Lodging Tax Advisory Committee (LTAC)
Special Meeting Minutes May 26,2022—9:00 a.m.
Jefferson County Commissioners Chambers
(Virtual Meeting)
Members: Chair Heidi Eisenhour, Diana Smeland, Shelly Leavens, Larry McKeehan,Amy Neil
Staff: LTAC Clerk Adiel McKnight
Chair Heidi Eisenhour called the meeting to order at 9:05 a.m. Members Leavens, Smeland and Neil
participated in the meeting remotely. Member McKeehan was not present. Also present: County
Administrator Mark McCauley and Finance Manager Judy Shepherd participated remotely.
Approval of Special Meeting Minutes: November 23,2021: Member Smeland moved to approve
the Special Meeting Minutes of November 23, 2021 as presented. Member Leavens seconded the
motion. The motion carried.
Presentation re: (title from agenda and bold it) LTAC Funding Available for 2023: Finance
Manager Judy Shepherd provided a presentation on LTAC funding available for 2023 which is
estimated at $600,000.
Discussion re: Potential use of LTAC Funds for Housing: Chair Eisenhour explained that King
County uses LTAC funds for housing and that those funds may be used to repay bonds used for
housing. The committee's consensus was not to use LTAC funds for housing at this time. but to help
assist with organizations that are actively funding housing. After discussion Chair Eisenhour stated
she will research this possibility and share more with LTAC members at a later date.
Discussion re: Request for Proposal Timeline and Reviewing of Projected Funding Available
for Next Grant Round: The LTAC members agreed to the following 2023 RFP timeline:
• August—Review draft RFP and quarterly reports
• Mid-September—RFP's are advertised
• October 15, 2022 RFP submittal deadline
• Early November—Review FRP's received
• End of November—Finalize contracts
Discussion re: Quarterly Reports Streamlining the Request for Proposal (RFP) process:
Once we have created a Tillable PDF for Quarterly Reports, provide them in the contract and provide
recipients with direction on how and what to provide.
Discussion re: Previously Submitted Jefferson County Historical Society-Friends of
Swansonville RFP: After response from legal, LTAC could not grant funding for Jefferson County
Historical Society-Friends of Swansonville RFP.

• Continued Discussion re: Use of LTAC funds for Housing
