HomeMy WebLinkAboutDRAFT M092722 MINUTES CIVIL SERVICE COMMISSION Regular Meeting September 27, 2022, 2:00 p.m. Jefferson County Courthouse 1820 Jefferson Street, Port Townsend, WA (Hybrid) CALL TO ORDER: Chair Dennis Cowan called the meeting to order at 2:09 p.m. in the presence of Chief Examiner Steve Richmond. Commissioner Ken Przygocki and Commissioner Bob Gebo participated remotely. PUBLIC COMMENT PERIOD: Chair Cowan called for public comments. None received. APPROVAL OF MINUTES: Commissioner Gebo moved to approve the minutes of March 29, 2022. Commissioner Przygocki seconded the motion which carried by a unanimous vote. OLD BUSINESS: Update on Patrol Sargent Promotional Examination: Chief Examiner Richmond provided an update on testing for Patrol Sergeant Promotion. The Written Examination was administered Saturday, October 8, 2022. Only one candidate out of four tested passed the required percentage and will move onto an Oral Board Interview Examination on Saturday, October 15, 2022. If successful, the Eligibility List will be established with one candidate for promotion. Undersheriff Andy Pernsteiner joined the discussion and stated that a list is imperative to have at all times, as an opening can arise unexpectedly. He added that it is hard to draw interest from the current patrol staff to test and be on a promotional list. Chair Cowan called for public comments, and one comment was received. NEW BUSINESS: Update on Corrections and Patrol Staffing: Chief Examiner Richmond provided an update on Entry Level testing and eligibility lists established by testing and scores submitted by Public Safety Testing. After the Interview Days for both Corrections and Patrol Entry, both lists were exhausted and currently there are eight open positions for Corrections Deputies in the jail. There is currently one open position for Patrol Deputy. He relayed he is working with Human Resources and the Incentives such as s signing bonus. Chair Cowan called for public comments, and two comments were received. Update and Review of Records Officer Examination and Results: Chief Examiner Richmond provided an email communication from an employee requesting reclassification and job description clarification Discussion ensued to determine who will take the lead and whether this should be considered a formal complaint or treated as a request that would be directed to go through Union Negotiations, Human Resources or the Civil Service Commission. Jefferson County Human Resources Director Sarah Melancon joined the discussion to address the various avenues to reach a resolution. Chair Cowan called for public comments, and three comments were received. Commissioner Gebo moved to table this discussion and directed Chief Examiner Steve Richmond to investigate the request and return to next regular meeting with a report. Chair Cowan seconded the motion which carried by a unanimous vote. NOTICE OF ADJOURNMENT: Commissioner Gebo moved to adjourn the meeting at 3:39 p.m. Chair Cowan seconded the motion which carried by a unanimous vote. NEXT MEETING: October 25, 2022 or a Special Meeting if properly noticed pursuant to RCW 42.30.080.
