J L- /S1t1NLI'S MINUTES Regular Meeting — September 26, 2022, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA (Hybrid) CALL TO ORDER: Chair Heidi Eisenhour, Commissioner Kate Dean and Commissioner Greg Brotherton were present. Chair Eisenhour called the meeting to order at the appointed time. She noted there had been a recent Jefferson County Sheriff's Office officer-involved shooting. She voiced support for the department when making decisions and responding to stressful situations. PUBLIC COMMENT PERIOD: Chair Eisenhour called for public comments. Five comments were received. Since the majority of comments were regarding the hearing on Legal Lots of Records (LLOR) at 11:00 a.m., Chair Eisenhour reminded commentators that oral comments received outside of the hearing, will not be a part of their hearing testimony, and they would need to speak again during the hearing if they would like their testimony to be a part of the hearing record. The Commissioners and County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Dean seconded the motion which carried by a unanimous vote. 1. AGREEMENT, Amendment No. 3 re: Support of the Hood Canal Regional Pollution Identification and Correction Program Phase IV; No Dollar Amount, Time Extension Only; Jefferson County Public Health; Hood Canal Coordinating Council (HCCC) 2. AGREEMENT re: Collective Bargaining and Trust Participation for Jefferson County Central Services Employees; In Various Amounts; Jefferson County Centrals Services Department and Jefferson County Human Resources; Teamsters Local No. 589 and Washington Teamsters Welfare Trust 3. MINUTES re: Regular Meeting of September 19, 2022 4. ADVISORY BOARD REAPPOINTMENT re: Conservation Futures Citizen Oversight Committee; Four(4) Year Term to Expire August 5, 2026; Open Interest—"Climate Change" Representative; Craig Schrader 5. ADVISORY BOARD APPOINTMENTS (3) re: Conservation Futures Citizen Oversight Committee; 1) To Serve an Unexpired Term to End February 22, 2024; Open Interest—Equity Representative, Cameron Jones; 2) To Serve an Unexpired Term to End February 22, 2024; Ecosystem Services Representative, Jessica Randall; 3) To Serve an Unexpired Term to End June 22, 2023; District No. 3 Representative, Kalyn Marab 6. Payment of Jefferson County Payroll Warrants Dated September 20, 2022 Totaling $68,072.23 and A/P Warrants Done by Payroll Dated September 20, 2022 Totaling $14,189.77 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) 1 Commissioners Meeting Minutes of September 26, 2022 7. Payment of Jefferson County Vouchers/Warrants Dated September 19, 2022 Totaling $974,514.96 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) PROCLAMATION re: Proclaiming the Month of October 2022 as Community Planning Month: Department of Community Development(DCD) Director Brent Butler thanked the Commissioners and County Administrator for promoting the proclamation and read from a quote regarding planning. Planning Manager Josh Peters also provided a quote. All three Commissioners read aloud the proclamation. Commissioner Dean moved to approve the proclamation with a correction to the date of approval in the last portion of the document. Commissioner Brotherton seconded the motion which carried by a unanimous vote. COMMISSIONERS' BRIEFING SESSION: Commissioner Dean discussed recent meetings she attended and miscellaneous topics. WEEKLY COMMUNITY UPDATE: COVID-19, Monkey Pox Virus (MPV) and Emergency Management Update: Public Health Officer Dr. Allison Berry provided information on the viruses circulating in Jefferson County. Emergency Management Director Willie Bence provided an Emergency Management update. The meeting was recessed at 10:21 a.m. and reconvened at 10:30 a.m. with all three Commissioners present. HEARING re: Adopting Jefferson County 2022 Parks, Recreation, Open Space and Trails Plan - CANCELLED: Parks and Recreation Manager Matt Tyler was present for the hearing. Commissioner Brotherton noted that the agenda did not have a link to the hearing materials. After a brief discussion, the Board agreed to cancel the hearing. Manager Tyler stated he will work with staff to produce an updated hearing notice for the Board to approve later in the meeting. The Board tentatively set the meeting for October 10, 2022 at 10:30 a.m. COMMISSIONERS' BRIEFING SESSION - Continued: The Commissioners and County Administrator continued discussing meetings they attended, and miscellaneous comments. HEARING re: Lots of Record re: Determination of the Legal Status of Lots, Site Development Review, Boundary Line Adjustment; Amending Chapter 18.10 and 18.35 of the Jefferson County Code (JCC); Adopting a New Chapter 18.12; Adopting a New Article VII in Chapter 18.40; and Miscellaneous Other Amendments to Chapter 18.40 JCC: Department of Community Development Director (DCD) Brent Butler, Planning Manager Josh Peters and Assistant Planner Bryan Benjamin were present for the hearing. Director Butler reviewed the purpose of the hearing and Assistant Planner Benjamin provided a presentation on the Legal Lots of Record (LLOR). Staff answered comments and questions during the presentation. Due to the length of time spent on the presentation, the Board agreed not to attend the Virtual Washington State Association of Counties/Special Meeting of the Board of County Commissioners at 12:00 p.m. After discussion, Chair Eisenhour opened the floor to allow for public testimony. Hearing no further testimony, Chair Eisenhour closed testimony. The meeting was recessed at 1:32 p.m. and reconvened at 1:44 p.m. with all three Commissioners present. CONTINUED DELIBERATIONS re: HEARING re: Lot of Record re: Determination of the Legal Status of Lots, Site Development Review, Boundary Line Adjustment; Amending Chapter 18.10 and 18.35 in the Jefferson County Code (JCC); Adopting a New Chapter 18.12; Adopting a New Article VII in Chapter 18.40; and Miscellaneous Other Amendments to Chapter 18.40 JCC: Department of Community Development (DCD) staff addressed comments and concerns raised during public testimony. The Commissioners continued deliberating on the issue. The meeting was recessed at 2:39 p.m. and reconvened at 3:06 p.m. with all three Commissioners present. CONTINUED DELIBERATIONS re: HEARING re: Lot of Record re: Determination of the Legal Status of Lots, Site Development Review, Boundary Line Adjustment; Amending Chapter 18.10 and 18.35 in the Jefferson County Code (JCC); Adopting a New Chapter 18.12; Adopting a New Article VII in Chapter 18.40; and Miscellaneous Other Amendments to Chapter 18.40 JCC: The Board agreed to have Commissioner Brotherton work with DCD Director Butler and Planning Manager Peters on bringing forward a revised version of the ordinance next week that the Board can review and take-action on. Chair Eisenhour stated for the record that the oral and written testimony portion of the hearing is closed. ADDITIONAL BUSINESS re: HEARING NOTICE re: Adopting Jefferson County 2022 Parks, Recreation, Open Space and Trails Comprehensive Plan: As the hearing was cancelled this morning, Public Works staff drafted a Hearing Notice for Board approval. After review, Commissioner Dean moved to approve a Hearing Notice to reschedule the Adoption of the Jefferson County 2022 Parks, Recreation, Open Space and Trails Comprehensive Plan, with a hearing to be held in the Commissioners' Chambers on October 10, 2022 at 10:30 a.m. Commissioner Brotherton seconded the motion which carried by a unanimous vote. ADDITIONAL BUSINESS re: Caswell-Brown Village Potential Award of HUD Continuum of Care Program Funds: Commissioner Brotherton provided a draft letter outlining Jefferson County's financial support to OlyCAP if they are awarded HUD Continuum of Care Program Funds. After the Board reviewed the letter and made edits, Commissioner Dean moved to approve the letter, as amended. Commissioner Brotherton seconded the motion which carried by a unanimous vote. ADDITIONAL DISCUSSION ITEMS: The Commissioners and County Administrator reviewed the following: • Boards and Committees: Chair Eisenhour and Commissioner Dean are both serving on Washington State Association of Counties (WSAC) Federal Issues Committee.
