Kevin has been managing and conducting environmental noise and vibration studies for
over 23 years, primarily in the US and Canada. Kevin’s project responsibilities have
included management, measurement, modeling, impact and mitigation assessment, and
ongoing support as an expert witness. Projects have included assessment at industrial
facilities, large‐ and small‐scale construction projects, mines, gravel quarries,
transportation (road and rail), renewable power generation facilities (wind and solar),
ports, motor racing parks, agricultural facilities, entertainment venues, and even wildlife
areas. Kevin is experienced in the use of sound level meters and vibration monitors,
including remote‐access, long‐term monitoring stations. Kevin has been a member of the
Institute of Noise Control Engineering (INCE) since 2014. He is an Ontario MTO certified
Acoustics Specialist and a recognized WSDOT Lead Noise Analyst. Kevin has also served as
a recognized noise expert at both county and municipal‐level hearings in the US.
Project Experience Highlights
General Compliance Assessments: Compliance assessments and mitigation review in
support of conditional land‐use permits, complaints reviews, new construction, and
others. Clients have included general industry, ports, landfills, mines, transfer stations,
developers, hospitals, and others.
Construction Noise Assessment: Impact and mitigation assessment of noise and
vibration from construction activities. Efforts have included source measurements,
modeling, assessment of construction phasing, mitigation, construction noise and
vibration management plans, short‐term and continuous noise and vibration monitoring,
nighttime noise variance application support, coordination with regulators, and
community engagement.
Agricultural Businesses: Impact and mitigation assessment of grain handling and storage
for both small‐scale and large‐scale grain elevator facilities, including assessment of fans,
dryers, elevators, farming equipment and others. Impact and mitigation assessment of
processing related to beef, poultry, and pork, including standard and specialized
processing equipment. Impact and mitigation assessment of processing facilities
including corn and soy. Served clients in both US and Canada, including small‐scale
co‐ops, large‐scale grain handling facilities, and animal processors.
Renewable Power Generation: Noise impact assessment, post‐construction monitoring,
and third‐party review of wind and solar power projects in U.S. and Canada. Noise impact
assessments completed using models such as CadnaA; noise monitoring completed
including use of remote‐access measurement systems.
Noise Source Investigation: Investigative review of offending noise sources for industrial
facilities in Canada and the U.S. Assessments include source measurements, detailed
review of facility operations, ambient monitoring, and assessment and analysis using
various tools and models. If required, mitigation is recommended and verified once
implemented.
Transportation Noise Assessments (Road and Rail): Traffic noise impact and mitigation
assessments for minor road widenings to multi‐billion‐dollar new highway projects
including the Rt. Hon. Herb Gray Parkway (formerly Windsor Essex Parkway) in Windsor,
Ontario. Assessment of transit facilities including buses, light rail, heavy rail, and
monorail. Modeling completed using CadnaA, FHWA TNM or STAMSON. Mitigation
assessments have included noise barrier design (alignment, height) and cost‐benefit
analysis. When needed, presented material at public information meetings.
Underwater Noise: Ongoing local staff training on principals of underwater acoustics,
underwater noise measurement, and assessment of impact.

Expert Testimony Experience Highlights
New Self‐Storage Project, West Seattle, WA. Completed an assessment of noise
regarding the construction and operation of a proposed new self‐storage facility in West
Seattle. Noise assessment included ambient monitoring, modelling analysis, and
documentation. Provided expert testimony at the City of Seattle hearing.
Motor Race Facility, Kent, WA. Completed an assessment of noise from construction and
operation of a proposed new building complex at an existing motor racing facility. Noise
assessment was completed in support of an Interim Use Permit (IUP). Provided expert
testimony at the IUP hearings in King County.
Wind Project, IL. Completed review of a proposed new county‐level wind noise
ordinance and provided expert opinion at a county‐level public meeting. At client’s
request, developed and submitted a comprehensive wind noise ordinance for County
consideration.
Proposed Motocross Facility, Granit Falls, WA. Completed assessment of proposed new
motocross facility in Granit Falls, Snohomish County, WA. Assessment was in support of a
Conditional Use Permit (CUP) application. Provided extensive testimony at County CUP
hearings.
Private Skate Park, Malibu, CA. Completed an assessment of noise from a proposed
skate park at a private residence in Malibu, CA. Work included ambient measurements,
source measurements, and assessment of noise compliance and impact within the
community. Provided expert testimony at City of Malibu municipal hearing.
Seaplane Facility, Kirkland WA. Completed assessment of noise from a proposed
seaplane facility in Kirkland, WA. Work included measurements and assessment of noise
compliance and impact at nearby homes. Provided expert testimony at City of Kirkland
municipal hearing.
