HomeMy WebLinkAbout100322M \\�C)N co w 2 .,„„„ MINUTE S Regular Meeting — October 3, 2022, 9:00 a.m. Jefferson County Courthouse —Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA (Hybrid) CALL TO ORDER: Chair Heidi Eisenhour. Commissioner Kate Dean and Commissioner Greg Brotherton were present for the meeting. Chair Eisenhour called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: Chair Eisenhour called for public comments, and two comments were received. The Commissioners addressed the comments. They also discussed electric vehicles. Chair Eisenhour called for public comments. No further comments were received. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 44-22 re: Authorizing Application to the Department of Ecology Water Quality Program; Jefferson County Public Works 2. AGREEMENT re: Conduct Environmental Research as a part of Beached Bird Survey Program; In the Amount of$11,940; Jefferson County Public Health; University of Washington 3. APPROVAL re: Submittal of a Community Wildfire Defense Grant for$175,000; Washington State Department of Natural Resources 4. ADVISORY BOARD REAPPOINTMENT re: North Pacific Coast Marine Resources Committee (NPC MRC); Two (2) Year Term to Expire August 2, 2024; Conservation Environmental Groups Citizen Representative, Jill Silver 5. ADVISORY BOARD REAPPOINTMENT re: Jefferson County Parks and Recreation Advisory Board; Two (2) Year Term to Expire August 27, 2024; District No 1 Representative, Vern Bessey 6. Payment of Jefferson County Vouchers/Warrants Dated September 26, 2022 Totaling $939,556.81 and Dated September 28, 2022 Totaling $3,263.76 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) PUBLIC COMMENT PERIOD - Continued: Chair Eisenhour called for public comments. No comments were received. PROCLAMATION re: Proclaiming October 8, 2022 as the East Jefferson Fire and Rescue (EJFR) 150th Anniversary: EJFR Assistant Fire Chief Pete Brummel was present to represent the fire department. All three Commissioners read aloud the proclamation. Commissioner Brotherton moved to approve the proclamation. Commissioner Dean seconded the motion which carried by a unanimous vote. 1 Commissioners Meeting Minutes of October 3, 2022 Assistant Fire Chief Brummel stated he has a deep appreciation for the Board of County Commissioners and the community for supporting the fire department. He added that he is proud of their personnel and that they have a dynamic organization with a vested interest in serving the community. He noted that on Saturday, October 8, 2022 from 9:00 a.m. to 4:00 p.m., the EJFR will be holding demonstrations in downtown Port Townsend between Pope Marine Park and Memorial Field. PROCLAMATION re: Proclaiming the Month of October 2022 as National Disability Employment Month: Developmental Disability and Behavioral Health Coordinator Anna McEnery was present for the reading of the proclamation. All three Commissioners read aloud the proclamation. Commissioner Brotherton moved to approve the proclamation. Commissioner Dean seconded the motion which carried by a unanimous vote. Commissioner Brotherton read from a list of employers who employ those with developmental disabilities. PROCLAMATION re: Proclaiming the Week of October 2-8,2022 as Mental Illness Awareness Week: All three Commissioners read aloud the proclamation. Commissioner Dean moved to approve the proclamation. Commissioner Brotherton seconded the motion which carried by a unanimous vote. National Alliance on Mental Illness (NAMI) Jefferson County Chapter Director Val Phimister and local NAMI members were present to discuss appreciation of the proclamation and provided information about their program. WEEKLY COMMUNITY UPDATE: COVID-19, Monkey Pox Virus (MPV) and Emergency Management Update: Public Health Officer Dr. Allison Berry provided information on the viruses circulating in Jefferson County. She stated that after Governor Inslee announces an end to the COVID-19 pandemic in Washington State on October 31, 2022, she will change to providing updates once a month. Emergency Management Director Willie Bence provided an emergency management update. The meeting was recessed at 10:20 a.m. and reconvened at 10:30 a.m. with all three Commissioners present. HEARING re: Third Quarter Budget Appropriations/Extensions; Various Departments: Finance Manager Judy Shepherd was present for the hearing to review the budgetary requests. Superior Court Clerk Ruth Gordon was present to clarify her budget appropriation request. After review of the requests, Chair Eisenhour opened the hearing to allow for public testimony. Hearing no testimony, she closed the public hearing. After deliberations, Commissioner Brotherton moved to approve RESOLUTION NO. 45-22 re: Order Third Quarter Budget Appropriations/Extensions; Various Departments. Commissioner Dean seconded the motion which carried by a unanimous vote. CONTINUED DELIBERATIONS re: Lot of Record re: Determination of the Legal Status of Lots, Site Development Review, Boundary Line Adjustment; Amending Chapter 18.10 and 18.35 in the Jefferson County Code (JCC); Adopting a New Chapter 18.12; Adopting a New Article VII in Chapter 18.40; and Miscellaneous Other Amendments to Chapter 18.40 JCC: Chief Civil Deputy Prosecuting Attorney Philip Hunsucker, Civil Deputy Prosecuting Attorney Barbara 2 Commissioners MeetingMinutes of October 3, 2022 Ehrlichman, Department of Community Development Director(DCD) Brent Butler, DCD Deputy Director Josh Peters, Assistant Planner Bryan Benjamin and Environmental Health Director Pinky Mingo were present for continued deliberations on the issue. Assistant Planner Benjamin provided a presentation which included a review of the timeline and proposed staff changes. After deliberations, Commissioner Dean moved to adopt ORDINANCE NO. 09-1003-22 re: Lot of Record re: Determination of the Legal Status of Lots, Site Development Review, Boundary Line Adjustment; Amending Chapter 18.10 and 18.35 in the Jefferson County Code (JCC); Adopting a New Chapter 18.12; Adopting a New Article VII in Chapter 18.40; and Miscellaneous Other Amendments to Chapter 18.40 JCC. Commissioner Brotherton seconded the motion which carried by a unanimous vote. The ordinance was adopted at 11:34 a.m. COMMISSIONERS' BRIEFING SESSION: The Commissioners and County Administrator discussed recent meetings they attended, and miscellaneous topics. The meeting was recessed at 12:06 p.m. and reconvened at 1:30 p.m. with all three Commissioners present. WORKSHOP re: Legislative Update: County Administrator Mark McCauley stated that Jefferson County is set to receive $1.692 Million in American Rescue Plan Act(ARPA) funding for fiscal year 2022 and another $1.692 Million for 2023. He added that $1 Million of the funds are already spoken for: $500,000 for the Habitat for Humanity Project in Port Hadlock and $500,000 for Evans Vista in Port Townsend. There will be a Workshop in November 7, 2022 to discuss additional ARPA fund usage. Commissioner Dean reviewed North Olympic Legislative Alliance (NOLA)'s legislative priorities, State programs and policies that negatively impact poor rural communities, Washington State Association of Counties (WSAC) Legislative Steering Committee (LSC) 2022 Legislative priorities, LSC September 22, 2022 meeting packet regarding Behavioral Health, and the Association of Washington Cities (AWC) 2023 Legislative Agenda. Public Comment Period for this segment was held at 2:50 p.m. and no comments were received. ADDITIONAL DISCUSSION ITEMS: The Commissioners and County Administrator reviewed the following: • Recycling • Calendar Coordination • Boards and Committees Vacancies • Public Comment for the Workshop re: Legislative Update. No comments were received • End of Governor Inslee's COVID-19 emergency proclamation: The Board will discuss further with staff at an upcoming BOCC meeting. There are quite a few decisions at the local level to make prior to October 31, 2022.
