The following information is needed to continue review of your project. (1) STORMWATER: According to the submitted Small Stormwater Packet (recieved July 18th, 2022), the applicant is proposing to utilize BMP T5.10B: Downspout Dispersion Systems to manage roof stormwater runoff. Downspout Dispersion Systems require one (1) splash block and one (1) 50 feet vegetated flow path per every 700 square feet of roof surface area. Since the applicant is proposing 1,620 square feet of new roof area, the manufactured home would require at least two splash blocks and two (2) 50 foot vegetated flow paths. Please revise the submitted site plan showing AND labeling the two proposed splash blocks and the two proposed 50 foot vegetated flow paths. In addition, please keep the following information in mind when selecting a location for the splash blocks and vegetated flow paths: (1) The vegetated flow path must consist of well-established lawn or pasture, landscaping with well-established groundcover, native vegetation with natural groundcover, or an area that meets BMP T5.13: Post-Construction Soil Quality and Depth. The groundcover shall be dense enough to help disperse and infiltrate flows and to prevent erosion. (2) For sites with septic systems, the discharge point of all dispersion systems must be downslope of the primary and reserve drainfield areas. This requirement may be waived if site topography clearly prohibits flows from intersecting the drainfield or where site conditions (soil permeability, distance between systems, etc.) indicate that this is unnecessary. (3) For purposes of maintaining adequate separation of flows discharged from adjacent dispersion devices, the vegetated flowpath segment for the splashblock (or the outer edge of the vegetated flowpath segment for the dispersion trench) must not overlap with other flowpath segments, except those associated with sheet flow from a non-native pervious surface. PLEASE NOTE: If the applicant is proposing downspout dispersion trenches, and not splash blocks, please let the assigned planner (Ms. Hunt) know as soon as possible so that she can send the applicant design standards for the dispersion trenches. (2) FOREST LANDS: One of the WA State Department of Natural Resource's ("DNR") thresholds for "forest lands" is properties more than 2 acres in size and forested with merchantable timber. The subject property is approximately 21 acres and is almost entirely forested, and therefore meets the DNR threshold for "forest lands". The assigned planner sent DNR a determination request on October 10th, 2022 to determine if the proposal requires a Forest Practice Application from DNR and a Class IV General Stormwater Permit from the Jefferson County Department of Community Development. The assigned planner is awaiting their response. PLEASE NOTE: If DNR determines that a Forest Practice Application is required, then the applicant will be required to receive an approved Class IV General Stormwater Permit before Jefferson County DCD can issue the O'Dell Building Permit Application (BLD2022-00408). Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 1/8/2023. Amanda Hunt Subject:BLD2022-00408 Attachments:Kenneth Gilbertson Consulting Forester letter.pdf; 1 acre Home site .pdf   ALERT: BE CAUTIOUS This email originated outside the organization. Do not open attachments or click on links if you  are not expecting them.      Shannen and Amanda    Attached is a timber management plan prepared by Kenneth D. Gilbertson Consulting Forester.  This clearly states that 1  acre has been reserved for a home site and 20.93 acres designated forest land (8800). The county website also states  this same information.  This 1 acre is where we are placing our manufactured home.  There will be no trees being cut to  clear for the home site.  We are not building or clearing any designated forest land.  We do not understand why you  contacted DNR when this information is on the county website and there is clearly 1 acre set aside for a building site.  As  you can see from the attachment from Mr. Gilbertson a Forester there is a building site and no conversion needs to take  place.  Please contact DNR and explain this to Levi.  We have been held up on our permit and would like to be able to  move forward. We have done everything you have asked us to do and there is no reason for us to be going through this  with the DNR.    I called and emailed Amanda on Tuesday that I wanted to talk by phone about this and I did not get a return call from  her.  Our permit application was reassigned only after our permit runner called to check on it and found out it was not  even being reviewed.  Monday Oct 10 was 12 weeks and we should have been given our building permit.  Please review  the information we have attached here and approve our building permit.    Sincerely  Robert & Cinda O'Dell      1 Amanda Hunt From:Cinda ODell <odell391@gmail.com> Sent:Monday, October 10, 2022 7:32 PM To:Amanda Hunt Subject:Site address 150 Daisey King Ln Case BLD2022-00408 Attachments:1 acre Home site .pdf; old house at demo.jpg; Demo proff of well and house at 150 .pdf; letter from Amanda Hunt.pdf   ALERT: BE CAUTIOUS This email originated outside the organization. Do not open attachments or click on links if you  are not expecting them.      Amanda    Kimberly sent us your email about the forest land.  It is not necessary to do an FPA with DNR.  As you can see from the  attachment (#1, 1 acre home site) that there is a 1 acre vacant land (code 9100) that is not part of the Designated Forest  Land (code8800).  There had been a house on this site that we demoed and a well that we decommissioned with permits  from Jefferson County that we have attached to this email (#2 Demo proff of well and house at 150), we also attached a  picture of the house that was demoed.  Our new manufactured home will be sitting where the original house had been  located.  I hope this clears up your concerns.    Thank you  Robert & Cinda O'Dell
