ADMINISTRATIVE SERVICES CONTRACT
THIS AGREEMENT is entered into this /7ay of December,
1978, by and between JEFFERSON COUNTY, acting by and through its
duly elected Board of Commissioners, and CLALLAM-JEFFERSON COUNTY
COMMUNITY ACTION COUNCIL, INC. (Council) , acting by and through
the Community Action Board Chairman.
WHEREAS, Jefferson County, Clallam County, the City of
Port Townsend and the City of Port Angeles have entered into an
Interlocal Cooperation Agreement, and, whereas, the four entities
have submitted a joint application to the Department of Housing
and Urban Development for a Community Development Block Grant for
funds to be used in rehabilitation of housing for moderate and
low income families; and
WHEREAS, Jefferson County has been designated as the
"Lead Agency" and has been authorized to contract with other
agencies for the services required in preparation of grant application
documents and for administration of grant funds received; and
WHEREAS, the Council hereby states that it has the
personnel, expertise and facilities to perform all aspects of the
administration of the housing rehabilitation grant received from
HUD; Now, Therefore,
IT IS AGREED:
(1) HUD has accepted the joint application and has
provided or will provide funds through a grant for rehabilitation
of housing for moderate and low income families within the boundaries
of the applicants. The Council will perform all aspects of administra-
tion of the HUD grant monies.
(2) As administrator of such monies, the Council shall
comply with all federal and state legislation and with all HUD
rules and regulations . Further, the Council shall provide documentation
to Jefferson County to assure that all funds expended are used
for the purposes and in the manner authorized by the said grant.

(3) The Council may subcontract any portion of the
work which is to be performed under the terms of this Agreement;
however, any subcontractor must be approved by Jefferson County
prior to commencement of any work to be performed by the said
subcontractor.
(4) Periodically throughout the term of this Contract,
the Council will bill Jefferson County for the work performed.
The Council will bill for any consulting work which it has subcontracted
at the rate which the Council was billed by the subcontractor.
The maximum amount which the Council may pay a consulting subcontractor
is $30. 00 per hour. The maximum total amount which the Council
may pay for subcontractors is $10, 000. 00 . It is understood that
certain details of the administration of this grant can more
efficiently be performed by subcontractors; however, use of
subcontractors by the Council will be kept to a minimum consistent
with efficient administration of the program.
(5) The Council will bill for its administrative
services performed in administering the grant at the rate of
$10. 00 per hour. The maximum amount which the Council will be
paid for administrative services is $40, 000. 00, unless there is
prior approval of such excess amount by Jefferson County.
