Members Present: Chair Greg Brotherton, Members Kate Dean, Amanda Grace, AJ Hawkins, Kees Kolff and Libby Wennstrom. Member Heidi Eisenhour: excused absence. Staff Present: Staff Members Dr. Allison Berry, Michael Dawson, Alisa Hasbrouck, Apple Martine, Pinky Mingo and Veronica Shaw. APPROVAL OF AGENDA Chair Brotherton requested a motion to approve the agenda for September 15, 2022. MOTION: Member Kolff moved to approve the agenda. Member Dean seconded the motion which carried by a unanimous vote. APPROVAL OF MINUTES Chair Brotherton requested approval of the minutes for the August 18, 2022 Regular Meeting. Member Kolff proposed amending the minutes to include Dunia Faulx – Executive Director of Population Health, Advocacy and Analytics at Jefferson Healthcare as an additional participant in the discussion of the Reproductive Choice Resolution. MOTION: Member Kolff moved to approve the minutes as amended. Member Grace seconded the motion which carried by a unanimous vote. PUBLIC COMMENT Chair Brotherton called for public comment. Gilbert The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Commenter encouraged the Board to transition to hybrid board meetings. • Commenter expressed dismay at Dr. Berry’s approval of mRNA vaccines. Board members and staff addressed comments and concerns raised during the Public Comment Period. OLD BUSINESS AND INFORMATIONAL ITEMS 1. Jefferson Healthcare Report Board Member Kolff addressed issues currently impacting the hospital and clinics. A short film was presented highlighting the need for local cancer radiation facilities. 2. Jefferson County Public Health Report Staff Member Martine reported on anticipated impact on Public Health’s on-going COVID mitigation efforts by the rescinding of the governor’s emergency declaration on October 31. 3. Infectious Diseases Update Dr. Berry discussed the mRNA vaccines, how they can be retooled to combat new variants, and the current availability of the latest booster to high-risk individuals. In regard to MVP (aka Monkeypox), there have been no cases in Jefferson County (522 statewide), the rate of infections is slowing, and vaccines are available. Discussion ensued. NEW BUSINESS 1. Transitioning to hybrid board meetings Chair Brotherton discussed the relative merits of two locations being considered for in-person attendance at Board of Health meetings. Discussion ensued concerning choice of location, masking recommendations and when to commence hybrid meetings. It was decided to use the BoCC Board Room as the in-person location, starting with the October Board of Health regular meeting, with a recommendation that attendees be masked (a mask requirement being problematic). 2. Amending Jefferson County Code 8.15 to harmonize with the Legal Lot of Record Ordinance Staff member Mingo introduced a PowerPoint presentation, with input from staff member Linda Atkins and DCD staff member Bryan Benjamin, concerning the following: at the expiration of the Department of Community Development’s development moratorium in October, the DCD expects to have an ordinance in place regarding legal lot of record (to ensure that development meets rural development standards). Environmental Health is exploring how JCC 8.15 harmonizes and/or differs from the Legal Lot of Record Ordinance. Further effort by Environmental Health may be required to timely update JCC 8.15 to ensure there are no conflicts with the Legal Lot of Record Ordinance. Discussion ensued. 3. Report on State Board of Health Training Members Dean and Funaro discussed their experience attending the recent state training for Board of Health members. It was also announced that Paul Cunningham, CMO of the Jamestown Family Health Clinic, would be the new tribal representative on the Board of Health. Respectfully submitted Page 3 of 3 G. Gilbert 4. Harm reduction This item was tabled due to lack of time. 5. Creation of subcommittee for onboarding new members Discussion was tabled. Chair Brotherton suggested creating a subcommittee to onboard new members. ACTIVITY UPDATE /// AGENDA PLANNING CALENDAR How to approach climate change, establishing next steps and focal areas. Member Kolff proposed that a small group assemble to brainstorm how to address this issue. Volunteering to participate are Chair Brotherton, Members Dean and Kolff, and staff member Martine. The Agenda Planning Meeting for the October Board meeting will be held on October 12, 2022 at 1:00 p.m. The next Board of Health meeting will be held as a hybrid meeting on Thursday, October 20, 2022 from 2:30 p.m. – 4:30 p.m. ADJOURNMENT Chair Brotherton adjourned the September 15, 2022 Jefferson County Board of Health meeting at 4:44 p.m. until the next Regular Meeting or Special Meeting as properly noticed.
