MEMORANDUM OF UNDERSTANDING
between
NORTH OLYMPIC HEALTH PLANNING COUNCIL
and
JEFFERSON COUNTY COMMUNITY SERVICES BOARD

I. INTRODUCTION
Under terms of its designation agreement with the Department of
Health, Education and Welfare, the Puget Sound Health Systems
Agency, hereinafter referred to as HSA, is obligated to carry
out effective health planning for Health Service Area No. 1 in
the State of Washington and to promote the development within
the area of health services, manpower, and facilities which meet
identified needs, reduce documented inefficiencies, and implement
the health plans of the Agency. The North Olympic Health Planning
Council, hereinafter referred to as NOHPC, is recognized by the HSA
as the entity responsible for carrying out responsibilities out-
lined in the designation agreement for Clallam and Jefferson counties,
functioning under policies established by the parent organization.
Under the terms of the State Community Mental Health Services Act (R.C.W.
71.24 State of Washington) , the State Uniform Alcoholism and Intoxication
Treatment Act (R.C.W. 70.96A State of Washington, and the State and Local
Services for Mentally Retarded and Developmental Disabilities Act (R.C.W.
71 .20 State of Washington) , the Jefferson County Alcoholism Administrative
Board, an advisory board to the Jefferson County Commissioners, hereinafter
referred to as the Board, is obligated to carry out planning for alcoholism
services for Jefferson County.
There is in P.L. 93-641 explicit recognition of the need for coordination
of effort between the HSA and its subarea councils on the one hand and
other public entities responsible by statutory mandate to plan and to
allocate resources for specific health services. Section 1513 (d) of the
Act specifically requires such coordination with (1) the Professional

Standards Review Organization (PSRO) , (2) Public entities designated as
regional clearing houses for review of federal grant applications (the
"A-95" agencies) , and (3) Other appropriate general or special purpose
regional planning and administrative agencies, and (4) Any other approp-
riate entity.
It is the intent of this Memorandum to coordinate planning activities.
of the NOHPC and the Board to the end that planning for Jefferson County,
while continuing to be a separate and distinct endeavor as set forth by
R.C.W. 71.24, 70.96A, 71.20 State of Washington, will be coordinated
with the overall planning for health services set forth by P.L. 93-641
and that the NOHPC will not duplicate the efforts of the Board.
II. TYPES OF ACTIVITIES TO BE CARRIED OUT
The parties to this Memorandum of Understanding agree that
nothing in the Memorandum is intended to detract from nor to
inhibit the discharge of responsibilities of each of the parties
as cited in the Introduction.
III. ORGANIZATIONAL LIAISON
Each party will be invited to designate a board member to attend
regularly scheduled board meetings of the other as a liaison
information exchange contact. Each party will exchange minutes
of the meetings of their boards.
Staff of the NOHPC and Board staff and/or their program re-
presentative, shall meet as needed to discuss areas of mutual
interest in health planning. This group may include volunteers
from NOHPC and the Board and/or their program representative.

Such meetings shall include as appropriate, discussion of the
sharing of studies or parts of studies, being developed by either
party, of common concern and interest.
Staffs of both parties are encouraged to interrelate at will
regarding any issues concerning the joint responsibilities
prescribed by local, state, or federal laws.
IV. DATA EXCHANGE
Data relating to mental health service, alcoholism and intoxication
treatment service, and developmental disability service statistics
will be shared upon request to the extent the data is readily
available or can be obtained with little or no additional ex-
penditure of time or money.
V. PLAN DEVELOPMENT
Each party has 30 days to review and comment on drafts of planning
documents. The Board will have not less than 30 days to review .
and comment on the Health Systems Agency's Health Systems Plan
and Annual Implementation Plan. The NOHPC and the Board agree to
cite in their respective planning documents areas where planning
by either has implications for planning by the other.
VI . TECHNICAL ASSISTANCE
Both parties agree to provide technical assistance, upon request,
within the limits of resources available.
VII. RESOLUTION OF DIFFERENCES BETWEEN THE PARTIES
In the event that there are differences between the parties, the
mechanisms that will be used to resolve these differences will
be (1) joint staff discussions with recommendations to the res-
pective governing bodies, and (2) discussions between ad-hoc
committees including staff and volunteers representing both parties.

VIII. REVIEW OF MEMORANDUM
This Memorandum will be reviewed at least annually by each party
and following such review, will be extended for another year by
signature of the North Olympic Health Planning Council President
and the Chairman of the Jefferson County Alcoholism Administrative
Board.
IX. AMENDMENTS
Amendments to this Memorandum may be proposed by either party at
the time of the annual review or at any other time. The party
proposing an amendment will provide a written notice of the pro-
posal not less than 60 days prior to the date the amendment is
to be discussed.
X. TERMINATION
This Memorandum of Understanding may be terminated by either party
on 60 day written notice to the other party. When such a notice
of intent to terminate is sent, the parties agree to meet not less
than 30 days from the proposed date of termination in an attempt
to work out whatever problems led to the notice of intent to ter-
minate.
XI. AGREEMENT
The 'undersigned parties agree to this Memorandum of Understanding
which shall be effective when it has been approved by the Board
of Directors of the North Olympic Health Planning Council and
either the Board of Directors or the Executive Committee of the
HSA and the Board of Directors of the Jefferson County Alcoholism
Administrative Board and the Jefferson County Commissioners.
