As most residents of Jefferson County, I am not in a position to dedicate the time and go through the appropriate analysis that it would require to personally review and assess the proposed
ordinance regarding determination of legal status of lots. Therefore, I will make some general remarks after having reviewed comments prepared by Marcia Kelbon regarding this ordinance.
1. I agree that the determination that a lot is not a legal lot of record should not be binding in view of the possible modification of the county comprehensive plan or other changed
circumstances.
2. I agree with focusing on the issue of large developments based on substandard lots rather than imposing requirements on owners of single lots. The county government should make
it a priority to avoid requirements on real property owners that are burdensome, costly, unanticipated and avoidable.
3. I support development of substandard lots to address the unacceptable, years long emergency of inadequate availability of reasonably priced housing.
4. I object to regulations that would pit neighbor against neighbor if one land owner effectively has a veto right regarding his neighbor's property development.
5. I do not support evaluation of an entire plat at once if it provides a potential loophole for large developments.
6. I do not support additional regulatory requirements regarding a site development review permit application before submission of any development permit application.
