Go through East Bay gate. Douglas property is second house. Part 6—Project Description 6a. Summarize the overall project. You can provide more detail in 6d. [help] Project seeks to return Unnamed Stream channel to original discharge location into Quilcene Bay, pre-2008 stream dredging project, with a discharge direction approximately N70-8CE across beach berm. To re-route this stream to its original east-west direction and contour, a small east-west channel will be excavated and backed with a small berm. The amount of material which will be excavated to form the new stream is approximately 11 cubic yards. The excavated channel bdtom width will be 4 ft., and the depth will be approximately 1.5 ft. The excavated material will be used to create a 1-2' tall berm along the entire length of the new stream channel. To complete this berm, approximately 9.5 additional cubic yards of material will be "scalped"from the area north of the proposed channel and berm. The "scalp" area is the currently existing berm created in the 2008 dredging event. Scalping 9.5 cubic yards of material from this berm will allow for regular tidal inundation of the eastern side of the spit; this area has been `cut off from regular tidal exchange by the existing tall berm and as a result supports upland vegetation uncharacteristic of an intertidal area The existing berm reaches heights of greater than +10' above MLLW. The goal is to lower this berm to a height of between +8.0' above MLLW and +9.0' above MLLW. All work will occur on Jefferson County property, and will be done using the minimum amount of material practical. This will minimize fill within the marine waters of the United States, as required by the USACE. The project will restore community tidelands access to property owners and help to protect existing, threatened JARPA 2010 v1 3/30/2010 Page 4 of 16 shellfish beds to prevent additional loss of aquatic life, and may enhance fishway to Unnamed Stream (see Figures 1-6 and attached Biological Evaluation). Existing channel will be redirected from N-S discharge to approximate 2008 discharge channel path by creating a small E-W berm as shown on attached plans. A light, mini-excavator or similar equipment will be used, gaining access via temporary ramp from Douglas property. Some reinforcement may be needed to ensure bulkhead/ ramp stability. The upper portions of the previously-dredged N-S berm will be scalped and material will be used to create the new E-W berm. Activity is timed to avoid salmon or other fish runs, performed between July 16, 2014 and February 1, 2015 as soon as permit authorization is granted. Project will be completed within approximately one week of start date and is anticipated to be a one-time project. 6e. [help] JARPA 2010 v1 3/30/2010 Page 5 of 16 In 2008 under a prior JARPA permit (Control No. 115558-1; issued 12/12/2008), the Unnamed Stream was dredged, the channel was redirected and additional ditching was created in an approximately north-south orientation (see Figure 4, project plans). Excessive spoils from the dredging process were left along channel/ditch banks, adding significant material to both upland and bayward side of ditch. East Bay property owners' access to the community tidelands has been significantly limited by the deep channel /ditch created by the dredging, and the additional uplands. Redirecting of the stream has altered the preexisting sediment transport paths, resulting in areas of deep scour of the spit area and exposing piers from the former logging operation, and adversely affecting the health of the existing shellfish beds which have become subaerially exposed a's the overlying fine sediments have been scoured and dispersed north by the new channel (see Figure 3-6). ; st x�F y r Figure 3. The Unnamed Stream is planned to discharge slightly north of due west, at project completion. Sediment transport is expected to be restored along the beach northward,directed westward as it approaches the mouth of the Unnamed Stream, replenishing the now exposed shellfish beds with needed sediment cover and nutrients. [hei Project seeks to return Unnamed Stream channel to original discharge location into Quilcene Bay, pre-2008 stream dredging project, with a discharge direction approximately N70-8CE across beach berm. To re-route this stream to its original east-west direction and contour, a small east-west channel will be excavated and backed with a small berm. The amount of material which will be excavated to form the new stream is approximately 11 cubic yards. The excavated channel bcttom width will be 4 ft., and the depth will be approximately 1.5 ft. The excavated material will be used to create a 1-2' tall berm along the entire length of the new stream channel. To complete this berm, approximately 9.5 additional cubic yards of material will be "scalped"from the area north of the proposed channel and berm. The "scalp" area is the currently existing berm created in the 2008 dredging event. Scalping 9.5 cubic yards of material from this berm will allow for regular tidal inundation of the eastern side of the spit; this area has been `cut off from regular tidal exchange by the existing tall berm and as a result supports upland vegetation uncharacteristic of an intertidal area The existing berm reaches heights of greater than +10' above MLLW. The goal is to lower this berm to a height of between +8.0' above MLLW and +9.0' above MLLW. All work will occur on Jefferson County property, and will be done using the minimum amount of material practical. This will minimize fill within the marine waters of the United States, as required by the USACE. The project will restore community tidelands access to property owners and help to protect existing, threatened JARPA 2010 v1 3/30/2010 Page 4 of 16 shellfish beds to prevent additional loss of aquatic life, and may enhance fishway to Unnamed Stream (see Figures 1-6 and attached Biological Evaluation). Excessive spoils from the dredging process were left along channel/ditch banks, adding significant material to both upland and bayward side of ditch. East Bay property owners' access to the community tidelands has been significantly limited by the deep channel /ditch created by the dredging, and the additional uplands. Excessive spoils from the dredging process were left along channel/ditch banks, adding significant material to both upland and bayward side of ditch. East Bay property owners' access to the community tidelands has been significantly limited by the deep channel/ditch created by the dredging, and the additional uplands. Redirecting of the stream has altered the preexisting sediment transport paths, resulting in areas of deep scour of the spit area and exposing piers from the former logging operation, and adversely affecting the health of the existing shellfish beds, which have become subaerially exposed as the overlying fine sediments have been scoured and dispersed north by the new charnel (see Figure 4, 6-9 attached, and below). Excessive spoils from the dredging process were left along channel/ditch banks, adding significant material to both upland and bayward side of ditch. East Bay property owners' access to the community tidelands has been significantly limited by the deep channel/ditch created by the dredging, and the additional uplands. Redirecting of the stream has altered the preexisting sediment transport paths, resulting in areas of deep scour of the spit area and exposing piers from the former logging operation, and adversely affecting the health of the existing shellfish beds which have become subaerially exposed as the overlying fine sediments have been scoured and dispersed north by the new channel (see Figure 4,6-9 attached, and below). yy 1.40 r � Figure 6. [help] JARPA 2010 v1 3/30/2010 Page 5of12 In 2008 under a prior JARPA permit (Control No. 115558-1; issued 12/12/2008), the Unnamed Stream was dredged, the channel was redirected and additional ditching was created in an approximately north-south orientation (see Figure 4, project plans). Excessive spoils from the dredging process were left along channel/ditch banks, adding significant material to both upland and bayward side of ditch. East Bay property owners' access to the community tidelands has been significantly limited by the deep channel /ditch created by the dredging, and the additional uplands. Redirecting of the stream has altered the preexisting sediment transport paths, resulting in areas of deep scour of the spit area and exposing piers from the former logging operation, and adversely affecting the health of the existing shellfish beds which have become subaerially exposed as the overlying fine sediments have been scoured and dispersed north by the new channel (see Figure 4,6-9 attached, and below). , ` !eek ism Figure 6. The portion of the stream that the applicants want to divert is on intertidal County land. The pre-application submittal came in as restoration of a spit for shellfish. During the pre-app, the applicants stated that they believe that previous dredging of an unnamed stream (on the Gusoskey and Palmer parcels immediate south) went beyond what was allowed under the HPA(as I understand it, an emergency HPA was issued in 2008 to protect the residence just south of the stream). At the pre-app, the applicants noted that the proposal would also allow them the access to the shoreline that they had prior to the 2008/2009 stream dredging. Rick: One of the applicants, Kathleen Douglas, has had communications with you about work previously completed in Quilcene Bay. She indicated that she will be contacting you again to further discuss the proposal. Margie: The applicants consider this proposal to be restoration of habitat conditions for shellfish. I explained to them that fish and shellfish are not my areas of expertise, so the representative for the project(Justin Wilson with NTI) will be contacting you soon to discuss, if they have not done so already. In the Jefferson County Code,there is a shoreline exemption for habitat improvements, and the applicants are hoping to use that shoreline exemption. Culvert at county rd.is perched and a fish passage barrier. Stream channel has filled with grevet/sedbnent-bottom of stream is 4'higher than house foundation on south bank. Stream used to run straight out on beach but since removal of log dump jetty a spit has developed.-stream follows inside edge of spit to the north. Stream is dry from June through November. Property on south bank was developed as residence in early to mid 1900's. Culvert at county rd.is perched and a fish passage baffler. Stream channel has filled with gravel/sediment-bottom of stream ie 4'higher than house foundation on south bank. Stream used to run straight out on beach but since removal of log dump jetty a spit has developed.-stream follows inside edge of spit to the north. Stream is dry from June through November.
