have done have essentially helped open the parks in
good condition. In addition we have two fine volunteers at H.J. Carroll Park: Dennis and
Kathy Young.

Conference Room at 12noon.
