SUBJECT: Agenda Item —Memorandum of Understanding Agreement with the
Jefferson County Superior Court and the Jefferson County District Court; to
provide Therapeutic Courts, (Behavioral Health Court, Drug Court and
Family Therapeutic Court) for Jefferson County; September 1, 2022 —
December 31, 2023; an additional $37,051 in 2022, for a total of
$97,275.00; and $200,000 in 2023; for a grand total of $297,275.00; for
this agreement
STATEMENT OF ISSUE:
Jefferson County Public Health, (JCPH), is requesting Board approval of a Memorandum of Understanding
Agreement with the Jefferson County Superior Court; the Jefferson County District Court; to provide the
Therapeutic Courts, (Behavioral Health Court, Drug Court and Family Therapeutic Court) for Jefferson County
citizens affected by substance abuse, chemical dependency and mental health issues; September 1, 2022 —
December 31, 2023; an additional $37,051 in 2022, for a total of$97,275.00; and $200,000 in 2023; for a
grand total of $297,275.00; for this agreement.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
This Memorandum of Understanding Agreement; is with the Jefferson County Superior Court; the Jefferson
County District Court; to provide to provide the Therapeutic Courts, (Behavioral Health Court, Drug Court and
Family Therapeutic Court) for Jefferson County; Therapeutic Court Case Management and other services for
Jefferson County citizens affected with co-occurring disorders, seeking mental health, substance abuse and
chemical dependency treatment.

FISCAL IMPACT/COST BENEFIT ANALYSIS:
This is County sales tax revenue, which is deposited into the 1/10 of 1% Fund- (131 Fund); the BoCC allocates
it, with input from the Behavioral Health Advisory Committee.
The agreement states that funding is subject to availability and if the sales tax revenue decreases, the vendor
will be contacted and the MOU may be renegotiated. This Memorandum of Understanding Agreement, is
recommended by the Behavioral Health Advisory Committee.
RECOMMENDATION:
JCPH management requests approval of a Memorandum of Understanding Agreement with the Jefferson
County Superior Court; the Jefferson County District Court; to provide the Therapeutic Courts, (Behavioral
Health Court, Drug Court and Family Therapeutic Court) for Jefferson County.
September 1, 2022 — December 31, 2023; an additional $37,051 in 2022, for a total of $97,275.00; and
