HomeMy WebLinkAboutMINUTES re: Regular Meeting of September 19, 2022 ¢:,ON �- ,t,, y DRAFT MINUTE S Regular Meeting — September 19, 2022, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA (Hybrid) CALL TO ORDER: Chair Heidi Eisenhour and Commissioner Greg Brotherton were present in-person and Commissioner Kate Dean participated in the meeting remotely. Chair Eisenhour called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: Chair Eisenhour called for public comments, and one comment was received. The Commissioners, County Administrator and Public Health Department staff addressed the comment APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. 1. HEARING NOTICE: RESOLUTION NO. 42-22 re: 2022 Third Quarter Budget Appropriations/Extensions; Various County Departments; Hearing scheduled for Monday, October 3, 2022 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA (HYBRID) 2. RESOLUTION NO. 43-22 re: Inactivate Fund 181; Jefferson County Emergency Road Reserve Fund 3. AGREEMENT, Amendment No. 1 re: Develop/Implement Coordinated Tobacco, Vapor and Marijuana Product Prevention and Intervention Strategies; Additional Amount of$70,000 for a Total of$124,761; Jefferson County Public Health; Kitsap Public Health District 4. AGREEMENT re: Upper Hoh Road/Olympic National Park MP 0.0— 12.0; County Road No. 914207; County Project No. 18019410; Jefferson County Public Works; U.S. Department of Transportation 5. CHANGE ORDER No. 1 re: Port Hadlock Wastewater Project; In the Amount of an Additional $6,098; Jefferson County Public Works; Ovivo USA, LLC 6. MINUTES re: Regular Meeting of September 12, 2022 and Special Meeting of September 12, 2022 (WSAC Virtual Assembly) 7. Payment of Jefferson County Vouchers/Warrants Dated September 12, 2022 Totaling $926,666.07 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 1 Commissioners Meeting Minutes of September 19, 2022 r) RAFT COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended and miscellaneous topics. WEEKLY COMMUNITY UPDATE: COVID-19, Monkey Pox Virus (MPV) and Emergency Management Update: Public Health Officer Dr. Allison Berry provided information on the viruses circulating in Jefferson County. COMMISSIONERS' BRIEFING SESSION- Continued: The Commissioners and County Administrator discussed recent meetings they attended, miscellaneous topics and reviewed upcoming meetings. CLOSED SESSION: A Closed Session was scheduled from 10:30 a.m. to 11:00 a.m. Chair Eisenhour announced that the Closed Session will be held from 10:30 a.m. to 11:00 a.m. with the County Administrator, Human Resources Director, Sheriff, Undersheriff, and Jail Superintendent to Plan or Adopt the Strategy or Position to be taken by the governing body during the course of Collective Bargaining, Professional Negotiations, or Grievance or Mediation Proceedings, or to Review the Proposals Made in Negotiations or Proceedings while in progress not subject to the Open Public Meetings Act under exemption RCW 42.30.140(4)(b). The Board concluded the Closed Session and resumed the regular meeting at 11:00 a.m. PROCLAMATION re: Proclaiming September 2022 as Olympic Peninsula Eat Local First Month: Chair Eisenhour thanked all the local farmers for their hard work. All three Commissioners read aloud the proclamation. Commissioner Dean moved to approve the proclamation as read. Commissioner Brotherton seconded the motion which carried by a unanimous vote. Chair Eisenhour apologized for not approving the proclamation earlier in the year. Commissioner Brotherton suggested that next year the proclamation recognize those who grow their own food. COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and County Administrator reviewed upcoming meetings and miscellaneous topics The meeting was recessed at 11:24 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. WORKSHOP re: Legal Lots of Record Regulation, Review Planning Commission and Staff Recommendations, Including Revisions Made to the Initial Proposed Ordinance: Department of Community Development(DCD) Director Brent Butler, Associate Planner Bryan Benjamin and Civil Deputy Prosecuting Attorney Barbara Ehrlichman were present to discuss legal lot of record regulations which included review of proposed changes to the Unified Development Code (UDC), and staff recommendations. During the discussion,the Commissioners heard from three members of the Planning Commission. After discussion, Chair Eisenhour called for public comments. One comment was received. Chair Eisenhour reminded the public that the comments received today are not part of the hearing record, but that they can provide oral and written testimony for the hearing on September 26, 2022. 2 Commissioners Meeting Minutes of September 19, 2022 ADDITIONAL DISCUSSION ITEMS: The Commissioners and County Administrator reviewed the following: • BOCC Meetings/End of year holidays NOTICE OF ADJOURNMENT: Chair Eisenhour adjourned the meeting at 3:55 p.m. until the next regular meeting or special meeting as properly noticed.
