The garage expansion project is reviewed under the Shoreline Master Program (Chapter 18.25 JCC) as a non-conforming structure, with a one-time expansion (of about 14% of the total garage footprint) allowed without a conditional use permit (CUP). The stairs are technically waterward, but behind (landward) of the house, so I’ve interpreted this to be applicable to the one-time expansion without CUP. 35 feet is maximum height allowed. Below is the portion of Jefferson County Code I am applying to the project, and the figures I used to estimate the general planting area from aerial photograph measurements: Before Condition: 26’ x 38’ garage = 988 s.f. After Condition: expansion with stairs at 6’ x 26’ = 156 s.f. = total structure 1144 s.f. Expansion of 988 s.f. to 1144 s.f. = 14% Area located in buffer: existing 10’ x 26’ = 260 + stairs area of 156 s.f. = 416 s.f. of equivalent buffer area to be enhanced with native vegetation.
