Per our telephone call, we need to receive a planting plan for an equal area of shoreline buffer as is in the buffer from
the expansion. The garage expansion project is reviewed under the Shoreline Master Program (Chapter 18.25 JCC) as a
non-conforming structure, with a one-time expansion (of about 14% of the total garage footprint) allowed without a
conditional use permit (CUP). The stairs are technically waterward, but behind (landward) of the house, so I’ve
interpreted this to be applicable to the one-time expansion without CUP.
35 feet is maximum height allowed.
Below is the portion of Jefferson County Code I am applying to the project, and the figures I used to estimate the general
planting area from aerial photograph measurements:
Before Condition: 26’ x 38’ garage = 988 s.f.
After Condition: expansion with stairs at 6’ x 26’ = 156 s.f. = total structure 1144 s.f.
Expansion of 988 s.f. to 1144 s.f. = 14%
Area located in buffer: existing 10’ x 26’ = 260 + stairs area of 156 s.f. = 416 s.f. of equivalent buffer area to be enhanced
with native vegetation.
