NOTICE OF PUBLIC HEARING
Proposed Parks, Recreation, Open Space, and Trails Comprehensive Plan
NOTICE IS HEREBY GIVEN that a public hearing will be held by the Jefferson County Board of
Commissioners on Monday, October 10,2022 at 10:30 a.m. in the Commissioners' Chambers,
County Courthouse, 1820 Jefferson Street, Port Townsend, WA. Notice of said hearing is to be
published in the official newspaper of Jefferson County.
This hearing is to inform citizens of the 2022 Parks, Recreation, Open Space and Trails plan, and
receive comments regarding the plan prior to its adoption by the Jefferson County Board of
Commissioners.

Subject: Public hearing for the 2022 Parks, Recreation, Open Space, and
Trails plan
Statement of Issue: A public hearing for the 2022 Parks, Recreation, Open Space and
Trails Plan (PROS Plan) was set by the BoCC for September 26, 2022 at 10:30 a.m. A
resolution to approve and adopt the PROS Plan has been prepared and included with
this agenda request.
Analysis/Strategic Goals/Pro's Et Con's: The 2022 PROS plan was formally
recommended by the JCPRAB on August 4, 2022, and presented to the BoCC on August
22, 2022. The 2022 PROS Plan provides long range planning required by the GMA;
qualifies Jefferson County to apply for Recreation and Conservation Office (RCO)
grants, and is adopted by reference in the Jefferson County Comprehensive Plan. The
public hearing has been properly advertised, and will enable final public comment
and input prior to adoption.
Fiscal Impact/Cost Benefit Analysis: The valuable volunteer efforts of the JCPRAB
made this plan possible including: updating the capital improvement plan, conducting
parks tours, community involvement with individuals and organizational partners, and
program evaluation. Expense of the public hearing includes staff time and advertising
costs.
Recommendation: Review the included resolution. Hold a public hearing on
September 26, 2022 at 10:30 a.m.

IN THE MATTER OF ADOPTING }
THE JEFFERSON COUNTY } RESOLUTION NO. _
PARKS, RECREATION, OPEN SPACE }
AND TRAILS PLAN I
WHEREAS, the Jefferson County Parks, Recreation and Trails Plan was last updated in June of
2015; and,
WHEREAS, the Jefferson County Parks, Recreation, Open Space and Trails Plan should be
updated on a regular basis; and,
WHEREAS, the Jefferson County Parks and Recreation Advisory Board held numerous public
meetings to better develop a parks, recreation, open space and trails plan consistent with the
interests and views of organization partners and of the community -at -large; and,
WHEREAS, the Jefferson County Parks and Recreation Advisory Board conducted annual park
inspection tours from 2015 to 2022 and created a continuously updated ranked capital
improvement plan; and,
WHEREAS, the Jefferson County Parks and Recreation Advisory Board unanimously
recommended the 2022 Parks, Recreation, Open Space and Trails Comprehensive Plan for
adoption by the Jefferson County Board of Commissioners; and,
WHEREAS, the Jefferson County Commissioners held a duly and widely publicized public
hearing on the revised Jefferson County Parks, Recreation, Open Space and Trails Plan; and,
WHEREAS, in the judgment of the Jefferson County Board of Commissioners, the policies of
the revised plan reflect input received regarding future parks, recreation, open space and trails
improvement, development and retention; and,
WHEREAS, said revised plan encourages orderly, responsible, and knowledgeable development
and improvement of parks, recreation, and open spaces within the County;
NOW THEREFORE BE IT RESOLVED that the Jefferson County Board of Commissioners do
hereby approve and adopt the 2022 Jefferson County Parks, Recreation and Open Space Plan, as
attached.
