Tell us about your promotion, facility, event or activity and why you think it will increase tourists traveling to and staying in Jefferson County. Include a general description of the promotion, facility, event or activity including its purpose, history, etc.), and describe your organization's track record. Thank you LTAC board members for your support of the Chimacum Farmers Market during our 2022 season. Together, we brought live music back to the markets and attracted visitors to our community through regional advertisements. In 2023, the Chimacum Farmers Market (CFM) celebrates 15 years of operation! We look forward to improving market visibility, attracting more visitors to the county, as well as growing vendor sales during our anniversary season with the support of LTAC grant funds. The 501(c)(3) non-profit Jefferson County Farmers Markets (JCFM) operates the Port Townsend Farmers Market (PTFM) and the CFM. JCFM has a successful 30-year track record of operating vibrant farmers markets. We support small business success and community economic growth through ongoing marketing, by hosting live music and special events, and by building marketplaces that directly connect makers and growers with our community and visitors alike. This year our markets served more than 90 small farm, food, and art businesses, facilitating affordable retail space and connecting businesses to local and regional shoppers. JCFM additionally serves our community through food access programs that extend federal food benefits. These programs stretch the food budgets for recipients of the Supplemental Nutrition Assistance Program (SNAP), Women Infants and Children (WIC), and Senior Farmers Market Nutrition Program (FMNP) by providing extra dollars for farm -fresh food. The CFM operates annually, June through October on Sundays from 10am-2pm, in the parking lot of the Chimacum Corner Farmstand. The market has been in operation in its current location since 2010. It was initially founded by the Chimacum Grange in 2008. Just a stone's throw from some of the participating farms, the CFM brings shoppers fresh, locally grown, and artisan foods, as well as high -quality arts and crafts. We hosted nearly 30 farm, food, and art vendors this season— our largest vendor number yet! 2. If this is a continuing promotion, facility or event, how is it different than in the past? For 2022 we focused our LTAC grant budget on print advertisements in the Waterside Magazine, Kitsap Sun, Leader, and Peninsula Daily News Visitor Guides, boosted social media posts, and produced a 30th Anniversary promotional video. Additionally, we provided a stipend to market musicians. In 2023, we will continue the advertising strategies that have generated the most shopper engagement according to our LTAC shopper surveys. These include digital ads, video production, social media, as well as market banners and signs. We will discontinue advertisements with the Kitsap Sun and Waterside and try out new approaches as outlined below. After two years of putting our music program and special events on hold due to COVID-19, this year we brought back weekly live music and monthly kids' activities to both of our markets. A total of 23% of CFM LTAC survey respondents reported music and events as one of the primary draws for them to the JEFFERSON COUNTY _... On a FARMERS MARKETS,4�� �* ' PORT TOWNSEND • CHIMACUM market this season. LTAC support was pivotal for the success of our CFM music program. In 2023, a portion of LTAC funds will be used to provide a stipend to market musicians and cover JCFM staff time for hosting events and activities. These market events help us generate return trips to the CFM and Jefferson County. This year we did not include sufficient funds in the LTAC grant request budget to cover the full cost of live music and kids' activities at the CFM. Our 2023 budget request includes the actual musician stipend amount for the season, as well as JCFM staff time to lead kids' activities, create advertisements, and book live music. JCFM operates the CFM at break-even at best. The CFM is a significant community economic driver for small Jefferson County businesses generating over $100,000 in vendor sales annually. However, CFM only brings in about $6,000 in vendor fee income for JCFM, which does not cover the cost of running the market. LTAC support to supplement the operational costs associated with special activities, music, and events will help sustain the CFM. 3. Describe how you intend to market/promote your promotion, facility, event, or activity to potential tourists who reside outside Jefferson County. Our market serves locals and tourists from the Olympic Peninsula, Seattle area, and beyond. This season 23% of customer survey respondents reported traveling 50 or more miles to the CFM and 10% of these visitors were staying at local lodging including bed and breakfasts, Air B&Bs, and camping. Survey responses helped us identify the most successful methods for reaching new and returning shoppers. Respondents reported learning about the market primarily through social media, the Port Townsend Leader advertisements, and by seeing market directional signs and banners, as well as our colorful flags. Next season we plan to focus our marketing on social media, video production for social media, and expand digital advertising targeting the greater Seattle area. We will advertise digitally through the Seattle Stranger, Seattle Times, and on the Washington State Ferries— all new advertising partners for JCFM. We will reprint our market banners, and replace worn-out market flags and directional signs. Lastly, we will continue some of the local print advertisements geared towards county visitors— rack cards, postcards inserted in the Port Townsend Leader and distributed to visitor centers and local lodging accommodations; and advertisements in the Port Townsend Leader and Peninsula Daily News (PDN) visitor guides. Our single largest reach market promotion this year was a 30th-anniversary video shared via social media, the Food Co-op, the Jefferson County Chamber, and the Rose Theatre. This video reached 12,536 viewers through social media alone. JCFM will use grant funds to create a 15th-anniversary CFM promotional video next year and will show it on Washington State Ferries, social media advertisements to strategically targeted audiences outside of Jefferson County, at the Food Co-op in Port Townsend, the Jefferson County Chamber, the Olympic Culinary Loop, and other organizational partners. JCFM will promote overnight stays in Jefferson County utilizing three primary strategies: JEFFERSON COUNTY FARMERS MARKETS'low PORT TOWNSEND • CHIMACUM 1) Advertising messages that encourage longer stays. JCFM will highlight the local food, farm, and artisan culture that makes Jefferson County unique with beautiful images of fresh produce, local farms, and our markets along with messages such as, "Explore what is in season in Jefferson County." 2) Co -promotion with Chimacum neighbor businesses. JCFM has partnerships with several businesses that neighbor the CFM, including Finnriver Cidery, Chimacum Corner Farmstand, and The Resort at Port Ludlow. These businesses draw visitors to the County. Connecting our businesses through advertising will allow JCFM to generate more interest in visiting our rural community and in overnight trips. JCFM will work with neighbors to collaboratively buy larger ads or design ads together promoting tourism to the County, our markets, and County businesses. We plan to stretch our advertising dollars by co -advertising on the Washington State Ferry rack cards with The Resort at Port Ludlow for example. 3) Co -promoting our two farmers markets. The PTFM— our flagship market— has better name recognition outside of Jefferson County than the CFM. Promoting our markets together helps place the CFM for visitors, gives the market added credibility and additionally improves the visibility of the PTFM. 4. How will you measure the effectiveness of your promotion, facility, event or activity? Also, describe how you will document and report to the County the economic impact from your event/facility. (State law requires the County to report annually to the State Department of Community Development and Economic Trade about the number of lodging stays and economic benefit from tourists generated by use of Lodging Tax proceeds for tourism promotion.) On a weekly basis, we will conduct shopper counts and customer surveys collecting feedback from a representative sample of shoppers. Survey results will allow us to track how far people traveled to reach the market, what brings them to market, how they learned about the market, and where they are staying if they are visiting Jefferson County. This information will give us an approximate percentage of shoppers visiting from 50+ away and how many of these shoppers are staying at local lodging. We can share the annual CFM vendor sales to show the market's economic impact. We will document and report these figures to the County in our quarterly grant reports. 5. What economic impact can we expect in Jefferson County from your proposed promotion, facility, event or activity? a. Actual or estimated number of tourists at your event/facility last year (2022): Average weekly market attendance was 415 (between 350 and 575 shoppers) this season with total shoppers for the market season equaling approximately 8,758. This number is based on weekly customer counts. Approximately 23% of our survey respondents reported traveling 50 or more miles to the market. This equates to approximately 2,014 visitors to Jefferson County shopping at the CFM, about 10% of whom stayed at local lodging while visiting the county— about 201 visitors to local lodging generated by the CFM. b. Estimated number of tourists who will attend your event/facility this year (2023): JEFFERSON COUNTY qW �= * FARMERS MARKETS*, -I*" PORT TOWNSEND • CHIMACUM We estimate that we will retain a weekly shopper count of 350-575 shoppers, with about 23% of these visiting from out of county and 10%-15% of those shoppers staying at local lodging. With an average of 450 shoppers over 22 market dates, this equates to 9,900 people, 2,277 tourists traveling 50+ miles to market, and 227 people staying at local lodging. c. Projected economic impact in Jefferson County from your event/facility (e.g. number of tourists who will stay overnight in Jefferson County -based lodging establishments; economic impact for Jefferson County restaurants, community facilities, amenities, events, and businesses). According to the Farmers Market Coalition, for every $100 spent at farmers markets approximately $68 stays in local communities and $99 in the state. To date, market vendors have generated $112,462 in sales at the CFM (at the time of submission, with 4 weeks left until the close of the season). Using the Farmers Market Coalition findings, approximately $71,975 of this sales revenue stays in our community. Additionally, visitors to our markets shop at other local businesses, dine at local restaurants and stay at local lodging generating revenue for our greater community. 6. Describe your organization's area of expertise. Do you provide a unique service? We are experts in hosting farmers markets, live music, and at -market events that bring our community together, support our local economy, and incubate local small businesses. JCFM is well-connected in our community and we have established partnerships with market vendors and shoppers, local businesses, and nonprofits. The JCFM executive director is experienced in building print and digital advertisements. We also have two board members with marketing backgrounds who work with our director as consultants. The video projects we have produced in the past, including chef demonstrations, farm profiles and our most recent anniversary video have been extremely well -received. We collaborate with multiple local professional photographers who donate their time to shooting photos at the market. These photographs greatly increase the quality of the visual advertising we can generate with a small budget. Our relationships, history of leading vibrant markets, and experience building engaging multi -media advertisements will ensure this project's success. Farmers markets provide a unique and highly sought-after opportunity for direct human connection and the chance to connect with folks involved in creative and sustainable small businesses. Farmers markets are highly desirable tourist locations, and our local markets have the potential to be an even greater draw to the County. JCFM's challenge is simply getting the word out with our small organization's budget. We can greatly increase the number of visitors we attract with our updated 2023 plan for a wider reach in our advertising strategy. With LTAC support, JCFM will have the opportunity to promote our already well -renowned markets to a greater audience, generating an increase in tourist dollars spent in our community that will stay in our community.
