This packet is for the 2023 TOURISM PROMOTION SERVICE PROPOSALS
to be funded by the Jefferson County Lodging Tax. Under Jefferson
County guidelines, you must be a NON-PROFIT or GOVERNMENTAL
AGENCY to be eligible to be funded by the Jefferson County Lodging Tax.
The Jefferson County Lodging Tax Advisory Committee will only consider
complete and signed proposals that include all of the requested
information and documents, and that are submitted by the deadline:

2023 Proposal Guidelines: Tourism Promotion Activities
The Jefferson County Lodging Tax Advisory Committee (LTAC) is accepting proposals from government
agencies and non-profit organizations for tourism promotion to be provided during calendar year 2023 and
paid for from the County's lodging tax fund. The Committee will make recommendations to the Jefferson
County Commissioners within one month following the proposal deadline. All decisions for use of the lodging
tax will be made by the Jefferson County Commissioners.
• Proposals from government agencies or non-profit organizations are to be for tourism promotion
during calendar year 2023. Please refer to Section 1 of this packet for examples of eligible tourism
promotion activities for this funding round.
• At the time of implementation, tourism related activities within proposals must comply with federal,
state, and county laws and requirements, including county Public Health direction. NOTE:
Jefferson County may not use public funds in any way that can be construed as a gift to an individual or
organization.
• Proposals must completely address the questions, and all requested supplemental information must be
provided. Incomplete proposals will not be considered by LTAC.
• To be considered, a fully completed and signed digital application (digital signatures acceptable)
must be received at atincknight@cojefferson.wa.us by the deadline listed above.
• The preferred format for a digital application is a single PDF file attached to an email. If necessary,
multiple files in either PDF or Microsoft Word may be attached to a single email as a complete digital
application.
• All documents filed with the County are public records, potentially eligible for release.

1. Tell us about your promotion, facility,event or activity and why you think it will increase tourists
traveling to and staying in Jefferson County.
Centrum requests continuing support from Jefferson County lodging tax funds for 2023 marketing and
promotions to visitors from outside of Jefferson County.
Founded in 1974, Centrum provides creative multi-generational music and writing workshops and festivals with
a wide diversity of artists and world cultures, passing traditions from one generation to the next with mutual
respect and building greater community and inclusion through the arts.
Jefferson County LTAC funds have been very important,helping Centrum reach audiences outside of Jefferson
County through strategic promotions in national trade journals, regional radio and television, and social media.
Centrum has a proven track record of attracting visitors to Jefferson County. It serves artists and audiences from
all 50 US states, 77%of Washington counties, and 10 other nations. During 2022, Centrum's first in-person
program year since the pandemic began, a total of 7,057 people attended Centrum programs including:

In our week-long immersive workshops, aspiring artists from ages 4 to 98 live, learn, play, create, dance, sing,
and write alongside standard-bearers of a wide array of cultural traditions. Programs include Jazz Port
Townsend, Brazilian Choro, Chamber Music,Voice Works, Fiddle Tunes,Port Townsend Writers Conference,
Acoustic Blues Festival, Ukulele,Red Hot Strings, six"Young Artist Project"programs(with Washington
students, teachers, and chaperones mostly from outside Jefferson County), Artist Residencies, a Creative Aging
Conference, and an arts and lectures series. Public performances and events allow audiences to participate in
and celebrate our programs.
After two years of online only workshops due to the pandemic, Centrum offered in-person performances and
workshops in 2022,with COVID vaccine requirements,which we blended with online participation. Programs,
concerts, and other events were at about 66%attendance compared to pre-pandemic attendance. We have
accepted a multi-year view of our work to return to pre-pandemic levels. Additionally, due to COVID, Centrum
initiated several new strategic partnerships to help sustain its fellow on-campus programming partners at Fort
Worden State Park-vital to our future and the continued success of enterprise at Fort Worden. Relief funding
from PPP, SVOG, and ArtsWA has been indispensable in helping us retain core staff while we rebuild our
markets following two years of online-only access to our programs. Centrum's continued success is critical to
the public/private partnership at Fort Worden State Park as we generate the majority of guest lodging and
tourism at this site.
2. If this is a continuing promotion, facility or event, how is it different than in the past?
Centrum has a three-pronged strategy for 2023 promotions - sustaining, innovating, and growing attendance.
Centrum greatly expanded our marketing department with the recent hire of Jaime Jaynes, a full-time Marketing
and Communications Director. Growing up in Port Townsend, Jaynes attended Centrum youth art programs.
Holding a BA from the Art Institute in Chicago, she was Brand Marketing Director at Nike for 10 years
focusing on omnichannel growth of women's business. At Centrum, Jaynes is enacting a new marketing
strategy focused on new communities and alumni engagement(Centrum alumni come from across the country
and world). Her strategy for 2023 includes refreshed evergreen branding, creative directives for designers,
content creation guidelines for creators, multi-channel programming, and analysis of results based on key
performance indicators. Her approach to marketing is highly proactive and operational, with a keen focus on
protecting Centrum's legacy as a valued cultural and educational experience.

Centrum will also refine its virtual offering in 2023. Portions of in-person programs will be offered online for
people who can't or don't want to travel. Daily presentations will be available by livestream online during
larger workshops, which will sustain a premium for in-person experiences while promoting the value and
richness of planning to participate in-person in Jefferson County in future years. 2023 video broadcasts will be
available to all participants of our programs for an extended period following each program. This has the added
advantage of allowing every participant, whether visiting Port Townsend or online, to benefit from every class
we offer via archived broadcasts. This was not possible in the past. Due to performance rights and other
copyright issues, we are not planning to broadcast live performances—only classes.
3. Describe how you intend to market/promote your promotion, facility, event or activity to potential
tourists who reside outside Jefferson County.
Centrum plans $70,000 in marketing campaign expenses for 2023 (including out-of-county and in-county
marketing). We will continue reversing our historical ratio of online and print promotions from 2019, shifting
our emphasis to 70%digital marketing, and 30%print. Digital platforms allow us to track engagement and run
"A/B"test campaigns as well, which helps us fine-tune choices of images and messaging to be most effective.
Digital advertising reaches more predisposed audiences and—based on demographic shifts in the Northwest and
nationally—we believe the long-term reliance on high-end trade journals is likely to decrease in productivity as
younger markets turn away from traditional forms of media and most of their news and advertising online.
Our 2023 campaigns will coincide with a complete redesign of our website for 2023 (website costs are not
included in this project proposal)which will build upon our strong search engine optimization and functionality
and increase out-of-state web traffic from people seeking to travel to events and workshops in the Northwest.
New digital ads will primarily be targeted through Facebook, Instagram, and the Seattle Stranger, explicitly
targeted outside Jefferson County, which we expect to reach 65,000-100,000 people in targeted demographics
for every $1,000 spent.
Our approach includes:
• Following a consumer shift towards shopping from home, Centrum will continue our shift towards digital
ads to improve efficiency and performance, lower costs, and track and control ad performance.
• Limited print magazine ads early in the year will drive workshops registrations.
• Public relations, e-newsletters, print brochure mailings, and traditional (i.e. regional newspaper/media)
marketing will remain mostly similar to previous years.
• Marketing and promotions will be year-round, primarily from January through July 2023.
Because Centrum programs are most often for one-week, overnight stays in Jefferson County are required by
most visitors.
4. How will you measure the effectiveness of your promotion, facility,event or activity?
Also, describe how you will document and report to the County the economic impact from your
event/facility. (State law requires the County to report annually to the State Department of Community
Development and Economic Trade about the number of lodging stays and economic benefit from tourists
generated by use of Lodging Tax proceeds for tourism promotion.)
Centrum maintains detailed records of registered workshop participants, artist faculty, and ticket buyers. We
review weekly multi-year reports to track the trajectory and pace of demand for our programs. Our data allows
us to see whether outreach efforts are successful and gives us opportunities to pivot to curtail unnecessary
spending or bolster efforts based on consumer response.
Our data includes numbers of participants and audiences, and past responses to survey questions for online
ticket buyers that reveal the estimated number of nights of lodging in Jefferson County from out-of-town
visitors.
During 2019 (the most recent full non-pandemic year):
• Online ticket survey respondents reported, while attending Centrum performances, visitors from 21 states
and 3 foreign countries reported staying 1,474 nights at paid lodging -hotels, motels, and/or inns outside of
Fort Worden State Park.
• Ascribing this rate to our annual attendance conservatively, we forecast that Centrum fueled more than
3,000 nights of lodging in Jefferson County outside of Fort Worden State Park in 2019.
• Given the global nature of our visitors, it has not been possible to distinguish nuances such as lodging in
vs. out of unincorporated Jefferson County, though we know by anecdote that Centrum guests do stay, in
some cases, well outside of eastern Jefferson County.
• Additionally, and separate from the above data, Centrum estimates that our workshop participants account
for approximately 10,000 bed nights at Fort Worden State Park.
Centrum will measure the effectiveness of its promotions and events by:
• Meeting or exceeding annual goals for online and/or in-person workshop participant enrollment.
• Meeting or exceeding annual goals for ticket sales to regional and national audiences.
• Reviewing participant evaluations following each workshop, including how participants heard about the
workshops. (Centrum has a very high return survey rate, which helps shape future offerings).
• Staff briefings to share participant feedback, production results, community input, whether needs were met,
and changes to make in the future.
5. What economic impact can we expect in Jefferson County from your proposed promotion, facility,
event or activity?

7,057 people filled Centrum workshops, concerts, and residencies in 2022 with 3,558 visitors or more from
outside of Jefferson County(an additional 784 people bought tickets at the concert entrance with no residential
data required). It has been a great joy for Centrum to welcome artists and audiences back to our campus. The
powerful bonds we build through art and music feel more important than ever, and the special setting of Fort
Worden State Park is an ideal place to reconnect. Teachers and mentors arrived from all over the country, a
world-class faculty roster, to inspire students of all ages.
Centrum is one of the most effective and far-reaching marketing arms for Jefferson County and Port Townsend.
Relationships between Centrum, Jefferson County, the City of Port Townsend, and Fort Worden State Park are
mutually beneficial. In non-pandemic years Centrum programs are one of the largest economic engines for
Jefferson County, bringing thousands of tourists to Jefferson County, some of the greatest diversity of guests,
and the largest quantity of repeat visitors and overnight guests at the park.
Most Centrum visitors stay in Jefferson County for up to six nights per visit. Centrum has many visitors from
the I-5 corridor and throughout the U.S. They learn about and come to Centrum via advertising, word-of-
mouth, and our professional faculty artists who are emissaries for Centrum and Jefferson County. Stories
abound about Centrum's importance for the region's artists, residents, students, and the tourism industry. Many
people say Centrum is the reason they moved to Port Townsend.
Centrum had a steady rate of growth for our workshops since 1990, generating more than $1.2 million of
tuition, lodging and food services at Fort Worden State Park in a non-pandemic year. 79%of individual
charitable donations to Centrum come from families living outside of Jefferson County.
It is estimated that Centrum's participants and audiences generate $3.126 million in expenditures annually, with
1/3 remaining in Jefferson County ($1.042 million). Our annual economic impact equates to 86 FTEs. We
project that Centrum will provide $1.157 million in paid wages/benefits for 32 people in 2022, including
Centrum's staff and faculty artists.
Jefferson County LTAC funds have made a big difference in Centrum's ability to reach audiences outside of
Jefferson County through strategic promotions in global trade journals, regional radio and television stations,
and social media outlets, allowing us to target advertising to specific regions.
6. Describe your organization's area of expertise. Do you provide a unique service?
Centrum programs feature a wide diversity of artists and world cultures, helping to fulfill our vision to build a
world of greater community and inclusion through the arts. Over the decades, hundreds of thousands of people
have taken part in Centrum's residential workshops, residencies, performances and events in visual arts, music,
dance, writing, and creativity, fostering a vibrant community and making an indelible mark on the cultural life
of Port Townsend. Centrum's signature immersive workshops bring together aspiring, emerging, and
professional artists from across the world, and its public performances and presentations have been key to
building the community's reputation as a renowned arts destination.
Centrum is a well-known destination for aficionados of traditional American music forms, visual arts and
writing. Audiences and participants appreciate Centrum's local/global perspective and special blend of natural
beauty, small town charm, and artistic excellence. Immersive programs include Jazz Port Townsend, Brazilian
Choro, Chamber Music, Voice Works, Fiddle Tunes, Port Townsend Writers Conference, Acoustic Blues
Festival, Ukulele, Red Hot Strings, and six Young Artist Project programs (with Washington students, teachers,
and chaperones mostly from outside Jefferson County), Artist Residencies, a Creative Aging Conference, and
an arts and lectures series. Public performances celebrate workshops and programs, inviting audiences to
connect with diverse artists and artforms.

Note: Staff will verify Incorporation status of the non-profit agencies who submit service proposals by
checking the Washington Secretary of State's on-line corporation records.
A. 2023 LTAC Opportunity Information
1. Jefferson County's Proposal Process -
The Jefferson County LTAC solicits service proposals each year. The proposal form is attached, posted on the
County's website, www.co.jefferson.wa.us and may also be requested by calling the Jefferson County
Commissioner's Office at the Courthouse, (360) 385-9102.
This year, the Committee will review proposals on October 28, 2022 from 1 p.m. to 3 p.m. Applicants are asked
to attend the October 28, 2022 meeting beginning at 1 p.m. The County will provide meeting information for all
complete applications. At that meeting, each proposing agency will answer questions from the Committee
regarding their proposal. The Lodging Tax Advisory Committee will make a recommendation to the Board of
County Commissioners regarding which proposals to fund, and at what funding levels within available
revenues.
The review of the LTAC recommendations and final decision about how to use the lodging tax monies is made
by the County Commissioners. Each agency will be notified of the status of their proposal. Contracts are
prepared by the County and sent to agencies.
2. Available Funding for 2023
Organizations submitting proposals should be aware that a total of approximately $800,000 in lodging tax
awards will be available for allocation to eligible tourism promotion activities through this RFP. This amount
also includes $4,000 in staff administrative costs to manage the grants and to process invoices.
County Ordinance 02-0622-98 provides for distribution of Lodging Tax as follows:
• The lodging tax funds are to be used for targeted and/or regional promotion, the operation and
maintenance of organizations operating tourist related facilities and their costs for local promotional
activities.
• Not more than 25% for the development of tourism related facilities.
3. Definitions -
By state law, lodging tax funds may only be used for tourism promotion and the acquisition and/or operation,
including maintenance, of tourism-related facilities. The following definitions are copied verbatim from RCW
67.28.080.Note: State law changed in 2007 to include"operation" of tourism events in the definition of
"tourism promotion."
"Tourism" means economic activity resulting from tourists, which may include sales of overnight lodging,
meals, tours, gifts, or souvenirs.
"Tourist" means a person who travels from a place of residence to a different town, city, county, state, or
country, for purposes of business, pleasure, recreation, education, arts, heritage, or culture.
"Tourism promotion" means activities, operations, and expenditures designed to increase tourism, including but
not limited to advertising, publicizing, or otherwise distributing information for the purpose of attracting
and welcoming tourists; developing strategies to expand tourism; operating tourism promotion agencies;
and funding the marketing of special events and festivals designed to attract tourists.
"Tourism-related facility" means real or tangible personal property with a usable life of three or more years, or
constructed with volunteer labor that is: (a)(i) Owned by a public entity; (ii)owned by a nonprofit
organization described under section 501(c)(3) of the federal internal revenue code of 1986, as amended;
or(iii) owned by a nonprofit organization described under section 501(c)(6) of the federal internal
revenue code of 1986, as amended, a business organization, destination marketing organization, main
street organization, lodging association, or chamber of commerce and (b)used to support tourism,
performing arts, or to accommodate tourist activities.
4. Proposal Evaluation Criteria —
Jefferson County Policy Statement for Use of the Lodging Tax.
Jefferson County's Lodging Tax Fund will be the primary source of county funding for activities, operations,
and expenditures designed to increase tourism. The County does not make any multi-year commitments with
Lodging Tax funds. However, service providers are not limited or prohibited from making repeat annual
requests of the same nature. The County intends to maintain a reserve in the Fund, and will assess on an annual
basis how much of the Fund to appropriate in a given year. The Jefferson County Commissioners have created a
Lodging Tax Advisory Committee to conduct an annual process to solicit and recommend Lodging Tax funded
services for the County Commissioners consideration. Jefferson County will only consider proposals for use of
the Lodging Tax from public and non-profit agencies.
The Fund will ONLY be used for the following purposes:
1. The promotion of emerging or on-going tourism events, facilities, and activities by government or non-
profit agencies so as to attract and draw tourists to unincorporated Jefferson County from outside
Jefferson County.
2. Operation of a tourism promotion agency (such as a visitor and convention bureau);
3. The marketing of special events and festivals designed to attract tourists to unincorporated Jefferson
County from outside Jefferson County.
4. Capital and/or operating costs for tourism facilities owned by a public entity or a non-profit organization
as defined in State law RCW 67.28.080.1(7)— Tourism Related Facility.
5. Administrative costs to support tourism events, facilities and activities.
Other Criteria.
HIGH PRIORITY will be given to tourism activities that
• Promote Jefferson County and/or events, activities, and places in the County to potential tourists from
outside Jefferson County.
• Have demonstrated potential or high potential from the Committee's perspective to result in overnight
stays by tourists in lodging establishments within the unincorporated areas Jefferson County.
• Have demonstrated potential or high potential from the Committee's perspective to result in documented
economic benefit to Jefferson County.
• Have a demonstrated history of success in Jefferson County, or are proposed by a group with a
demonstrated history or high potential of success with similar activities.
• Minimize duplication of services where appropriate and encourage cooperative marketing and/or
includes an element of cooperation or partnership.
• Provide, maintain, operate, or enhance County-owned tourism facilities or infrastructure.
LODGING TAX ADVISORY COMMITTEE REVIEW CONSIDERATIONS
In developing its recommendations, the Committee considers:
• The estimated amount of lodging tax receipts for the coming year provided by the County
Administrator's Office.
• Operational adaptations or pivots that ensure future organizational success of tourism related activities
and promotion, in response to the COVID-19 pandemic.
■ Thoroughness and completeness of the proposal.
• The relationship of proposed services to the areas of high priority identified by the Committee.
■ Percent of the proposal request to the event/facility promotions budget and overall revenues.
• Percent of increase over prior year Jefferson County Lodging Tax funded proposal if any.

• The applicant's history of promotion success, reporting history and financial stability.
• Committee member general knowledge of the community and tourism-related activities.
NOT CONSIDERED are requests for
• Services to be provided beyond calendar year 2023.
• Proposals from for-profit businesses (however, a government or nonprofit agency contracting with the
County may itself contract with for-profit businesses as third-party vendors).
• Promotional activities that reach a target audience solely located within Jefferson County.
NOTE:
1. On February 2, 2006, the State of Washington Attorney General's Office issued Opinion #AGO 2006
#4, which clarifies that a municipality may NOT provide advance payment to private organizations for
tourism promotion. Payment must occur after the services have been performed and documentation in
keeping with the contract is submitted to the County.
2. The County may not pay for donated or volunteer services or pay more than the actual cost incurred by
the contracting agency to provide the service.
5. Background Information —
Jefferson County's Lodging Tax.
The Lodging Tax is an excise (sales)tax authorized by State law in RCW 67.28, Public Stadium, Convention,
Arts and Tourism Facilities.
In 1998, the State Legislature amended Chapter 67.28 of the Revised Code of Washington (RCW) to allow
local governments to assess an additional 2%tax on lodging for tourism promotion and/or tourism-related
facilities (sometimes referred to as "the new 2%"). In April 1999, the County Commission, by Ordinance,
increased the County's Lodging Tax from a 2%to a 4%tax as allowed by RCW 67.28.
Jefferson County's Lodging Tax Advisory Committee.
Per RCW 67.28.1817, the State requires that local governments collecting the Lodging Tax establish a Lodging
Tax Advisory Committee consisting of at least five (5)members:
The Chair —a member of the County Commission or their designee
2 members—representing the lodging industry
2 members—representing activities authorized to be funded by said tax
The Committee's role is advisory in nature, with the Committee's purpose being to advise the County
Commissioners. The Committee must select the candidates from amongst the applicants applying for use of
revenues and provide a list of such candidates and recommended amounts of funding to the County
Commissioners for final determination.
In 1998, the Jefferson County Commissioners created such a Committee, and asked the Committee to establish
an annual process to solicit and review proposals for tourism services eligible for lodging tax funding.
Committee members are appointed by the County Commissioners as part of the County's regular advisory
committee appointment process.
