Applicant reserves the right to call substitute witnesses to testify to these reports if any of
the witnesses identified above become unavailable. Applicant also reserves the right to submit
additional expert reports at hearing in rebuttal to testimony, expert reports, and exhibits
introduced by Appellant, for impeachment, or as otherwise allowed by the Hearing Examiner
Rules of Procedure.
