I have more info for you! 😊 I see the dates looking at Clark & Kitsap I assume the Jefferson County is Referring to these dates as well, but as they are not clearly defined, the
reference is for all lots for all time, which means lots prior to 1969. Please have the DCD add the following dates to the Innocent Bystander Section, even if they might be referenced
elsewhere under an RCW. Don’t hate me, Lizanne

The innocent purchaser exception requires the subject parcel to meet minimum zoning requirements currently in effect or in effect at the time the parcel was created. The current owner
must have purchased the property in good faith, and did not have knowledge that the property was divided from a larger parcel after the following dates:
* August 21, 1969, in the case of subdivisions.
* After July 1, 1976, in the case of short plats.
* After April 19, 1993, in the case of any segregation resulting in parcels of 5 acres or larger
Innocent Purchaser Exception. Jefferson 18.12.100
(2) Innocent purchaser for value exception. The director may approve the creation of a lot, parcel or tract that otherwise violates JCC Title 18 or Chapter 58.17 RCW under the limitations
contained in this section. Any lot that qualifies for an innocent purchaser for value exception must still satisfy the requirements of JCC 18.12.050 to become a legal lot of record.
(a) To qualify for an innocent purchaser for value exception, the applicant must demonstrate the following:
(i) The applicant purchased the lot, tract or parcel for value; and
(ii) The applicant did not have actual notice that the lot, tract or parcel had been part of a larger lot, tract or parcel that was subdivided.
(b) All contiguous lots created in violation of chapter 58.17 RCW that are under the same ownership at the time of application for innocent purchaser status shall be recognized only
as a single lot and shall be combined through a boundary line adjustment.
