Do not open attachments or click on links if you are not expecting them. ________________________________ Dear Commissioner Eisenhour: Last chance to sign on for Clean Codes, Healthy Homes The deadline for written comments to the State Building Code Council on their proposed updates to the energy code for new residential construction is next Friday, October 14th. These changes will reduce up-front construction costs, save residents money on their energy bills, and keep the state on track to meet its statutory requirement for a 70% reduction in energy use in new buildings by 2031. We’d love for you to endorse these improvements to the code by signing our local elected officials’ letter of support <http://climatesolutions.salsalabs.org/leosbccresi dential/index.html> to the SBCC! We will accept additional signers through next Wednesday, October 12th. This proposal will match the new commercial energy code the SBCC approved in April by requiring highly efficient heat pumps for space and water heating in new residential construction and increasing the required number of energy efficiency credits. It will also protect public health by strengthening the ventilation requirements for gas cooktops. Supporting Climate Solutions' Legislative Agenda on Climate Commitment Act investments As discussed in the webinar, we encourage you to join us in making these items priorities in Jefferson County’s legislative agenda for the upcoming session. 1. Building electrification program. Emissions from our built environment are growing at a faster rate than any other sector in Washington. The lowest cost pathway for achieving at least 95% carbon reductions by 2050 relies on using our soon-to-be 100% clean grid to electrify our buildings and drastically reducing our dependence on fossil gas. The vast majority of our emissions in the built environment comes from existing buildings, so it is critical we provide incentives to transition our existing homes and buildings to efficient, electric heat pumps. Washington should design a program that complements the funding in the federal Inflation Reduction Act and helps residents and building owners transition to all-electric buildings, with an emphasis on ensuring low- and moderate-income residents, multifamily housing, and small businesses are prioritized. 2. Medium and Heavy-Duty Vehicle electrification program. Washington has made significant progress on cleaning up some sectors of our transportation sector, with new regulations and incentives for passenger vehicles. Medium- and heavy-duty vehicles (like buses, garbage trucks and semis) are a small proportion of our vehicle fleet but have an outsized impact on climate and air pollution. Currently, zero emission medium- and heavy-duty vehicles cost significantly more than their polluting counterparts. Washington needs to offer a point-of-sale vehicle incentive program to make these big vehicles more accessible. Other states, like CA, MA, NJ, and NY offer such incentives to great success. As a result, some of the zero emission trucks made here in Washington go to these states. We need to get more big, clean vehicles on the road here. This incentive program would provide ample vouchers that purchasers can use at participating dealers, meaning they will not have to carry a certain amount of tax liability or front cash they may not have; it is a simple, successful way to incentivize these vehicles.
