G79-016B BETWEEN THE DEPARTMENT OF ECOLOGY AND JEFFERSON COUNTY APPENDIX "A" SCOPE OF SERVICES I . ADMINISTRATION AND ENFORCEMENT OF SHORELINE MANAGEMENT MASTER PROGRAM FOR JEFFERSON COUNTY PROJECT GOAL: The project goal is to effectively and equitable administer and enforce the Jefferson County Shoreline Management Master Program for Jefferson County. The Master Program is an intergral part of the statewide shoreline pro- gram, hence , a necessary element of Washington State's Coastal Zone Management Porgra m. GENERAL PROJECT DESCRIPTION: Since the inception of the Shoreline Management Act of 1971 and the Coastal Zone Management Act of 1972 , local governmental units have incurred the primary burden for practicable implementation of these laws . While financial assistance has been provided for baseline inventories and initial program development, funding for staff and overhead has been the responsibility of counties and cities . The principal purpose of this project is to provide Jefferson County with a portion of the financial resources necessary to conduct an effective administra- tive process for shoreline management. It is anticipated that the County will process some forty (40) substantial _development permit applications during the grant period, as well as providing citizens with professional consultation for shore-related projects and develop- ment. Such an administrative program will involve professional planning and legal services , clerical assistance, maintenance of advisory committees , and associated items such as communications ,office overhead, and travel; and further, to effectuate the administrative program and its credibility, 35 millimeter oblique areial color slides of the Jefferson County shoreline and a salinity meter to determine accurately the interface of the shoreland with the water in review of proposed projects will be purchased. VOL o dax PROJECT ELEMENT DESCRIPTIONS: A. Professional Planning Services: Administrative services to be performed by staff of the Jefferson County Planning Department includes: 1 . Consultation with propsective developers regarding permit requirements, administrative procedures , adopted rules , regulations and policies affecting shore-related development. 2 . Actual permit administration including preparation of technical reports; field investigations; primary liason with Shoreline Management Advisory Commission members , elected officials , and state and federal agencies; meeting and hearing preparation and public awareness through workshops and news releases . 3. Initiation of an overall update of the Jefferson-Port Townsend Shoreline Management Master Program which includes updating the administrative pro- cedures,policy and performance standard review and enhancement, and assessing area designation consonance with new environmental data . B. Advisory Commission Services: Services performed by the local Shoreline Management Advisory Commission including field inspections , permit review, conducting of public hearings , and transmittal of recommendations to elected officials . The Commission, as a policy board, will be instru- mental in the review of all progress related to Master Program update . Cost estimates reflect reimbursement for transportation and expenses . Members time is non-compensated. II. LEGAL SERVICES PROJECT GOAL AND DESCRIPTION: The Jefferson County Prosecuting Attorney's Office will provide overall legal counsel and procedural assistance on legal matters related to the application of the Shoreline Management Act and the Jefferson County Shoreline Management Master Program. PROJECT ELEMENT DESCRIPTION: A. Legal Services to be Performed by the Jefferson County Prosecuting Attor- ney: (private legal firm not expected, although possible) 1 . Consultation and legal advisement to appointed and elected officials regarding shoreline related decisions , policy disseminations , revisions, and enforcement provisions . 2. Research, review and consultation with respect to a proposed refinement of the Jefferson County Shoreline Management Master Program. 3. Legal representation related to substantial development permit decisions , Shoreline Hearings Board Appeals and subsequent appellate review. voT_ 4 F,� 22J3 III. ,MASTER PROGRAM UPDATE PROJECT GOAL: The project goal is to begin a formal update of the Jefferson- -Port Townsend Shoreline Management Master Program. The Master Program is an intergral part of the implementation of the statewide shoreline management program, hence, a necessary element of Washington State's Coastal Zone Management Program. The update during this grant period will culminate in a working draft of the Master Program. GENERAL PROJECT DESCRIPTION: To develop a working draft of an update of the local master program facilitated by the use of the Washington State Coastal Zone Atlas for Jefferson County prepared by the Washington State Department of Ecology. Said atlas will.assist the County in its evaluation of the Master Program and provide the framework for the development of an "aquatic shoreline designation" which is currently lacking in the County Master Program. PROJECT ELEMENT DESCRIPTION 1 . The Jefferson County Planning Department will research and inventory all statutory amendments to the Shoreline Management Act, shorelines Hearing Board cases, miscellaneous statutory and scientific material, and other County and/or City Master Programs . 2. Analyze existing baseline information and the Washington State Coastal Zone Atlas for Jefferson County as well as other regulatory jurisdictions within the Coastal Zone. 3. Develop a working draft of the updated master program to provide the review format for policy and standard dissinenation by the Jefferson-Port Townsend Shoreline Management Advisory Commission. It is anticipated that public participation, education, and input into the draft will take place in the form of community meetings and hearings after this grant period.
