Hello Commissioners!
I just wanted to share an email with you describing what PA City Council is doing to help conserve Legacy Forests. Klallam County is beginning to step up! It’s just nice to know we aren’t
the only ones, right?
I hope you’re all enjoying this beautiful (and very dry) fall.
Happy Autumnal Equinox,
Jessica

Hi Elizabeth,
Just letting you know that City Council at last nights meeting approved sending a letter to DNR and CC'ing our state representatives for a delay in the Aldwell Timber sale so we can
analysis impacts to the Cities water supply in addition to the new climate action plan goals. We also discussed the Carbon Offset Program as an option and working with DNR in identifying
legacy forests that need protection. Lindsey also mention the School Superintendent Reykdal has also initiated discussion that school funds should not be tied to timber sales. Thank
you for organizing the phone support and the email support, all council members approved.

Council Member

Dear Councilmembers:
On Sept. 6, the WA Board of Natural Resources (BNR) approved logging of legacy, structurally complex forest (not monocrop plantations), in the Elwha River Watershed. This legacy forest
known as the Aldwell timber sale (166 acres) is just off Highway 101. You can see some photos here <https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fphotos.google.com%2Fshare%2FAF1Q

After DNR approves timber sales, its next step is to put up the timber for auction. Aldwell is currently up for auction on October 26, 2022 <https://gcc02.safelinks.protection.outlook.com/?url=https
%3A%2F%2Fwww.dnr.wa.gov%2Fpublications%2Fpsl_ts_oct22_aldwell_packet.pdf&data=05%7C01%7CLOsuggs%40cityofpa.us%7C13c58a8229e5480d623308da9ab4a1aa%7C57b967ad7ef047f092f508dad41714f3%7C0%7C0%7C637992398

legacy forest in Clallam County, known as Morse Siebert Divide (70 acres), is also set for auction on that date.
The Aldwell timber sale includes approximately 92 acres above the Little River Road (see attached map) and features large patches of legacy forests with large diameter trees, complex
forest canopies, and legacy forest characteristics including snag and large wood on the forest floor. These older forests store and sequester carbon and as intact ecosystems play a
key role in fighting the climate crisis.
The Elwha River Watershed is of critical importance to the City's residents who rely on the Elwha River for their drinking water. Logging in the Elwha River Watershed may negatively
impact our drinking water.
The Aldwell sale also borders popular hiking trails on DNR land.
Those surveying the sale, including ecologist Catharine Copass with the Olympic Forest Coalition, have also raised concerns that: (1) inadequate protection of unstable slopes in Unit
2 has the potential to impact Little River Road; and (2) Road reconstruction along Indian Creek could severely impact important fish habitat in this tributary to the Elwha. The Federal
Government has spent over $327 million on restoration of the Elwha Watershed, and the Little River Tributary is vital habitat for listed and endangered salmonids that are now accessing
portions of the upper Elwha and tributaries that have not been accessed for over 100 years.
DNR has delayed auctions of approved timber sales, or otherwise pulled the forests from harvest, based on concerns expressed by local communities and governments, including in Jefferson

Both Aldwell and Morse Siebert Divide should be included in the carbon offset program, or otherwise conserved. To my knowledge, DNR has not, thus far, identified timber sales in Clallam

Local governments opposing logging in legacy forests have done so in a way that is sensitive to the present needs of a forestry economy while recognizing the unique, and irreplaceable
attributes of these legacy forests.
Please ask DNR to pause auction of Aldwell so that the City can assess its impact on our drinking water supply, consider how it interfaces with the goals set forth in the City’s Climate
Resiliency Plan, and consider alternatives to logging this legacy forest.
Thank you!
