LEGAL LOCATION: SE 1/4 of Section 12 Township 29 North, Range 01 West, W. M, Jefferson County, Washington. LATITUDE & LONGITUDE: Northeast Corner of Parcel - N 48ᶛ 00’ 54” – W 122° 44’ 26” ROAD ROUTE INSTRUCTIONS: From the four (4) stop in Port Hadlock go south on Oak Bay Road to Jacobs drive. Take Jacobs Drive to Goldenview Drive. Follow Goldenview Drive to Idlewood Lane. The intersection of Goldenview Drive and Idlewood Lane is the northeast corner of the parcel. The usable portion of the parcel is on the south side of Idlewood Lane. SIZE OF PARCELS: 4.1 Acres ZONED: Rural Residential (R20) WATER RESOURCE INVENTORY AREA: WRIA 17 SLOPE GRADIENT: 0 to 10%. CRITICAL AREAS ON PARCEL PRE-EXISTING INVENTORIES: There are no identified (NWI) wetlands on the parcel. The Washington State Department of Ecology (WSDOE) 2011 Wetland Inventory does not identify any wetlands on the parcel or any wetlands near the parcel. Also, the site is not listed as a Washington State Natural Heritage feature nor a Washington State high conservation value wetland. in March 2016, Loggy Soil and wetland Consulting did a wetland identification and delineation on the portion of Parcel 962700030 on the north side of Idlewood Lane in conjunction with the wetland identification and classification of Parcel 9627000301. Nearly all Parcel 962700030 on the northside of Idlewood Lane is either wetland or buffer. The report covering the two reports are on file Jefferson County Department of Community Development. METHOD AND APPROACH A two-Level Assessment was used to identify the wetland on the east side of the Parcel 962700030 on the south side of Idlewood Lane. The first level of assessment included review of existing information conducted to develop background knowledge of physical features, and to identify the potential for wetland occurrence on the parcel. The resource documents available for preliminary review of the site conditions included data for agencies listed under the heading Pre-existing Inventories. In addition, data from other agencies included USDA Soil Conservation Service (SCS), "Soil Survey of Clallam County Area Washington", 1987 and Clallam County USFW wetland data base, Washington State Department of Natural Resources (DNR) and Google aerial photography. The second level of assessment included on-site investigation to determine the location of wetland(s) and upland sites. Two (2) sample sites describing vegetation, soil and hydrologic features were done and the field data sheets are presented in Appendix I. One sample site was done the wetland and one the non-wetland area. GENERAL LAND AND CHARACTERISTICS RESOURCES The parcel 4.1 acres. Approximately the west half of the parcel is part of a larger bench. This area ranges in slope from 1 to 10 percent. The east portion of the parcel consist of uneven knobby topography that predominantly slopes to the northeast corner of the parcel. The eastern portion of has slope gradients that range from 5 to 15 percent. The soils are gravelly silt loams that support conifers, hardwoods, and a variety of shrubs (Exhibit I). Wetland There is a Category 3 Wetland on the parcel. The area presently designated on the ground and shown in Exhibit 1 below, is a wetland because it meets all three criteria for a wetland by having hydric soils, hydrophytic vegetation and wetland hydrology. Vegetation – The dominant species on the wetland consist of wetland plants with 40 percent overstory of Alnus rubra (red alder) with an understory of 20 percent of Rubus spectabilis (salmonberry). Non- dominant understory species 10 percent Rubus armeniacus (Himalayan blackberry) and ten percent Polystichum munitum ( sword fern). Soils – Soils can be grayish brown to dark gray gravelly dark loamy silt, gravelly loamy sands to gravelly sandy clays. The soils at depths greater than five inches contains greater than 60 percent matrix with a chroma of 2 or less that has 6o percent or more chroma of 2 or less, starting at a depth of equal or greater than 12 inches from the surface, and having a minimum thickness of either2 inches if the 2 inches consist of fragmental soil material. Hydrology – The hydrology is fragmented and variable with small seasonal ponded areas and saturation. The small depressional can have 2 inches of surface water present. Wetland Rating: - The wetland was rated using the updated 2014 Washington Wetland Rating System. The classification rating sheets, and associated figures can be reviewed in Appendix II. Table 1 on Page 6 gives a summary of the detail rating of the wetlands. WETLAND BUFFER: The buffer boundary for a Category III Wetland for any Moderate Impact is 110 feet (JCC Table08.22.730(1)(a). UPLAND AREAS Vegetation – The upland plot consist of an overstory is dominated by Alnus (red alder) with an understory of Gaultheria shallon (sala) and Polystichum munitum (sword fern). A variety of conifer species are scattered throughout the parcel, including Tsuga heterophylla (western hemlock),Pesudotsuga menziessi (Douglas fir), Thuja plicata ( western red-cedar) and Acer macrophyllum ( big-leaf maple). Other common shrubs found on are Rubus spectabilis (salmonberry), Rubus armeniacus (Himalayan blackberry) and Rubus ursinus (trailing blackberry). Soils The Jefferson County Soil Map identifies the upland soil on the parcel as being Clallam Gravelly sandy Loam. The soil described at the upland plot were described to 15 inches deep. The soil has high chroma (3 and 4) and values (3/4) with textures of gravelly loamy sand and gravelly sand. The soils may have few mottles below 12 inches but does not meet hydric conditions because the soil color (10YR 4/4 has to high of a color value.
