Lodging Tax Advisory Committee (LTAC)
Special Meeting Minutes August 16,2022—9:00 a.m.
Jefferson County Commissioners Chambers
(Virtual Meeting)
Members: Chair Heidi Eisenhour, Diana Smeland, Shelly Leavens, Amy Neil
Staff: LTAC Clerk Adiel McKnight
Call to Order: Chair Heidi Eisenhour called the meeting to order at 9:05 a.m. Members Leavens,
Smeland and Neil participated in the meeting remotely. Also present: Judy Shepherd, Finance
Manager
Public Comment Period: no comments were received
Approval of Special Meeting Minutes: May 26, 2022: Member Smeland moved to approve the
Special Meeting Minutes of May 26, 2022 as presented. Member Leavens seconded the motion. The
motion carried.
Continued Discussion re: LTAC code update: Chair Eisenhour stated that per Jefferson County
Code (JCC) and LTAC the JCC funds cannot be used for capital projects not sponsored by
municipalities and was recently updated to reflect State law.
Discussion re: LTAC Board Membership Vacancy: Member McKeehan resigned as the LTAC
Board Member. He recommended Kevin Wooley of the Quilcene Museum. No other applications
were received. Member Leavens moved to appoint Kevin Wooley to fill the vacant seat on Jefferson
County LTAC. Member Neil seconded the motion. The motion carried. Clerk McKnight will
forward to the Board of Commissioners for final approval.
Discussion re: Review Request for Proposal (RFP) and quarterly reports: Chair Eisenhour
moved to approve draft RFP with amendments to be distributed to potential grantees. Member
Smeland seconded the motion. The motion carried. Chair Eisenhour moved a second motion to send
out RFP with the intention of granting the amount of$800,000 for 2023. Member Smeland seconded
the motion. The motion carried.
Discussion re: Quarterly reports: There has been positive feedback on the new report template.
Schedule meeting re: November to review proposals: Clerk McKnight to send doodle poll for
early November, 2022. The Request for Proposals (RFP) are due October 15, 2022.
Update re: Current Status of LTAC funds available: Finance Manager Judy Shepherd provided a
presentation of LTAC funds estimating a 25% reserve amount of$800,000 for 2023.
