STATEMENT OF ISSUE: Public Health requests that the County Commissioners appoint Cameron Jones(Open Interest—Equity), Kalyn Marab(District 3), and Jessica Randall (Ecosystem Services)to serve the remainder of unexpired terms on the Conservation Futures Citizen Oversight Committee. ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S: Three vacancies on the CF Committee,to represent District 3 and two Open Interests(in addition to the Open Interest seat occupied by Craig Schrader),were advertised in the The Leader on July 20th and July 27th,2022. Mr. Jones,Ms. Marab and Ms. Randall each responded to the ad prior to the September 2, 2022 deadline. One additional person also applied for the District 3 seat. On September 9th,the committee chair, vice chair and one committee member interviewed the four candidates in person and, separately,the program coordinator spoke with each of them. The interview committee found all of the candidates to be worthy of recommending for membership and also generated a prioritized list,which is reflected in this appointment request. Mr. Jones is a small farm owner who has been employed locally by the Food Coop and is a member of Black Lives Matter and the U.S. Army Reserves. His education and training are in psychology and philosophy, permaculture and yoga instruction. He is a food and land access advocate with the Chimacum Center, a non-profit whose mission is to cultivate relationships, sow sustainability and grow more vibrant and equitable rural community through land-based interconnection, arts, advocacy and education. He would like to represent the Open Interest of"Equity". He has resided in Jefferson County for nine years. Ms. Marab is a graduate of the UW with a degree in Community Environment and Planning. She has volunteered with Jefferson County Search and Rescue and formerly led backpacking trips for youth in wilderness therapy. She and her partner own an arborist business,participated in the WSU forest stewardship program, and are active in the Pacific Northwest Chapter of the International Society of Arboriculture(PNW-ISA). She is particularly concerned with invasive species' spread and public engagement in land management,maintenance,trails and low impact recreation. She's resided in Jefferson County for seven years and has owned land in Quilcene for five years. She would like to represent District 3. Ms. Randall is a licensed acupuncturist and herbalist with a degree from Bastyr University, artist and environmentalist who has lived in Jefferson County for 13 years. She has volunteered for the PNW Forest Climate Alliance and the Center for Sustainable Economy; She is the director of the Emergency Conservation Committee—PNW. Among her many interests and concerns are forest health,water availability, social justice, impacts to the community from worsening traffic,and climate change. She would like to represent the Open Interest"Environmental Services". The interview committee highly recommends all three candidates to serve the remainder of three four-year terms on the CF Committee in the seats formerly occupied by JD Gallant, Lorna Smith and Scott Brinton. FISCAL IMPACT/COST BENEFIT ANALYSIS: There is no impact to the General Fund to appoint Cameron Jones(Open Interest—Equity), Kalyn Marab (District 3), and Jessica Randall(Ecosystem Services)to serve the remainder of unexpired terms on the Conservation Futures Citizen Oversight Committee. RECOMMENDATION: Public Health requests that the County Commissioners appoint Cameron Jones(Open Interest—Equity, through February 22,2024), Kalyn Marab(District 3,through June 22, 2023), and Jessica Randall (Ecosystem Services,through February 22,2024)to serve the remainder of unexpired terms on the Conservation Futures Citizen Oversight Committee.
