Site Location: Parcel number 001324050; 340 Adelma Beach RD, Port Townsend, WA 98368.
Description of Proposal: Lateral Expansion in Shoreline Residential Designation for the addition of a 14x18 ft
bedroom with unfinished storage for kayaks below, landward replacement of existing front mudroom/porch with
new mudroom/porch; interior remodel of existing kitchen and bathroom to expand into existing bedroom space.
Note that there will be a net zero sum gain of total bedrooms and bathrooms.

Land Use:
• Zoned Rural Residential 1:5 (RR1:5)
• Setbacks: Adelma Beach RD – 20 feet; Adjacent Parcels Zoned RR1:5 - 5 feet; Ordinary High Watermark
– 150-foot buffer +10-foot building setback. 160-foot total buffer.
• Project is SEPA-exempt (State Environmental Policy Act) per WAC 197-11-800(1)(b)(i).
• Stormwater – Drainage plan shall meet JCC 18.30. Any proposed development with stormwater runoff
must comply with the minimum standards of the 2019 Ecology Stormwater Management Manual for
Western Washington.
• The home was built in 1984 and is legal non-conforming structure, the building permit was BLD1984-
00149.
Shoreline Master Plan:
• Shoreline Designation: Shoreline Residential
• Application must comply with Jefferson County Code (JCC) Chapter 18.25- Shoreline Master Plan (SMP).
Under the SMP 1:
o Conditional Discretionary Use permit (C(d)), required for enlargement or expansion of
nonconforming single-family residences and normal appurtenances by the addition of space to
the exterior of the main structure or normal appurtenances where the expansion/enlargement
occurs vertically, laterally or landward, but not waterward, of the structure. (JCC18.25.660(9)).
o Type II process which requires noticing and a 30-day public comment period. However, in
accordance with Chapter 18.40 JCC, the administrator may on a case-by-case basis refer a
discretionary conditional use permit application to the hearing examiner to be processed
according to the procedures for Type III land use decisions established in Article IV of Chapter.
o A habitat management plan with associated planting and mitigation plan shall be required and
shall be an equivalent to disturbed area in another area of shoreline buffer to be enhanced
through planting of native vegetation, including additional mitigation as appropriate.

o After Jefferson County permit decision and 10-day appeal period to the hearing examiner, the
application shall be sent to the Department of Ecology for review. After the final decision by ECY,
a 21-day appeal period begins. If approved, no construction can begin until all appeal periods
have ended.
Critical Areas:
• Mapped Stream – likely greater than 20% slope. Requires a 75-foot buffer if present on property. To be
confirmed by biologist in report. If present potential for a 25% Buffer Reduction with appropriate
mitigation. If in the inner 75% of buffer, the applicants may need a Critical Area Stewardship Plan
(CASP).
• Unstable Shoreline Slope, moderate landslide hazard requires geotechnical report and notice-to-title.
• SARPA Critical Aquifer Recharge Area
• Coastal SIPZ
Application & Fees Estimate:

Revise the current site plan to show a detail of the additions, removal of deck.

o A building permit will be required prior to beginning project. This may be applied for at time of
Shoreline Development Permit (SDP) Application or after approval of SDP.

• Additional DCD fees may also include: SEPA review, recording fees, and other appropriate fees if
applicable after the pre-application conference, building permit fees. Fees are based on 2022 fee
schedule and are subject change.

JCC 18.40.090(5) Assurances Unavailable. It is impossible for the conference to be an exhaustive review of all
potential issues. The discussions at the conference or the information provided by the administrator shall not bind
or prohibit the county’s future application or enforcement of all applicable laws and regulations. No statements or
assurances made by county representatives shall in any way relieve the applicant of his or her duty to submit an
application consistent with all relevant requirements of county, state and federal codes, laws, regulations and land
use plans. Pre-applications do not vest any portion of the development proposal. The applicant should read and
understand all applicable statues, regulations, and rules.
