Integrated whole -house ventilation systems shall provide outdoor air at the rate air specified in table M1507.3.3(1) with continuous operation, or Table M1507.3.3(2) with intermittent operation.2. Exhaust fans providing whole -house ventilation shall have a flow rating at 0.25 inches water gauge.3. Whole -house fans located 4 feet or less from the interior grille shal l have a sone rating of 1.0 or less.4. Outdoor air shall be distribut ed to each habitable space by individual outdoor air inlets 5. Interior doors shall be undercut to a minimum of 1/2 inch ab ove the surface of the finish floor covering.6. Outdoor air inlets for individual rooms shall have controlla ble and secure openings to provide;not less than 4 square inches of net free area of opening for e ach habitable space.7. Inlets shall be screened and located so as not to take air f rom plumbing vents, exhaust vents, or any hazardous or objectionable odors.8. The fan shall be have a manual and automatic control, and op erate at least one out of every four hours.9. A label affixed to the control should read; "Whole House Ven tilation (see operating instructions)." 2018 Washington State Energy C ode - R e s i d e n t i a l P r o v i s i o n s : R303.1.3 Fenestration product rating. U-factors of fenestration products (windows, doors and skylight s) to be determined in accordance with NFRC 100. Exception: Where required, garage door U-factors shall be deter mined in accordance with either NFRC 100 or ANSI/DASMA 105.U-factors shall be determined by an accredited, independent laboratory, and labeled and certified by the manufacturer. Product s l a c k i n g s u c h a l a b e l e d U-factor shall be assigned a default U-factor from Table R303.1 .3(1), R303.1.3(2) or R303.1.3(4).R401.3 Certificate. A permanent certificate to be completed by the builder or appro ved party and posted in an approved location inside the buildin g.The certificate shall list the predominant R-values of insulation installed in or on ceiling/roof, walls, foundation (slab, be low-grade wall, and/or floor) and ducts outside conditioned spaces; U-factors for fenestration an d the solar heat gain coefficient (SHGC) of fenestration; the r esults from any required duct system and building envelope air leakage testing done; and the results from the whole-house mechanical ventilation system flow rate test. Where there is more than one value for each component, the certificat e shall list the value covering the largest area.Also to be listed; Types and efficiencies of heating, cooling, whole-house mechanical ventilati on, and water heating appliance s. Where a gas-fired unvented room heater, electric furnace, or baseboard electric h eater is installed, the certificate shall list "gas-fired unven ted room heater," "electric furnace" or "baseboard electric heater," as appropriate. Effici encies need not be listed for these.R402.4.1.2 Testing. The building or dwelling unit shall be tested and verified to h ave an air leakage rate not exceeding 5 air changes per hour. T esting is by a blower door at a pressure of 0.2 inches w.g. (50 Pascal s). For this test only, the volume of the home shall be the con ditioned floor area in ft2 (m2) multiplied by 8.5 feet (2.6 m). Where required, testing sh all be conducted by an approved third party. A written and sign ed report shall be provided to the code official . Testing shall be performed at any time after creation of all penetrations of the building thermal envelope . Once visual inspection has confirmed sealing (see Table R402.4.1.1).R403.1.1 Programmable thermostat. Where the primary heating system is a forced-air furnace, at le ast one thermostat per dwelling unit shall be Energy Star certified and capable of controlling the heating an d cooling system on a daily schedule to maintain different temp erature set points at different times of the day. The thermostat shall allow for, at a minimum, a 5-2 programmable schedule (weekdays/weekends) and be capable of providing at least two programmable setback/setup periods per d ay. This thermostat shall include the capability to set back, s et up or temporarily operate the system to maintain zone temperatures down to 55°F (13°C) or up to 85°F (29°C). The thermostat shall initially be p rogrammed by the manufacturer with a heating temp erature set point no higher tha n 70°F (21°C) and a cooling temp erature set point no lower than 78°F (26°C). The thermostat and/or control system shall have an adjustable deadb and of not less than 10°F.Exceptions: 1. Systems controlled by an occupant sensor that is capable of shutting the system off when no occupant is sensed for a period of up to 30 minutes. 2. Systems controlled solely by a manually operated timer capab le of operating the system for no more than two hours. 3. Ductless mini-split heat pump systems that have an integral proprietary thermostat. R403.3.2 Sealing. Ducts, air handlers, and filter boxes shall be sealed. Joints a nd seams shall comply with either the International Mechanical Code or International Residential Code , as applicable. Exceptions: 1. Air-impermeable spray foam products shall be permitted to be applied without additional joint seals. 2. For ducts having a static pressure classification of less th an 2 inched of water column (500 Pa), additional closure system s shall not be required for continuously welded joints and seams, and locking-type joints and seams of other than the snap-lock and button-lo ck types. R404.1 Lighting equipment. N ot less than 90 percent of lamps in permanently installed ligh ting fixtures shall be high-efficacy lamps.R503.1.1 Alterations;The existing building envelope, such as ceiling, wall and floor cavities, exposed during construction, are to be filled with i nsulation. 2x4 framed walls are to be insulated to a minimum of R-15 and 2x6 framed walls to a minimum of R-21.R502.1.1.2 Heating and cooling systems. New heating, cooling and duct systems that are part of the addi tion shall comply with Section R403. Exception: The following need not comply with the testing requi rements of Section R403.3.3: 1. Additions of less than 750 square feet. 2. Duct systems that are documented to have been previously sea led as confirmed through field verification and diagnostic test ing in accordance with procedures in WSU RS-33. 3. Ducts with less than 40 linear feet in unconditioned spaces. 4. Existing duct systems constructed, insulated or sealed with asbestos.
