This Memorandum of Understanding(MOU) sets forth the terms and understanding between
COPHP and JCPH to host a student group to undertake a community health project in Port
Townsend,Jefferson County, WA for the HSERV 531 Community Development course during
Fall of 2022.
I. Background
The University's COPHP Community Development(HSERV 531) is a five-week course for
first-year students that introduces them to community health,community development,
community organizing, and assessment approaches. Community development is a process where
community members take collective action to generate solutions to common problems,enhance
community wellbeing,and promote equity and social justice. �]
This course is unique because a large portion of it provides students with an opportunity to learn
about community development by working on a real-world,public health problem in a rural
community. Students work in collaboration with local partners and may require data gathering in
the community. Prior to engaging in fieldwork, students will research learning objectives
regarding rural health,best practices for engaging with a community health issue,and key
principles for conducting a community health project to understand how to best assess
community needs.
II. Purpose
The purpose of this student-centered community health project is to expose adult learners to
public health practice in rural settings. The topic and goals of this project will be defined by
Jefferson County Public Health—Community Health Division. The timeline of this project will
be set by the instructor of this course,Francesca Collins. The scope of work and deliverables will
be negotiated and agreed upon by JCPH and COPHP.

This MOU will serve as an agreement of the collaboration between JCPH and COPHP for the
purpose of this student-centered community health project.
III. Reporting
HSERV 531 students are accountable to the community health project agreed upon by JCPH and
COPHP, and are responsible for completing any agreed upon deliverables, including a report to
JCPH,to the best of their abilities within the allotted timeframe.
IV. Funding
The University of Washington's Department of Health Systems&Population Health is
financially responsible for research participant incentives associated with this community health
project within the allotted budget for the course. HSPop can arrange overnight accommodations,
if needed, and U-Car transportation for students within the course's budget. Personal needs and
supplies beyond lodging and U-Car transportation will need to be arranged and funded by each
individual student. JCPH is not financially responsible for student needs associated with this
community health project.
V. Student Timeline
September 6-12: Solidify Partnership between JCPH& COPHP
September 13-23: Complete MOU between JCPH&COPHP
September 23-30: Define Scope of Student-Centered Community Health Project
October 3-14: Finalize"Partner Letter"with JCPH for HSERV 531 Students
October 17-November 1: "Break"
November 2: Students Receive Introductory Case and Assignment for Course
November 8:HSERV 531 Officially Begins; Receive Next Case and Assignment
November 10: Students Receive"Partner Letter"and Assignment
November 15: Students Meet Partner(JCPH)and Begin to Prep for Fieldwork
November 15-24: Prep for Fieldwork
November 28-December 1: Fieldwork
December 2-12:Develop Deliverables
December 13: Final Presentation to Partner(JCPH)
December 16: Final Report and Deliverables to Partner(JCPH)
VI. Mutual Agreement
This MOU is at-will and may be modified by mutual consent of the participating partners. This
MOU shall become effective upon signature by the authorized officials from JCPH and COPHP
and will remain in effect until modified or terminated by any one of the partners by mutual
consent. In the absence of mutual agreement by the authorized officials from JCPH and COPHP
this MOU shall end on December 31,2022.
A. Indemnification. The University shall defend, indemnify and hold JCPH, its
officers,officials, employees, agents and volunteers(and their marital
communities)harmless from any claims, injuries,damages, losses or suits,
including attorney's fees, arising out of or resulting from the negligent acts, errors

or omissions of the University in performance of this Agreement, except for
injuries and damages caused by the sole negligence of the Agency. Agency
agrees to indemnify and hold harmless University against any and all liability for
personal injury, including injury resulting in death,or damage to property,or
both,resulting from the negligent acts and/or omissions of its employees. Should
a court of competent jurisdiction determine this Agreement is subject to RCW
4.24.115 if liability for damages occurs arising out of bodily injury to persons or
damages to property caused by or resulting from the concurrent negligence of the
Agency and the University, its officers,officials,employees, agents and
volunteers(and their marital communities),the University's liability, including
the duty and cost to defend, shall be only for the University's negligence. It is
further specifically understood that the indemnification provided constitutes the
University's waiver of immunity under Industrial Insurance,Title 51 RCW, solely
for the purposes of this indemnification. This waiver has been mutually negotiated
by the parties. This section shall survive the expiration or termination of this
Agreement.
B. Public Records. To the extent any record, including any electronic,audio,paper
or other media, is required to be kept or indexed as a public record in accordance
with the Washington Public Records Act, Chapter 42.56 RCW, as may hereafter
be amended,the University agrees to maintain all records constituting public
records and to produce or assist the Agency in producing such records,within the
time frames and parameters set forth in state law. The University further agrees
that upon receipt of any written public record request, University shall,within two
business days,notify the Agency by providing a copy of the request per the notice
provisions of this Agreement;
C. Disputes. The parties agree to use their best efforts to prevent and resolve disputes
before they escalate into claims or legal actions. Any disputed issue not resolved
pursuant to the terms of this Agreement shall be submitted in writing within 10
days to the Agency Risk Manager,whose decision in the matter shall be final,but
shall be subject to judicial review. If either party deems it necessary to institute
legal action or proceeding to enforce any right or obligation under this Agreement,
each party in such action shall bear the cost of its own attorney's fees and court
costs. Any legal action shall be initiated in the Superior Court of the State of
Washington for Jefferson County. The parties agree that all questions shall be
resolved by application of Washington law and that the parties have the right of
appeal from decisions of the Superior Court in accordance with the laws of the
State of Washington. The University hereby consents to the personal jurisdiction
of the Superior Court of the State of Washington for Jefferson County.
VII. DURATION OF THIS AGREEMENT,TERM,MODIFICATION:
A. This Agreement is effective as of the date last signed below.

B. This Agreement shall remain in effect until terminated. Either party may
terminate this Agreement,with or without cause, by written notice to the other
party at least sixty(60)days prior to the commencement of the next academic
term. Students enrolled in the course project at the time notice is given shall have
the opportunity to complete the course of study in progress.
C. The parties to this Agreement may amend this Agreement as deemed necessary,
provided,however,that no amendment to this Agreement shall be valid unless in
writing and signed by the duly authorized representatives of the parties.
D. All the terms, conditions and provisions agreed upon by the parties to this
Agreement are incorporated in this document.

STATEMENT OF ISSUE:
Jefferson County Public Health (JCPH), Community Health Division, requests Board approval of the
Memorandum of Understanding (MOU) between Jefferson County and the University of Washington (UW) for
community engagement service to Master of Public Health (MPH) students enrolled in the Community
Oriented Public Health Practice program HSERV 531 Community Development course during Fall of 2022.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
Students of UW will be supervised by JCPH health educators, part of the Community Prevention and Wellness
Initiative, as students undertake a project involving research and fieldwork, which exposes them to public
health practice in rural settings. This cooperative relationship between service institution and educational
intuition is mutually beneficial.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
There is no fiscal impact.
RECOMMENDATION:
JCPH management requests approval of MOU between Jefferson County and the University of Washington for
community engagement services to MPH students enrolled in HSERV 531 Community Development course
during Fall of 2022.
