This packet is for the 2023 TOURISM PROMOTION SERVICE PROPOSALS
to be funded by the Jefferson County Lodging Tax. Under Jefferson
County guidelines, you must be a NON-PROFIT or GOVERNMENTAL
AGENCY to be eligible to be funded by the Jefferson County Lodging Tax.
The Jefferson County Lodging Tax Advisory Committee will only consider
complete and signed proposals that include all of the requested
information and documents, and that are submitted by the deadline:

2023 Proposal Guidelines: Tourism Promotion Activities
The Jefferson County Lodging Tax Advisory Committee (LTAC) is accepting proposals from
government agencies and non-profit organizations for tourism promotion to be provided during
calendar year 2023 and paid for from the County's lodging tax fund. The Committee will make
recommendations to the Jefferson County Commissioners within one month following the proposal
deadline. All decisions for use of the lodging tax will be made by the Jefferson County
Commissioners.
■ Proposals from government agencies or non-profit organizations are to be for tourism
promotion during calendar year 2023. Please refer to Section 1 of this packet for examples
of eligible tourism promotion activities for this funding round.
■ At the time of implementation, tourism related activities within proposals must comply with
federal, state, and county laws and requirements, including county Public Health
direction. NOTE: Jefferson County may not use public funds in any way that can be construed
as a gift to an individual or organization.
■ Proposals must completely address the questions, and all requested supplemental information
must be provided. Incomplete proposals will not be considered by LTAC.
■ To be considered, a fully completed and signed digital application (digital signatures
acceptable) must be received at afmcknight(cDco;jefferson.wa.us by the deadline listed above. ■ The
preferred format for a digital application is a single PDF file attached to an email. If necessary,
multiple files in either PDF or Microsoft Word may be attached to a single email as a complete digital
application.

NOTE: With long-time team members and volunteer Dr. David Chuljian officially retiring as a
pyrotechnician, TPA has engaged other event professionals to identify new and exciting
alternatives to fireworks that invest LTAC funds regionally rather than internationally and provide
all -ages entertainment without the incurred risk of fire and ample solid waste. Initial research
conducted with the help of lighting and rigging professional Ted Krysinski, places drone light
shows at a base fee of $10,000+. In partnership with Fort Worden Hospitality, TPA will approach
the City of Port Townsend and the businesses community to match funding made available by
Jefferson County LTAC. *Execution of display(s) dependent on funding.

1. Tell us about your promotion, facility, event or activity and why you think it will
increase tourists traveling to and staying in Jefferson County.
The Production Alliance ("TPA") requests $120,000 from the Jefferson County Lodging Tax
Advisory Committee ("Committee") to market our 2023 Season of Events. Funds awarded
empower our alliance to promote Jefferson County as a destination for distinct arts and cultural
heritage experiences, and to aid the growth and resilience of the County's creative economy.
Each year, TPA builds on our development of engaging multimedia packages featuring dynamic
content capable of (1) feeding into marketing campaigns for the next 1-3 years, and (2)
effectively bolstering the County's reputation as a unique destination for tourists year-round. Led
by TPA's Leadership Team, our network of marketing professionals, videographers,
photographers, website developers, graphic designers, and artists is poised to produce events,
festivals, presentations, performances, tastings, and tours that build community through
celebration, as well as, print and digital marketing campaigns.
With more than 10-years of experience and a history of success in event management and
community engagement, TPA strives to be an asset to our community by facilitating a robust
season of free events and festivals. Our network includes more than 37 local businesses, 32
nonprofits, 12 public agencies, 125 regional vendors, 250+ adult and youth volunteers.
Our 2023 Season of Events is to include:
Tent•acity I Year -Round 2023 1 est. 2020
• Average Attendance: 3,000
• Program Vision: A suite of outdoor gathering equipment managed and operated by TPA to
support public events and festivals in Jefferson County.
In addition to TPA's Season of Events, Tent•acity supported more than 20 nonprofits producing
events and festivals in 2022, including: Brinnon Shrimpfest, Departure Festival, GPTB Kinetic
Sculpture Race, Jefferson Land Trust, Key City Public Theater, Olympic Music Festival,
Olympic Pride, Port Ludlow Performing Arts, PT Film Festival, PT Main Street, PT Marathon
Association, PT Marine Science Center, PT School District, PT School of the Arts, PT Wooden
Boat Festival, Quilcene Fair & Parade, Rhododendron Festival Association, Seattle Theater
Group, SoundCheck, and The Food Co-op.

2. If this is a continuing promotion, facility or event, how is it different than in the past?
Through inclusive and dynamic gatherings, TPA celebrates cultural heritage and "sense of place"
as conduits for positive social change and improved quality of life. Our team is dedicated to
bringing this mission to fruition in new and innovative ways.
Events are designed to reflect TPXs mission and values, and those of our production partners.
Each year, we engage new visual and performing artists, design new and more dynamic event
layouts, increase activities for children and families, and empower youth and emerging adults to
join our Alliance to ensure that events engage a diverse audience and add value to the
community.
TPXs robust suite of professional services and outdoor gathering equipment serves
tourism -related events countywide with active partnerships in Brinnon, Quilcene, Chimacum,

and the greater Port Townsend area. In 2023, TPA anticipates supporting all partners listed above
(Tent•acity 2023) plus, the Port of Port Townsend and more!
3. Describe how you intend to market/promote your promotion, facility, event or activity
to potential tourists who reside outside Jefferson County.

December 2022: 2022 Season of Event montage highlighting all of the year's activities and
promoting those to come in 2023. Video shared on YouTube, social media, website, and by our
network.
QI 2023 (January - March):
• Convene regional marketing professionals, along with production partners to vet new and
existing avenues for reaching target audiences in relation to event goals and vision.
Convene videographers, photographers, website developers, graphic designers, and visual
artists to establish 2023 event art and themes, scopes of work, and project timelines for
2023 Marketing Plan.
• Advertising in regional publications purchased and designed begins.
• 2022 videography and photography developed into 30- to 60-second promotional teasers
for Instagram, Facebook, and YouTube.
• Event teasers developed for on -air radio and other regional channels identified in 2023
Marketing Plan.

TPA prides itself on dynamic and inclusive events with appealing elements for all -ages of
residents and visitors alike.

establishments.
Engage contracted marketing professionals, Washington Festivals & Events Association,
Tourism Coordinating Council, JC Chamber of Commerce, PT Main Street, partners' networks,
and local accommodations, restaurants, and bars to establish cross -promotional and joint
marketing opportunities.
f) If you intend to collaborate with another agency or non-profit to provide these services,
please state the name of the organization and describe the nature of the collaboration:
TPA is an alliance of artists and creative entrepreneurs. We facilitate collaborative event
production with more than 37 local businesses, 32 non-profit organizations, 12 public agencies,
125 regional vendors, 250+ adult and youth volunteers. Please see above (Question 1, Tenthacity
2023) for examples or our website for a comprehensive list.
4. How will you measure the effectiveness of your promotion, facility, event or activity?
Also, describe how you will document and report to the County the economic impact
from your event/facility.
TPA's local marketing coordinators, with the help of event volunteers, count the total number of
visitors entering each event utilizing a clicker at the primary venue/location entrances. For events
with multiple locations, we collaborate with production partners to track and report on
attendance through clicker -counts, ticketed admission, venue capacities, and other developed
methods, such as stickering, with the intent to review multiple streams of data for the highest
level of accuracy.
At all events we display signage to promote QR codes that direct attendees to a brief online
survey that captures an individual's home zip code and other details critical to LTAC reporting. In
2023, we are continuing to develop methods to increase participation.
5. What economic impact can we expect in Jefferson County from your proposed
promotion, facility, event or activity?
Funds awarded empower our Alliance to promote Jefferson County as a destination for arts and
cultural heritage experiences, and to aid the growth and resilience of the County's creative
economy. More than 90% of TPA's 2022 Operating Budget, including LTAC funding, was
reinvested into local businesses and professional services, with the remainder utilized to bolster
print and digital promotions along the I-5 Corridor.
a.) Actual or estimated number of tourists at your event/facility last year (2021):
Year to Date for 2022 is approximately 15,000 total event participants. TPA estimates that about
15-25% of our event attendees are tourists visiting Jefferson County.
b.) Estimated number of tourists who will attend your event/facility this year (2022):
If in 2023, public health and safety protocols allow TPA and other major festivals to continue
in -person, we aim to increase that number to 20,000-25,000. TPA estimates that about 15-20% of
our event attendees are tourists visiting Jefferson County.
c.) Projected economic impact in Jefferson County from your event/facility (e.g. number
of tourists who will stay overnight in Jefferson County -based lodging establishments;
economic impact for Jefferson County restaurants, community facilities, amenities,
events, and businesses).
TPA estimates that about 10-15% of tourists attending our events stay in overnight
accommodations. An increasing number of tourists in 2021 reported that they are staying locally
with friends or family due to a lack of availability or affordability of local accommodations.
6. Describe your organization's area of expertise. Do you provide a unique
service?
Our Alliance - TPA's strength lies in our network of artists, gig workers, entrepreneurs,
production partners, and dedicated volunteers who serve as stewards of Jefferson County's
cultural heritage and creative economy. Our growing reputation as a leader in the art of gathering
reflects the positive, passionate acumen of this Alliance.
TPA's robust suite of professional services and outdoor gathering equipment serve arts, cultural
heritage and tourism -related events countywide; with partnerships and logistical support roles in
Brinnon, Quilcene, Chimacum, and the greater Port Townsend area.
TPA represents the next generation of community leaders and conveners with skills and
experience in emerging communications technology and digital/social marketing strategies to
engage broader audiences, to improve ROI on advertising expenditures, and to grow Jefferson
County's reputation in the digital age.

StrongerTowns is located in Port Townsend, Washington and
serves all of Jefferson County. We are a 501(c)(3) nonprofit and
exist primarily on the volunteer efforts of our board, advisory
teams, and wonderful community members.
Founded in 2016, StrongerTowns has a goal of supporting local initiatives that have a need for
nonprofit status yet are still too nascent and experimental to warrant a full independent corporate
structure. StrongerTowns has six active programs underway— Skillmation, The Benji Project,
The Production Alliance, Connected Students Initiative, Community Build, and YEA Music
—and is evaluating a handful more.

Our Alliance — our dedicated crew, stellar adult and youth volunteers, and talented production
partners — upholds cultural heritage and "sense of place" as conduits for positive social change
and improved quality of life in Jefferson County. We strive to be an asset in our community by
facilitating intergenerational mentorship, resource sharing, sustainable practices, and broadscale
volunteerism.
