INTERLOCAL COOPERATION AGREEMENT
THIS AGREEMENT is entered into this I ' day of
October, 1979 , by and between CLALLAM COUNTY, THE TOWN OF
FORKS , THE LOWER ELWHA BAND OF THE CLALLAM INDIAN TRIBE,
JEFFERSON COUNTY, CITY OF PORT ANGELES , CITY OF PORT TOWNSEND,
QUILEUTE INDIAN TRIBE, CITY OF SEQUIM, ALL OF THE STATE OF
WASHINGTON.
WHEREAS, the Department of Housing and Urban
Development (HUD) has available funds for use in rehabilitation
of moderate and low income housing; and
WHEREAS , the application for such funds can be made
jc °;ntly by cooperating counties , cities and tribal councils ,
and;
WHEREAS , the parties hereto deem it advantageous
to the citizens which they represent to present a joint
application for. the HUD funding;
NOW, THEREFORE, IT IS AGREED:
(1) This Agreement shall be effective on
the date set out above and shall continue in effect until
the purpose for the Agreement has been fulfilled or until
teLuiinated, either as set out below in Paragraph (6) or by
mutual agreement .
(2) Jefferson . County shall be the "Lead Agency"
for all purposes related to the HUD Community Development
Block Grant. In its capacity as Lead Agency, Jefferson
County shall have authority to contract with other entities
for services required in development of the final application

for the said grant and for the administration of grant monies
received. It is contemplated that Jefferson County will
continue to contract with the Clallam-Jefferson County Community
' Action Council for preparation of the final application for the
housing rehabilitation grant , and that additional administrative
services will be contracted with that agency. Subsequent to the
final approval by HUD of the $500 ,000 .00 grant request, the
administrative expenses incurred by Jefferson County through
the Clallam-Jefferson County Community Action Council shall not
exceed $40 ,000 .00 unless additional administrative work is
authorized in writing by the parties hereto.
(3) The purpose of this Agreement is to obtain
from HUD through its Community Development Block Grant or from
other sources , funds for rehabilitation of housing units
within the bour tries of the counties and cities which are
parties hereto and to administer distribution of those funds
to families of moderate and low income for rehabilitation of
their housing units .
(4) All financing for the project shall be provided
by HUD, and no local matching funds by the parties hereto are
required.
(5) The number of housing units assisted in the
two counties and two tribal reservations will be proportioned
on a basis to be determined at a later date . Assistance from
grant monies may be expended on a grant , loan or deferred loan
basis . Repayment of all loans from this program after the
proposed funding year is completed shall be returned to the
county, city or Indian reservation in which the assisted unit

is located. These funds shall be used for additional housing
rehabilitation or other community redevelopment under the
direction of the legislative authority or an agency of the
county, city or Indian reservation in which the funds were first
loaned.
(6) Should any party hereto wish to withdraw from
participation in this Agreement , that party shall provide
ninety (90) days written notice to each other party , and
shall reimburse the Lead Agency for any costs and/or expenses
related to or occasioned by the party' s withdrawal .
Withdrawal shall be effective ninety (90) days following date
of notification and payment of the costs and expenses .
(7) It is not contemplated that any property or
assets , except as provided in Paragraph (5) , be acquired and
held on the date this Agreement is terminated or on the date
any party should withdraw, each party shall receive an equal
share of such property and/or assets .

I hereby certify that prior to submission of our pre-application
we have:
1. Prepared and followed a written citizen participation plan
that meets the requirements of 24 CFR 570.431(c) ;
2. Provided citizens with an opportunity to participate in the
determination of priorities in community development and
housing needs.
3. Provided adequate notices of public hearing as required by
the written plan.
4. Held hearings on the proposed application before adoption of
a resolution or similar action by the local governing body
authorizing the filing of the pre-application.
