HomeMy WebLinkAbout082422M HFB C -' o G ,, c .port�< Townsend ,i.y1NG\ MINUTE S HOUSING FUND BOARD Regular Meeting — August 24, 2022 at 2:30 p.m. Commissioners' Chambers, Jefferson County Courthouse 1820 Jefferson Street, Port Townsend, WA 98368 (Virtual) CALL TO ORDER: Chair/Jefferson County Commissioner Greg Brotherton called the meeting of the Joint Jefferson County/City of Port Townsend Housing Fund Board (HFB)to order. Members participated in the meeting remotely. The following HFB members were present: Vice Chair/City of Port Townsend Deputy Mayor Amy Howard, Jefferson County Commissioner Kate Dean, Member Peggy Webster and Member Bob Davis. Also present: Jefferson County Finance Manager Judy Shepherd. City of Port Townsend Manager John Mauro. PUBLIC COMMENT PERIOD: No comments received. APPROVAL OF MINUTES: Member Webster noted a correction to page 2 of the July 27, 2022 draft Regular Meeting Minutes, progress should be process. Member Dean moved to approve the minutes with the correction as stated by Member Webster. Member Howard seconded the motion. The motion carried. FINANCIAL UPDATE BY JEFFERSON COUNTY FINANCE MANAGER JUDY SHEPHERD: Finance Manager Judy Shepherd provided a financial update to HFB members and answered questions. DISCUSSION RE: APPLICATION REVIEW FOR 148 AND 149 REQUEST FOR PROPOSALS (RFP): HFB members reviewed the RFP for 148 and 149 and decided to consolidate them and made amendments with a total fund amount of$102,000 for 148 and $518,500 for 149. Member Dean moved to approve the RFP as presented today with the addition of dates, the elimination of the funding priorities on page four and eliminating the first two sentences of the second paragraph on page seven. Member Davis seconded the motion. The motion carried. Member Dean moved to approve the application as presented today with the RFP application of amounts suggested by the Finance Manager and the adjustment of the fee alignment as discussed and dates as agreed upon previously. Member Webster seconded the motion. The motion carried. HFB members discussed tracking grantees and funds spent and possibly adding a quarterly reports requirement. UPDATE RE: HOUSE AMERICA: Chair Brotherton provided an update. Gary Gant Field Director of Housing and Urban Development(HUD) Field Office in Washington State toured through Peters Place, Bayside, Caswell- Brown Village, 7th Haven, Dove House and shelter. There is no-check in scheduled for this month and he will continue to provide House America with a spreadsheet showing new units to help people exit homelessness. 1 Housing Fund Board—Meeting Minutes of August 24, 2022 BRIEFING RE: STATISTICS ON SHORT-TERM RENTALS: Member Dean stated she is continuing to discuss short term rental regulations and rentals with service providers. Member Dean is working on getting a proposal for hiring a firm to address data justification, regulations, outreach and public process for an ordinance. Will continue to communicate with the City of Port Townsend regarding staying in alignment on regulatory framework for rules and enforcement, which can generate more revenue. She also stated ADU short term rentals are important for homeowners and help pay the mortgage as well as helping out the tourist economy. DISCUSSION RE: HOUSING CONTINUUM IN JEFFERSON COUNTY AND STRATEGIC PLANNING: Member Webster stated she is continually working on inventory and data. She stated she does not like the Point in Time counting system, as numbers are inaccurate. COMMITTEE UPDATES: HFB members listened to updates from the following committees: • Funding Opportunities Committee: Chair Brotherton stated the committee has met. • 5-Year Plan Committee: Chair Brotherton advised of the deadline for.....is November 18, 2022 and he will send reminder a to the committee. • Community Conversations Committee: Chair Brotherton stated the committee met to help provide information to the Intergovernmental Collaborative Group (ICG). They will schedule biannual or quarterly meetings. NEW BUSINESS: Member Dean stated the North Olympic Legislative Alliance (NOLA) is looking for housing topics to consider. FUTURE AGENDA ITEMS: • Discussion re: Fund 148 and Fund 149 reserve amount • Discussion re: RFP provider feedback • Point in Time count; Member Webster will reach out to King County for their process • Member Dean to talk about new housing developments • Discussion re: report process • Seeking funding for housing coordinator o Job description o Funding for position o Is there a position already? PUBLIC COMMENT PERIOD: No comments received.
