The following information is needed to continue review of your project. (1) GARAGE: Please confirm that the highlighted portion on the submitted site plan (received 06/14/2022) is the proposed footprint of the attached garage. Please also confirm that the entire footprint of the attached garage meets the 25 foot setback from the road right of way. (2) GEOHAZARD AREA: Upon review of Jefferson County GIS Maps, the proposed new single family residence with attached garage is located in a geological hazardous area (Shoreline Slope Stability Area - Unstable Slope). The applicant has the option to consult a geotechnical professional to conduct a geological assessment of the entire proposed project area. However, the Jefferson County Department of Community Development recommends that the applicant pursue the special report waiver process instead. The applicant has the option to apply for a special report waiver to request a waiver from the geotechnical report (JCC 18.22.910). A special report waiver would be reviewed by a staff member and would involve a site visit to assess your proposed project area for existing geological hazard areas. However, the application for a waiver does not guarantee a determination that the geological hazardous areas do not exist or that an exemption from critical area protection standards will be granted. Please notify the assigned planner (Ms. Hunt) if the applicant would like to request a special report waiver. PLEASE NOTE: Site Plan revisions, Notice to Title, and/or Hold Harmless Agreement may be requested after staff review of the submitted Geotechnical Report or Waiver is completed. (3) STORMWATER: The submitted Stormwater Plan and Site Plan are currently under review by the Jefferson County Department of Community Development and the Jefferson County Department of Public Works. Please note that additional information may be requested after review by both departments is completed. Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 11/30/2022. The following information is needed to continue review of your project. (1). NOTICE TO TITLE: A Notice to Title, prepared in conjunction with the submitted 2020 Geology Hazard Assessment, has been sent to the Jefferson County Department of Community Development ("DCD") UDC Administrator for review and approval. Once the Notice to Title is approved, Ms. Hunt will send the applicant the document for recording. Please follow the recording instructions below: a.The applicant will review and sign the Notice to Title. b. The applicant will notarize the Notice to Title at a professional notary. c. The applicant will record the Notice to Title at the Jefferson County Auditor’s Office (1820 Jefferson Street, Port Townsend, WA 98368), which is approximately 5 minutes from the Jefferson County DCD office by car. The applicant may need to call ahead and make an appointment to record the document (Jefferson County Auditor’s Office; 360-385-9116) d. The applicant will send the AFN# (on copy of recorded Notice to Title) to the assigned planner after the Notice to Title is recorded. (2). STORMWATER: After consulting the Jefferson County Department of Public Works ("Public Works") Stormwater Engineer, the revised site plan proposing a bioswale and water tank for stormwater management cannot be approved by Jefferson County DCD. Bioswale designs are appropriate for heavy pollution draining surfaces, such as for industrial projects, and not for residential development. To meet the minimum requirements of the 2019 Stormwater Management Manual for Western Washington ("2019 SWMMWW"), Jefferson County DCD and Public Works are recommending continuing with the stormwater plan/site plan received on June 14th, 2022. Please submit the following information to the assigned planner: a. Please submit a letter or report from a Licensed Stormwater Engineer confirming that the large drainage basin (15 x 30 x 18 Drywell) has the ability to overflow into the Cape George Subdivision Engineered Drainage Plan. Any stormwater that cannot infiltrate in the large drainage basin/drywell is required to flow into the Cape George Subdivision engineered drainage areas. If the Licensed Stormwater Engineer confirms that the large drainage basin/drywell has the capacity to manage stomrwater completely on-site, please have the Licensed Stormwater Engineer describe that finding in the letter or report. The letter or report shall also state that the large drainage basin/drywell has enough capacity to manage BOTH the proposed driveway and roof stormwater runoff. The Licensed Stormwater Engineer shall work with the Cape George Subdivision Homeowners Association and the adjacent property owner (parcel 938100432). The letter or report shall include all legal documentation that pertains to the rights of the drywell, given that the drywell is located across multiple private properties. Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 12/7/2022. Please have the landowner or authorized representative sign the Stormwater Calculation Worksheet and page 6 of 6 on Worksheet B1. c. The applicant has selected BMP T5.12 Sheet Flow Dispersion for managing stormwater on a specific section of the proposed driveway. BMP T5.12 Sheet Flow Dispersion requires a 2 ft gravel transition zone and 10 foot vegetated flow path. Please revise the site plan showing and labeling the 2 ft gravel transition zone and 10 ft vegetated flow path. PLEASE NOTE: The DCD UDC Administrator is required to review the submitted stormwater plan/site plan before the assigned planner can sign off the Zoellick Building Permit Application (BLD2022-00340). Additional revisions may be requested upon review.
